Receiving the intelligence briefings that are traditionally shared with the incoming president "would be useful," he said, but added: "We don't see anything slowing us down, quite frankly."Biden was joined by the vice-president-elect, Kamala Harris, at a theater near his home in downtown Wilmington, Delaware, where they delivered remarks after the US supreme court heard the latest challenge to the Affordable Care Act.The Democratic leadership have vowed to protect and expand the signature legislation from the Obama administration, in which Biden served as vice-president, during the worst public health crisis in more than a century.The US recently surpassed 10m cases of coronavirus, as most states struggled to contain outbreaks during the latest wave of infections."In the middle of a deadly pandemic that's affecting more than 10 million Americans, these ideologues are once again trying to strip health coverage away from the American people," Biden said of the Republican state officials who brought the lawsuit that has ended up before the supreme court, aiming to invalidate the healthcare law.Democrats made healthcare a central theme of the election, and a focus of the supreme court hearing last month for Judge Amy Coney Barrett, whose confirmation cemented a 6-3 conservative court.The health coverage of millions of Americans hangs in the balance if the court rules in favor of Republicans, though Tuesday's arguments indicated that the justices were skeptical of striking down the entire law."Each and every vote for Joe Biden was a statement that healthcare in America should be a right and not a privilege," Harris said in her remarks. She added: "And Joe Biden won this election decisively."Yet few Republicans have recognized Biden as the president-elect. On Tuesday, the secretary of state, Mike Pompeo, predicted, with a grin that may have indicated he was attempting humor, "a smooth transition to a second Trump administration".On Capitol Hill, where only a handful of Republicans, have acknowledged Biden's victory, the Senate majority leader, Mitch McConnell, indicated that Trump would have until the 14 December deadline for the electoral college to cast its votes to pursue his legal challenges."Until the electoral college votes, anyone who is running for office can exhaust concerns," McConnell told reporters on Tuesday. He added: "There will be, apparently, litigation. Those cases will be decided. And then the electoral college will meet. And then we'll have the inauguration."Biden laughed off Pompeo's comments and expressed confidence that Republicans would eventually recognize him as the president-elect. Though he had not spoken to McConnell yet, he anticipated that they would connect soon."The whole GOP has been put in a position, with a few notable exceptions, of being mildly intimidated by the sitting president," Biden said.Even as Republicans refuse to recognize Biden, world leaders are doing so. On Tuesday, Biden spoke with the British prime minister, Boris Johnson, the French president, Emmanuel Macron, and the German chancellor, Angela Merkel, according to the transition team. The Israeli prime minister, Benjamin Netanyahu ,and Turkish president, Tayyip Erdoğan, have also congratulated Biden on the election, as have the leaders of Canada and Ireland. "Our work in the Pacific and Atlantic Oceans shows a dire outlook for coral reef ecosystem health, from warming ocean waters, fishing, disease, and pollution from the land," said Heath Kelsey, director of the University of Maryland Center for Environmental Science.

