Michel Barnier warns EU demands are 'not for sale' ahead of trade talks Posted: 24 Jun 2020 09:54 AM PDT Michel Barnier warned on Wednesday that the EU's demands for level playing field guarantees were "not for sale" but said that Brussels was willing to work on "clever compromises" to get a trade deal with Britain done. A week before the two sides begin month-long intensified negotiations, the EU's chief negotiator said that the zero tariff, zero quota deal was "still in our reach" but added that "the ball is the UK's court." Brussels wants the UK to sign up to commitments to not undercut EU standards on tax, state aid, labour rights and the environment. London argues such guarantees are more stringent than those in the EU's trade deal with Canada and Japan and that they could restrict the UK's ability to diverge from Brussels rules after the end of the transition period on January 1. "The level playing field is not for sale," Mr Barnier said at the European Policy Centre think tank in Brussels after speculation the deadlock could be broken if the UK accepted some tariffs in return for looser commitments. "Even if you were to maintain tariffs on some goods [...]the EU will still demand strong level playing field guarantees. It is a core part of our modern trade policy and we refuse to compromise our values to benefit the British economy." "Next week we are ready to work on operational and clever compromises but not at the price, never at the price, of any unravelling of the Single Market," Mr Barnier added. He admitted the coronavirus pandemic had slowed negotiations but blamed Brexiteers for blocking progress in the talks. "We have the Brexiteers and a good part of the Tory party keeping a very hard line on full sovereignty for the UK [...] and no concessions even if it means no deal," he said. Fishing is the other major obstacle to striking a deal before the no deal deadline of the end of the year. The EU wants a status quo agreement, while the UK wants annual negotiations on access to water based on a new system of calculating fish shares. Mr Barnier said that EU member states had made a fisheries agreement a condition for any trade deal. If both sides did not compromise, then there would be no fisheries or trade agreement. "That is the reality," he said. He said he and the European Commission's fisheries department were willing to work on "the mix of parameters" to find a compromise during next month's talks. He repeated his accusation that the UK was trying to "cherry-pick" the advantages of EU membership, despite having left the bloc. Mr Barnier said the EU would not agree to allow Britain to make cars from parts around the world before exporting them, tariff-free, to the EU as British. About 80% of UK car parts are sourced from the EU. "Nothing would justify us encouraging UK manufacturers to start sourcing their parts outside of the EU, nothing would justify us signing away tens of thousands of European jobs for the UK's benefit," he said. Investors Won’t Be Happy on Election Night Posted: 24 Jun 2020 05:30 AM PDT (Bloomberg Opinion) -- Markets haven't forgotten the volatility in the days before and after the 2016 election, and they're already pricing in uncertainty ahead of the 2020 vote. But because long-term trends in how voting is managed in the U.S. have been amplified by the pandemic, we shouldn't expect to have much clarity on the outcome on the night of Nov. 3. Investors need to be prepared for Election Day to turn into Election Month, with key races possibly not being called for days or even weeks.The most dramatic shifts in markets after the 2016 election may have been in bank stocks and interest-rate markets. Between Election Day and the next Tuesday, the KBW Bank Index rose 13.9% while 10-year Treasury yields rose 0.35%. A note put out by Bridgewater Associate's chief Ray Dalio at the time may have summed up what investors were thinking -- that Donald Trump's victory represented a shift toward policies that would benefit domestic manufacturing and business.Although that's how markets eventually priced in the election results, the initial move on the night of the election saw equity futures plunging, hitting a limit-down threshold of 5% before later reversing. Before the election, there was even some thought that a Trump win would mean a Brexit-like plunge for stocks.All of this is just a reminder of the kind of volatility that occurred when the outcome of the presidential election was known in a matter of hours. It's very unlikely that we're going to get the same kind of clarity this time.One reason is because of the growing use of voting by mail, which is sure to set records in 2020, at least in part because of the coronavirus. In California, where more than half of all ballots have been cast by mail since 2012, we've become accustomed to counting taking place over weeks. In 2018, the congressional race in California's 21st district wasn't called until Nov. 28, three weeks after Election Day. In Arizona, a key 2020 battleground state where mail voting has been growing, it took more than a week to declare a winner in the race for secretary of state.The coronavirus outbreak occurred in the middle of the 2020 primary season, with post-pandemic elections showing the kinds of situations we might see across the country in November. Georgia's primaries on June 9 made national news not so much for the outcome as for voting problems, with understaffed