Ukraine blames Moscow for 'human shield' detentions in east Posted: 26 Apr 2014 10:05 AM PDT By Thomas Grove SLAVIANSK, Ukraine (Reuters) - Pro-Russian separatists in eastern Ukraine offered on Saturday to release eight captive international observers in a prisoner exchange, as Western governments prepared new sanctions against Moscow. The pro-Western government in Kiev blamed Russia for what it called the kidnapping on Friday of the monitors from the Organisation for Security and Cooperation in Europe (OSCE). Ukraine said they were being used as human shields. Since Ukrainians toppled their pro-Russian president in February, Russia has annexed Ukraine's Crimean peninsula and massed tens of thousands of troops on the country's eastern border. |

The North warned last month it would not rule out a "new form" of atomic test after the U.N. Security Council condemned Pyongyang's launch of a mid-range ballistic missile into the sea east of the Korean peninsula. Obama and South Korean President Park Geun-hye presented a united front against North Korea at a joint news conference following their summit on Friday, warning that they would respond firmly to any "provocations" by Pyongyang which routinely threatens the United States and South Korea with destruction. |

Abbas's comments appeared aimed at soothing U.S. concerns about the unity deal he reached on Wednesday with Hamas, an Islamist faction sworn to Israel's destruction and designated by the West as a terrorist organization. Israel suspended peace negotiations with Abbas after the reconciliation pact, and the United States said it would reconsider annual aid to the Palestinians worth hundreds of millions of dollars. Abdullah finished top with 44.9 percent, followed by Ghani with 31.5 percent, the Independent Election Commission (IEC) said. Zalmay Rassoul, also a former foreign minister, was a distant third with 11.5 percent. "This is a preliminary outcome and will now go to the Independent Election Complaints Commission and they will work on this. |

Salmond wants Scotland to stay in the EU if there is a "Yes" vote on September 18, hoping to agree a "smooth transition" to a renewal of membership before the country declares independence in March 2016. In February European Commission President Jose Manuel Barroso said an independent Scotland would have to reapply to the EU as a new state. Opponents of ending Scotland's 307-year-old tie to England argue that EU entry would be far from guaranteed as all 28 member states would have to approve - and some, fighting their own secessionist movements, might be reluctant to recognize a new state. |