Fears that Britain would be put at the back of the queue because of Mr Biden's disquiet about Brexit proved to be unfounded as the two men spoke for more than 20 minutes on Tuesday afternoon. As well as boosting the "special relationship" between the two countries, Mr Johnson will hope that by prioritising Britain over France and Germany, Mr Biden will not take Brussels' side in the ongoing Brexit trade talks. Mr Johnson was able to use the call to reassure Mr Biden, who is proud of his Irish roots, that the Brexit deal would protect the Good Friday Agreement and the peace process in Northern Ireland. Mr Biden has previously said there would be no US-UK trade deal if the agreement was put in jeopardy by Brexit. Instead, Mr Biden's decision to put Britain so close to the top of his call list has increased hopes of a US-UK trade deal being done. To date, Justin Trudeau of Canada is the only national leader known to have spoken to Mr Biden before Mr Johnson. British diplomats in Washington had tried to manage expectations by suggesting that Britain would be content with being in the first dozen calls made by Mr Biden. Theresa May was only the ninth person to speak to Donald Trump after his election in 2016. A spokesman for Mr Biden said he had "expressed his desire to strengthen the special relationship and re-double cooperation on issues of mutual concern". Mr Biden "especially looks forward to working closely together on global challenges as the United Kingdom prepares to host the 2021 G7 and the UN Climate Change Conference", the spokesman said. Mr Biden has put the environment towards the top of his agenda, promising to re-sign the Paris Agreement on climate change on day one of his presidency after Mr Trump pulled the US out of it. Britain's hosting of the COP-26 climate change conference next year is seen as one of Mr Johnson's strongest cards in building a relationship with a man he has never met. Sources close to Mr Biden have claimed he dislikes Mr Johnson, partly because of his closeness to Mr Trump and partly because Mr Biden believes Brexit was a mistake. Mr Biden's spokesman said he had "expressed his interest in cooperating with the UK, NATO, and the EU on shared trans-Atlantic priorities, and reaffirmed his support for the Good Friday Agreement in Northern Ireland". Downing Street made no mention of the discussion of the Good Friday Agreement in its readout of the call, but said that the two men were looking forward to working together "on areas such as trade" and that Mr Johnson issued a formal invitation to both the G7 and COP-26. Mr Johnson's place in the queue meant he was able to address any concerns Mr Biden had about the status of the agreement before EU leaders including Emmanuel Macron and Angela Merkel could raise the matter. It came as the Government delayed a vote over legislation that threatens to tear up parts of the Brexit divorce deal, which had threatened to poison relations with Mr Biden. Mr Biden has warned there will not be a trade deal with the US if the controversial clauses become law because, he says, it would jeopardise the Good Friday Agreement. The President-elect repeated his commitment to the agreement in a call with Micheál Martin, Ireland's prime minister, after he spoke to Mr Johnson. Mr Johnson pushed back a Commons vote on the Internal Market Bill, which overrides parts of the Withdrawal Agreement relating to Northern Ireland, until the end of the month at the earliest. The Prime Minister has bought time to see if a UK-EU trade deal can be struck, which would allow for a face-saving climbdown over the relevant clauses, which peers stripped out of the Bill on Monday. The clauses in the Bill are only relevant if there is a no trade deal exit at the end of the year. UK and EU negotiators are in London for intensified trade talks to try and reach a deal by mid-November. An EU diplomat said, "Don't expect us to rejoice. Mr Johnson may be giving the trade negotiations sufficient space but the EU will never sign a trade deal if these clauses are in law." The Government said the measures were a "legal safety net" to ensure free-flowing trade between Great Britain and Northern Ireland.

Trump White House Still Vetting for Job Openings For a Second Term That's Not HappeningIn yet another sign that the president is still refusing to initiate a smooth, orderly transition of power to President-elect Joe Biden, Donald Trump's White House continues to vet possible political appointees for a second term—despite the fact that there isn't going to be one.According to two sources familiar with the situation, as well as written communications reviewed by The Daily Beast, the White House Presidential Personnel Office (PPO) is still in the process of vetting candidates for job openings in various parts of the federal government, positions that the White House intended to fill by early next year. The office, which is tasked with staffing the federal agencies, is headed by Trump uber-loyalist and purge-overseer John McEntee. And it is still contacting listed references and conducting background checks, even though major networks called the 2020 presidential election for Biden on Saturday.The planning around second-term staffing has come as no surprise to administration officials and senior campaign aides who are, at the moment, being forced to operate under the false hope that Trump will serve an additional four years. On Tuesday, the Washington Post reported that "the White House budget office has instructed federal agencies to continue preparing the administration's budget proposal for the next fiscal year." Earlier in the day, Secretary of State Mike Pompeo said to reporters, when asked about a Trump-Biden presidential