precincts and some people waiting hours in line to cast ballots. It also had record vote-by-mail participation. Several high-profile primaries that initially looked like they would require runoffs were later called as absentee ballots were counted. As of June 22, 13 days after polls closed, more than 100,000 ballots had yet to be counted. It's most likely to be a similar story for yesterday's high-profile primaries in Kentucky and New York, with final results not expected for days or even weeks.For November, the range of outcomes election analysts predict is anything from a repeat of 2016 with a close contest decided in battleground states to a Joe Biden landslide. There will probably be enough information on Election Night to know which scenario we're in, but that alone may not be enough to establish a winner or reduce uncertainty for investors.In the first scenario, a close race like that in Arizona, we could be waiting a week or more for all the mail ballots to be counted. It's also worth recalling what happened in 2018, when Republicans were leading in several statewide races on Election Day but Democrats won in the end because of the mail vote. A similar result in 2020 could find Trump leading in battleground states on Election Night only to have that lead slip away as the mail votes were counted.But even signs of a Biden blowout on election night wouldn't eliminate uncertainty for investors; it would merely shift to U.S. Senate races that Democrats might be in position to win as mail ballots were counted. In a competitive presidential election, Democrats have a reasonable chance to win Senate seats in Colorado, Arizona, North Carolina and Maine, while probably losing a seat in Alabama. That kind of outcome combined with a Biden win would give Democrats 50 Senate seats, enough for a majority with the vice president casting tie-break votes. In a landslide, however, Democrats might be competitive in Senate races in Georgia, Iowa, Montana, Kansas, Alaska and Texas as well, significantly expanding their majority, and giving them the margin and mandate for a much more ambitious policy agenda.The bottom line is that we're probably not going to know the partisan makeup of the federal government in 2021 until well after Nov. 3. In Poor Countries, Many COVID-19 Patients Are Desperate for Oxygen Posted: 24 Jun 2020 05:13 AM PDT As the coronavirus pandemic hits more impoverished countries with fragile health care systems, global health authorities are scrambling for supplies of a simple treatment that saves lives: oxygen.Many patients severely ill with COVID-19, the illness caused by the coronavirus, require help with breathing at some point. But now the epidemic is spreading rapidly in South Asia, Latin America and parts of Africa, regions where many hospitals are poorly equipped and lack the ventilators, tanks and other equipment necessary to save patients whose lungs are failing.The World Health Organization is hoping to raise $250 million to increase oxygen delivery to those regions. The World Bank and the African Union are contributing to the effort, and some medical charities are seeking donations for the cause.By a stroke of luck, the WHO, UNICEF and the Bill & Melinda Gates Foundation in 2017 began searching for ways to increase oxygen delivery in poor and middle-income countries -- not in anticipation of a pandemic but because oxygen can save the lives of premature infants and children with pneumonia.The organizations began ordering equipment in January, but within weeks suppliers were swamped by the sudden surge in demand created by the pandemic.Although the machinery needed to generate oxygen is relatively simple, it must be sturdy enough to withstand the dust, humidity and other hazards common in rural hospitals in poor countries. Some companies produce relatively rugged equipment, but prices are rising and restrictions on international flights are complicating deliveries.The machines cannot come too soon, doctors working in the field said.In May, the Alliance for International Medical Action, or ALIMA, treated 123 COVID-19 patients in the Democratic Republic of Congo, said Dr. Baweye Mayoum Barka, the charity's representative in Kinshasa, the country's capital. Fifty-six of them needed oxygen, but not enough equipment was available."So, unfortunately, there were 26 deaths, 70% of them in less than 24 hours," Barka said. "I can't say they were all from a lack of oxygen, but it played a role."ALIMA needs 40 oxygen concentrators, which filter oxygen from the air, but the agency has just eight, he said. Because it is hard to move patients from one hospital to another, some die waiting, gasping for air.In Congo, many COVID-19 patients arrive at hospitals with critically low blood oxygen levels -- sometimes as low as 60%, a level at which patients must normally be put on a ventilator to survive. (Normal oxygen saturation levels are 95% or more.)One such patient was a doctor who had for a while refused to go to the hospital and instead stayed home, taking chloroquine, which is still in Congo's national treatment guidelines."Then, when his condition deteriorated and he did come, just as he was nearing the COVID building, he developed convulsions," Barka recalled. "They stopped to give him a drug for them, and he died just at the gate."Nigeria is also grappling with an oxygen shortage, said Dr. Sanjana Bhardwaj, UNICEF's chief of health there. Since May, hospitals