Ukraine blames Moscow for 'human shield' detentions in east

An armored personnel carrier is seen near a barricade around the state security service building in SlavianskBy Thomas Grove SLAVIANSK, Ukraine (Reuters) - Pro-Russian separatists in eastern Ukraine offered on Saturday to release eight captive international observers in a prisoner exchange, as Western governments prepared new sanctions against Moscow. The pro-Western government in Kiev blamed Russia for what it called the kidnapping on Friday of the monitors from the Organisation for Security and Cooperation in Europe (OSCE). Ukraine said they were being used as human shields. Since Ukrainians toppled their pro-Russian president in February, Russia has annexed Ukraine's Crimean peninsula and massed tens of thousands of troops on the country's eastern border.

U.S. President Obama waves after delivering a speech at U.S. military base Yongsan Garrison in SeoulBy Matt Spetalnick and Mark Felsenthal SEOUL (Reuters) - President Barack Obama said on Saturday the United States did not use its military might to "impose things" on others, but that it would use that might if necessary to defend South Korea from any attack by the reclusive North. The North warned last month it would not rule out a "new form" of atomic test after the U.N. Security Council condemned Pyongyang's launch of a mid-range ballistic missile into the sea east of the Korean peninsula. Obama and South Korean President Park Geun-hye presented a united front against North Korea at a joint news conference following their summit on Friday, warning that they would respond firmly to any "provocations" by Pyongyang which routinely threatens the United States and South Korea with destruction.

Scottish leader says energy and fisheries make Scotland key to Europe

Posted: 26 Apr 2014 04:19 PM PDT

Scotland's First Minister Alex Salmond delivers his speech at the SNP Spring Conference in AberdeenBy Belinda Goldsmith LONDON (Reuters) - Scotland's energy reserves and fishing grounds will make it a crucial member of the European Union (EU) if it votes to leave the United Kingdom in an independence referendum, Scottish leader Alex Salmond will say on Monday. Salmond wants Scotland to stay in the EU if there is a "Yes" vote on September 18, hoping to agree a "smooth transition" to a renewal of membership before the country declares independence in March 2016. In February European Commission President Jose Manuel Barroso said an independent Scotland would have to reapply to the EU as a new state. Opponents of ending Scotland's 307-year-old tie to England argue that EU entry would be far from guaranteed as all 28 member states would have to approve - and some, fighting their own secessionist movements, might be reluctant to recognize a new state.

Western powers and rights groups have voiced concern about the future of freedoms and democracy in Egypt three years after the ousting of Hosni Mubarak, an autocrat who ruled unchallenged for 30 years, in a popular uprising. Some liberal activists have also been arrested.