transition process, that "there will be a smooth transition to a second Trump administration."A White House spokesman did not respond to requests for comment on this story.Pompeo Claims 'There Will Be a Smooth Transition to a Second Trump Administration'Despite the apparent clear-cut nature of his defeat, President Trump, his campaign staff, and his team of lawyers have launched a public-relations blitz smearing the legitimacy of the 2020 election. They have also launched multiple legal challenges that have either been dismissed by the courts or which experts in the field widely believe are doomed and groundless.This is all being conducted against the backdrop of Trump administration officials' attempts to make the transition, and the start of the Biden era, as inconvenient as they can for the incoming president. Trump officials, some of whom had long expected Biden to win, have been trying to find concrete ways to further complicate policy initiatives that the former vice president had said would be at the fore of his first-year agenda, including reentering the Iran nuclear deal. On Monday, the president began fulfilling what he'd previously envisioned as second-term staffing priorities, including the firing of Secretary of Defense Mark Esper, largely for insufficient fealty. Furthermore, an obscure Trump administration appointee has declined to sign a piece of paper that would allow the Biden team to officially start much of the painstaking, post-election tasks that come with a peaceful transition of presidential power.President Trump, of course, had famously declined to commit to the democratic tradition of a peaceful, orderly transition, when pressed on the topic during this election cycle. And he doesn't look close to abating from his post-election tantrums any time soon.Among the president's inner circle, most of the major players are backing Trump's mission to overturn, or at least cast reckless doubt on, the election, even as many quietly acknowledge to each other that it's over. Jared Kushner, the president's son-in-law and senior White House aide, "has been more hardcore in fighting back on this than anybody," said Jason Miller, a top Trump campaign aide.Among other efforts, the Trump campaign (or what's left of it) has launched a hotline for supporters and tipsters to call or message in with leads on alleged voter fraud that Republicans should investigate. However, the tip line has largely been a massive bust. According to a person with knowledge of the situation, the hotline has been flooded with apparent crank callers impersonating figures such as Hillary Clinton, Rudy Giuliani, and popular podcaster and comedian Joe Rogan, as well as hideous, loud vulgarities, farting noises, and threats of physical violence—all delivered to junior and mid-level staff on the Trump team who are assigned to man the hotline.It's yet another instance in which staff have been put in the position of holding jobs and carrying out assignments for Trump that they recognize as a road to nowhere. This applies to administration staffers, too. Buying a coronavirus vaccine for everyone on Earth, storing and shipping it, and giving it safely will all be hard and expensiveInfectious diseases do not respect borders. An estimated 3 billion people in low-income countries across Africa, Asia and Latin America are likely to lack access to a COVID-19 vaccine for years after it becomes available. In poor nations, many communities lack the health care workers needed to administer vaccines, as well as the capacity to handle vaccines properly by keeping them extremely cold. As a bioethicist studying global access to essential medicines, I'm closely monitoring what wealthy countries, foundations and international organizations are doing about this problem. COVAXThe COVID-19 Vaccines Global Access Facility, or COVAX, is a joint effort by 184 countries working with international organizations to make it possible for people everywhere to get affordable access to COVID-19 vaccines as they become available. So far, COVAX has raised about US$1.8 billion toward an initial target of $2 billion to cover the cost of manufacturing and distributing COVID-19 vaccines around the world.The goal of this initiative is to produce 2 billion doses by the end of 2021. However, many of the rich countries taking part are striking their own deals apart from COVAX to assure that they will get early access to a vaccine.These instances of "vaccine nationalism" threaten to undermine COVAX and other attempts to equitably distribute new COVID-19 vaccines and treatments.Several large industrialized countries – including the U.S. and Russia – have opted to stay out of the agreement altogether. They are making their own arrangements with pharmaceutical companies instead. UNICEFDistributing COVID-19 vaccines could prove as hard as or harder than coming up with the money to pay for them.That's because the most promising vaccines require constant and extremely cold storage. Especially in areas where access to electricity is unreliable or missing altogether, there simply are not enough health facilities with the required refrigeration capacity.Nearly 3 billion people around the world live in places lacking the temperature-controlled storage needed for a wide-scale immunization campaign. How bad this problem turns out to be will depend on which vaccines are ultimately approved, because not every vaccine undergoing clinical trials requires storage at the same cold temperatures.What's more, there are not enough health workers to administer the vaccines, and it's extremely hard for many people in poor communities to travel to health clinics. The United Nations Children's Fund, a U.N. agency that provides aid to children