Posted: 21 Apr 2015 04:03 PM PDT

Smoke rises during an air strike on an army weapons depot on a mountain overlooking Yemen's capital SanaaBy Noah Browning DUBAI (Reuters) - Saudi Arabia announced on Tuesday it was ending a month-long campaign of air strikes against the Houthi rebels who seized large areas of Yemen and said it would back a political solution to bring peace to its war-ravaged neighbor. "Operation Decisive Storm has achieved its goals...(including) removing the threat to Saudi Arabia and neighboring countries, especially in terms of heavy weapons," said a statement carried by Saudi state news agency SPA. It would combine political, diplomatic and military action but would focus on "the political process that will lead to a stable and secure future for Yemen." Saudi spokesman Brigadier General Ahmed Asseri said the alliance may still target Houthis. "The coalition will continue to prevent the Houthi militias from moving or undertaking any operations inside Yemen," he told reporters in Riyadh.

The few survivors of Sunday's tragedy told investigators how the African and Bangladeshi migrants, among hundreds of thousands trying to escape war and poverty, had waited up to a month in Libya before the boat set sail for Europe. Only 28 survivors have been brought to Italy from the hundreds of people on board the fishing boat.

New law to allow Japan to supply U.S. military in South China Sea, say officials

Posted: 21 Apr 2015 02:24 PM PDT

By Nobuhiro Kubo and Tim Kelly TOKYO (Reuters) - Prime Minister Shinzo Abe's plans to expand Japan's non-combat role in armed conflicts beyond "areas around Japan" could see Tokyo becoming dragged into action in the South China Sea in support of U.S. forces, government and ruling party sources say. Abe will send legislation to parliament next month - with the backing of his coalition partners virtually assuring its passage - allowing Japan to ship fuel and ammunition to American units anywhere, should Tokyo judge its national security to be at stake. Japan and the United States have no territorial claims in the energy-rich South China Sea, but tensions are rising between China and Philippines in the strategic waterway, where some $5 trillion in ship-borne trade passes every year, much of it heading to and from Japanese ports.

Aquarium President Tom Schmid said fish began dying after employees introduced what they thought was a low dose of a drug used to kill parasites in fish.

Sage-grouse in California, Nevada excluded from federal protection

Posted: 21 Apr 2015 04:26 PM PDT

The U.S. government denied protection on Tuesday to a type of prairie bird found in Nevada and California in a victory for mining and ranching groups who feared sage-grouse protections could restrict their livelihoods. Federal officials said the move to exempt the so-called bi-state population of greater sage grouse from Endangered Species Act protection comes as the federal government considers whether to impose measures to protect a broader species of the bird that lives in nearly a dozen U.S. states. The U.S. Department of the Interior said a key factor in Tuesday's decision was a $45 million conservation plan developed by federal and state officials and others to ensure the health of the animal. It has sound science behind it, that's the only way we can make these decisions" U.S. Secretary of the Interior Sally Jewell said at an event in Reno, Nevada, where she was joined by Nevada Governor Brian Sandoval, a Republican.

Oklahoma scientists say earthquakes linked to oil and gas work

Posted: 21 Apr 2015 04:26 PM PDT

Oklahoma geologists have documented strong links between increased seismic activity in the state and the injection into the ground of wastewater from oil and gas production, a state agency said on Tuesday. Oklahoma is recording 2-1/2 earthquakes daily of a magnitude 3 or greater, a seismicity rate 600 times greater than observed before 2008, the report by the Oklahoma Geological Survey (OGS) said. It is "very likely that the majority of the earthquakes" are triggered by wastewater injection activities tied to the oil and gas industry, the OGS said. Prior to 2008, Oklahoma averaged less than two a year.

2015 may be the year Cyprus is reunified, say Turkey, US

A photo taken on the UN-controlled Green Line in Nicosia shows the Turkish-occupied north of the divided capital with barbed wire separating it from the southern Greek Cypriot side, on January 29, 2003Turkey and the United States voiced hopes Tuesday that 2015 could be the year when a long-elusive diplomatic solution is finally found to the decades-old division of Cyprus. "This is a problem that just has gone on for far too long, and it is begging for international efforts to try to help bring about a resolution, a lasting settlement," US Secretary of State John Kerry said as he met with his Turkish counterpart. Greek and Turkish Cypriots have sought for more than four decades to resolve their split, with about 1,000 peacekeepers monitoring a ceasefire line that cuts through the heart of Nicosia, Europe's last divided capital. "The United States and Turkey both support the UN-led negotiations to reunify the island as a bi-zonal, bi-communal federation," Kerry said.

South Africa deploys army to quell anti-immigrant attacks

South African soldiers deployed overnight Tuesday to tackle gangs hunting down and killing foreigners after at least seven people died in a wave of anti-immigrant violence, AFP photographers witnessed. Dozens of military police surrounded a downtown Johannesburg hostel housing mainly South Africans which police raided as a helicopter hovered above. In recent days police in the economic capital Johannesburg and in the port city of Durban have struggled to contain mobs targeting migrants from Zimbabwe, Malawi, Mozambique and other African countries over the past three weeks. The spate of attacks has revived memories of xenophobic bloodshed in 2008, when 62 people were killed in Johannesburg's townships, tarnishing South Africa's post-apartheid image as a "rainbow nation" of diverse groups living in harmony.

West Indies batsman Marlon Samuels plays a shot during the second Test match between West Indies and England at the Grenada National Stadium in Saint George's on April 21, 2015St. George's (Grenada) (AFP) - Marlon Samuels averted a complete West Indies batting collapse with a classy, unbeaten 94 to lift the home side to 188 for five at stumps on a rain-affected first day of the second Test against England at the National Cricket Stadium in Grenada on Tuesday. Playing the 100th Test innings of a career spanning more than 14 years, the elegant 34-year-old right-hander dominated a protracted final session to the extent that his unbroken 59-run sixth-wicket partnership with Denesh Ramdin has seen the captain contributing just six runs. Samuels, who came to the crease before lunch with the West Indies unsteady after two early setbacks, never looked troubled throughout his time in the middle and maintained his excellent record against the English with an innings that was watchful for the most part before he launched into a series of extravagant strokes on Ramdin's arrival at the wicket. He averages 69.00 in six previous Tests against England.

Solar panels face the sun from balconies of an apartment building in PyongyangBy James Pearson SEOUL (Reuters) - In a country notorious for a lack of electricity, many North Koreans are taking power into their hands by installing cheap household solar panels to charge mobile phones and light up their homes. Apartment blocks in Pyongyang and other cities are increasingly adorned with the panels, hung from balconies and windows, according to recent visitors to the isolated country and photographs obtained by Reuters. "There must be at least a threefold increase in solar panels compared to last year," Simon Cockerell, who visits North Korea regularly as general manager of Beijing-based Koryo Tours, told Reuters from Pyongyang. "Some are domestically made, so that may have driven prices down." North Korea has long suffered from electricity shortages which plunge large parts of the country into darkness, providing a stark contrast in night-time photos taken from space to prosperous and power-thirsty South Korea.

His strained relationship with the powerful head of his political party, former president Megawati Sukarnoputri, further complicates his job.