worldwide, is leading the COVAX initiative's vaccine distribution plans. UNICEF has worked with the public-private partnership called GAVI, formerly Global Alliance for Vaccines and Immunizations, in the past to supply developing countries with the specialized refrigeration technology needed to keep vaccines ice-cold.In addition, UNICEF aims to stockpile 520 million syringes by the end of 2020, up to 1 billion syringes by 2021 and 5 million safety disposal boxes. International organizations and foundationsSeveral other international organizations are also working to make sure that people in low-income countries will have access to a COVID-19 vaccine and to treatments as well. As of October 2020, the World Bank planned to provide US$12 billion to finance vaccine acquisition and deployment in low- and middle-income countries like India and Nigeria. Other regional development banks are also playing an important role, since COVAX will not provide enough vaccines for everyone in the world. For instance, in sub-Saharan Africa, only 28% of health care facilities have access to reliable electricity, so the African Export-Import Bank has $3 million in grant funding to help communities procure equipment and supplies. Moreover, the bank is talking with the Africa Centres for Disease Control and Prevention about allocating $5 billion to buy COVID-19 vaccines.And the Global Fund has allocated $665 million of the estimated $20 billion needed to vaccinate everyone in the whole world. Their COVID-19 Response Mechanism will improve supply chains for vaccine distribution and health systems in general.Other organizations with extensive experience in vaccination campaigns are also stepping up to help.For example, the Global Polio Eradication Initiative is providing staff trained to do polio surveillance to test wastewater for COVID-19, distribute masks and hand sanitizer, and perform contact tracing. When a vaccine becomes available, this polio group will likely help out as well.Foundations, especially the Bill & Melinda Gates Foundation, are also playing a role.The Gates Foundation is teaming up with GAVI and the Serum Institute of India to speed up COVID-19 vaccine manufacturing.The vaccines will be sold for no more than $3 a dose to 92 low- and middle-income countries including Brazil, Chile, Singapore and South Africa.In 1999, the Gates Foundation pledged $750 million to launch GAVI, and it has given $4 billion to the organization to date. At the 2020 Global Vaccine Summit, a virtual meeting hosted by the U.K., the Gates Foundation promised to spend $1.6 billion to vaccinate 300 million children against several diseases, including COVID-19 once vaccines become available.The Gates Foundation is also participating in a joint effort with the World Health Organization and several other international organizations to pay for 100 million antigen rapid diagnostic tests being made available in low- and middle-income countries – where they are priced at $5 or less.Likewise, many other philanthropic efforts are underway in conjunction with companies and international agencies.[Deep knowledge, daily. In my view, these efforts are just as important as efforts to develop, manufacture, and distribute new vaccines. Biden's climate change plans can quickly raise the bar, but can they be transformative?The day Joe Biden becomes president, he can start taking actions that can help slow climate change. The question is whether he can match the magnitude of the challenge.If his administration focuses only on what is politically possible and fails to build a coordinated response that also addresses the social and economic ramifications of both climate change and the U.S. policy response, it is unlikely to succeed.I have spent much of my career working on responses to climate change internationally and in Washington. I have seen the quiet efforts across political parties, even when the rhetoric was heated. There is room for effective climate actions, particularly as heat waves, wildfires and extreme weather make the risks of global warming tangible and the costs of renewable energy fall. A coordinated strategy will be crucial to go beyond symbolic actions and bring about transformative change. Starting on day oneLet's first take a look at what Biden can do quickly, without having to rely on what's likely to be a divided Congress.Biden has already pledged to rejoin the Paris climate agreement. With an executive order and some wrangling with the United Nations, that will happen fairly quickly. But the agreement is only a promise by nations worldwide to reduce the greenhouse gas emissions driving climate change.To start moving the country back toward its obligations under the Paris Agreement, Biden can recertify the waiver that allows California to implement its fuel economy and zero-emissions vehicle standards. The Trump administration had revoked it. California is a big state, and its actions are followed by others, which puts pressure on the auto industry to meet higher standards nationwide.In a similar way, Biden can direct government agencies to power their buildings and vehicles with renewable energy.The administration can also limit climate-warming greenhouse emissions by regulating activities like the flaring of methane on public lands. The Trump administration rolled back a large number of climate and environmental regulations over the past four years.There are even legislative actions that could get through a divided Congress, such as funding for clean energy technology. The big job: Transformational changeThat's the easy part. The hard part is catalyzing the transformational changes needed to slow global warming and protect the climate our economy was built on.The last five years have been the hottest on record, and 2020 is on pace to join them. Meeting the Paris Agreement's goals for keeping global warming in check will require reworking how we generate and transmit energy and overhauling how we grow food in ways that reduce greenhouse gas emissions. Biden has pledged to lay the groundwork for 100% clean energy by 2050, including investing hundreds of billions of dollars in technologies and industries that can lower emissions and create jobs. His ideas for transforming food systems have been less concrete.The new administration will have to walk a tightrope. It can't risk spending down its political capital on actions that are possible but don't amount to much. It also has to recognize the risk of public backlash to anything that might raise costs, be labeled "socialism" by opponents or leave part of the country harmed.Transformative solutions will have to address both the benefits and the costs, and provide a path to a healthy future for those facing the greatest losses. That means, for example, not just ending coal burning, a significant contributor to climate change, but also helping communities and workers transition from coal mining to new jobs and economic drivers that are healthier for the environment. What needs to happen firstOne of the big challenges – and the place where Biden needs to start – is the lack of understanding of systemic risks, opportunities and costs of both climate actions and inaction.Right now, there is no federal agency tasked with developing a systemic understanding of climate change impacts across society.An existing executive branch entity, such as the Council on Environmental Quality or the U.S. Global Change Research Program, could convene a task force of political staff, academics and civil society to assess climate policy proposals, identify the benefits and costs and then advise the administration. Working across agencies, the task force would be positioned to look at the entire system and identify the wider effects of proposed policies or actions and how they might interact. Similar entities, such as the nonpartisan Congressional Budget Office and Congressional Research Service, are already central to policymaking. Their work will have to move fast. Government delays Internal Market Bill vote until end of monthThe Government has delayed a vote over legislation that threatens to tear up the Brexit divorce deal and poison relations with US President-elect Joe Biden. Boris Johnson pushed back a Commons vote on the Internal Market Bill, which overrides parts of the Withdrawal Agreement relating to Northern Ireland, until the end of the month at the earliest. The Prime Minister has bought time to see if a UK-EU trade deal can be struck, which would allow for a face-saving climbdown over the offending clauses, which peers stripped out of the Bill on Monday. The clauses in the Bill are only relevant if there is a no deal exit at the end of the year. UK and EU negotiators are in London for intensified trade talks to try and reach a deal by mid-November. An EU diplomat said, "Don't expect us to rejoice. Mr Johnson may be giving the trade negotiations sufficient space but the EU will never sign a trade deal if these clauses are in law." Mr Biden has warned there will not be a trade deal with the US if the offending clauses become law because it would jeopardise the Good Friday Agreement. Mr Biden, who is proud of his Irish roots, repeated his commitment to the peace process in a call with Micheál Martin, Ireland's prime minister, which lasted more than 20 minutes. He also spoke to Mr Johnson and Angela Merkel on Tuesday. "If the election of Joe Biden contributes to the limited time that we now have being used effectively, then that's good," said Heiko Maas, foreign minister of Germany, which holds the Presidency of the EU. The Government said the measures were a "legal safety net" to ensure free-flowing trade between Great Britain and Northern Ireland. MPs would be asked to put them back into legislation, Downing Street said. The European Commission accused Britain of refusing to explain its plans for post-Brexit rules for the City of London. That meant it could not grant UK financial services firms equivalence, which is the right to operate in the EU from January 1. The Chancellor of the Exchequer said Brussels was withholding equivalence as a "political weapon" on Monday as he granted EU firms approval to work in the UK.

Ministers refuse to back down on Brexit bill after Lords revoltNumber 10 is planning to defy the Lords and retable the controversial law-breaking clauses contained in a key piece of Brexit legislation. It comes after the Lords voted overwhelmingly against the Government on Monday night and rejected Boris Johnson's "Trump like" Internal Market Bill. The Lords voted 433 to 165 – a majority 268 – to remove two sets of international law-breaking clauses from the UK Internal Market Bill, which faced fierce criticism led by Tory former leader Lord Michael Howard and Lord Ken Clarke, the Conservative ex-chancellor. Peers went on to inflict a further defeat on the Government by 407 votes to 148, majority 259, stripping out a further contentious clause relating to the Northern Ireland Protocol. Speaking in the chamber, Lord Howard said the UK would be setting a "lamentable example" if it breaks international law. Lord Clarke said the legislation was "immoral", describing it as "intrinsically ridiculous and deeply damaging". Former Prime Minister Sir John Major said the legislation had "damaged our reputation around the world". "Lawyers everywhere are incredulous that the UK – often seen as the very cradle of the Rule of Law – could give themselves the power to break the law," he added.

Dominate the media message by controlling major news outlets through ownership, creating laws that stifle press freedom and repressing outspoken journalists. 2. Declare victory immediately and allow no questioning of the results. He appeared nightly on state television delivering new technology to hospitals or dedicating new monuments to Russia's World War II victory. All this creates the image of an unassailable leader and inevitable winner.Together with legislative allies, the Kremlin changed electoral laws at every election to maintain the dominance of the pro-Kremlin party. Government officials, including governors and mayors who rely on the Kremlin to keep their jobs, also have developed informal practices to deliver victories. For example, local officials demand that state workers in factories, hospitals and schools turn out to vote. It's common to insist that employees bring other voters with them or face losing their jobs. These officials also put paid loyalists on buses to vote at several polling stations in a single day.There is an unwritten regulation that poll workers must be members of the pro-Kremlin party, United Russia. And they count behind closed doors, padding the vote as they go. Kremlin tactics not possible in USHow Russia's leaders have rigged their elections is the opposite of the transparent and accountable vote tabulation that played out online and on television across the U.S. That open and deliberate process, both of counting and reporting the results, underscored that widespread electoral fraud is not feasible in the U.S. In the United States, the opposition is protected by constitutional rights and strong democratic norms. President Donald Trump is mostly limited to name-calling and slurs – inelegant, but not illegal. Trump also must work within the legal system, filing lawsuits that have been largely unsuccessful so far. The country's democratic institutions held, regardless of the partisan tenor of the states or localities in which votes were being counted. Despite pressure from the White House and the president's vocal supporters, elected and appointed officials stood strong and played by the rules. The failure of electoral disinformationEven in the face of the COVID-19 pandemic, Republican-led legislatures in some swing states refused to allow early counting of an anticipated record number of mail-in ballots. The extended post-Election Day counting that turned the vote from Trump to Biden gave the president an opening to call the results into question. Yet, as numerous court cases have shown, the votes were carefully counted under the watch of observers from both parties and shown nationally on livestream feeds.At the same time, media organizations made tough decisions to support electoral integrity, largely by not calling the election until the result was clear – despite growing pressure to do so.Some networks switched off live coverage when a presidential press conference devolved into propaganda about fraud. The Vatican took the extraordinary step Tuesday of publishing its two-year, 449-page internal investigation into the American prelate's rise and fall in a bid to restore credibility to the U.S. and Vatican hierarchies, which have been shattered by the McCarrick scandal. The report put the lion's share of blame on a dead saint: Pope John Paul II, who appointed McCarrick archbishop of Washington, D.C., in 2000, despite having commissioned an inquiry that confirmed he slept with seminarians.

While preparing a routine research report on observed passive DNS traffic volumes for select industries, from airlines and retail to streaming and technology, during the 2020 pandemic, Farsight uncovered evidence of anomalous traffic spikes associated with DNS SOA ("Start of Authority") records and select other RRtypes. This unexpected traffic was not the more-gradual growth in traffic expected (and observed) as the economy reconfigured itself and businesses and families reconfigured to adjust to the lockdown and other changes due to Covid-19. The traffic spikes we saw were more likely associated with third-party attackers leveraging the DNS servers of major sites as a denial of service reflector/amplifier. This phenomena is briefly described in Section 6, (pages 16-20) in our research report. Japan PM meets top SKorea official, urges Seoul to solve rowJapanese Prime Minister Yoshihide Suga met with South Korea's top intelligence official on Tuesday in a sign of a thaw in relations between the two countries, but maintained that South Korea should take the initiative in resolving their dispute over compensation for Japanese World War II actions.