in Lagos and Kano have seen a steady stream of older patients with COVID-19 symptoms who need oxygen.In nearly every country the virus has hit, rich or poor, about 15% of all symptomatic patients develop pneumonia severe enough to require extra oxygen, the WHO estimates, but not so dire that they must be put on a ventilator.Ventilators are rare in poor countries. They can cost up to $50,000, and patients must be heavily sedated the whole time the breathing tube is lodged deep in their airways. Also, the pressure must be constantly monitored to prevent lung damage. That requires anesthesiologists and trained respiratory technicians, positions that many hospitals lack.Oxygen can be delivered in two ways. Tanks contain nearly pure oxygen. For patients who need large volumes and help keeping the air sacs in their lungs open, tanks can deliver oxygen at high pressure through a mask strapped tightly over the nose and mouth.But tanks are heavy, must be refilled at central stations and delivered by truck, and pose some risk of explosion and fire. While many poor countries have plants making industrial-grade oxygen for construction jobs like welding, it cannot be used on patients because the tanks often contain rust or oily water that could lodge in the lungs, said Paul Molinaro, chief of operations support and logistics at the WHO.An alternative is an oxygen concentrator, which is usually the size of a suitcase or even a briefcase. Concentrators pull oxygen out of ambient air by forcing it under pressure through a "molecular sieve" filled with the mineral zeolite, which adsorbs nitrogen.Most concentrators cost only $1,000 to $2,000. They need electricity but can run on a generator or batteries, using about as much power as a small refrigerator.Typically concentrators can produce about 90% pure oxygen. They do not deliver it under pressure, but the thin tube through which the oxygen streams can be connected to a continuous positive airway pressure machine, or CPAP, to enrich the air it blows into the lungs.ALIMA has started a campaign, "Oxygen for Africa," to raise money to send about 500 concentrators to six poor countries, Jennifer Lazuta, a spokesperson, said.UNICEF has ordered about 16,000 concentrators for about 90 countries, but thus far has been able to deliver only about 700, said Jonathan Howard-Brand, an innovation specialist at UNICEF's procurement center in Copenhagen.The WHO has ordered another 14,000, of which 2,000 have been delivered and 2,000 are in transit, Molinaro said.He and Howard-Brand described severe delivery problems created by the epidemic, including delays of up to five weeks. When possible, the aid agencies ship through the World Food Program, which has dozens of planes. But the concentrators must compete for space with shipments of food, personal protective gear and other lifesaving goods.Also, some countries are far from cargo hub cities, while others restrict all flights, even those containing aid, for fear of the virus being introduced."We need more planes in the air," Howard-Brand said.UNICEF is also buying tens of thousands of pulse oximeters, fingertip devices to measure blood-oxygen saturation.In deciding how much equipment to buy, the aid agencies are, to some extent, flying blind. As New York state learned when it was desperately collecting ventilators in March, how great the need will be is unpredictable.Younger COVID-19 patients and those without other health problems often survive without supplemental oxygen. Populations in Africa skew younger, because vaccination and anti-malaria campaigns over the past two decades have saved many children who otherwise would have died. Wide swaths of older Africans died of AIDS before HIV therapy became widely available in the mid-2000s.(It is still unclear whether being on HIV treatment increases risks of death from COVID-19, according to the Centers for Disease Control and Prevention. But UNAIDS, the U.N. program fighting the disease, worries that lockdowns and border closings will disrupt supplies of HIV medicines, which would undoubtedly put HIV patients at high risk.)The agencies seek advice from other aid personnel in each country to estimate how much equipment is needed, Molinaro said. If he had more money and time, he added, he would concentrate on ways to increase supplies of tanked oxygen, which is dangerous to ship and so must be produced on site.In recent years, some public-private partnerships have sprung up to do that. In East Africa, for example, an aid organization, Assist International, set out several years ago to break local corporate monopolies producing medical oxygen that many public hospitals in Africa could not afford.With equipment supplied by the GE Foundation and money from Grand Challenges Canada and other donors, Assist now has a network of oxygen-making plants in Rwanda, Kenya and Ethiopia.The U.N.'s oxygen-concentrator procurement effort, begun in April, was a natural extension of the U.N.'s Oxygen Therapy Project, which began in 2017 with Gates Foundation support in an effort to save babies and children.By January, the project had found four manufacturers -- two in China and two in the United States -- whose machines could stand up to harsh conditions and which could add voltage stabilizers to prevent damage from power spikes, which are common in the electrical systems of poor countries and anywhere that relies on generators for power.The agencies were just beginning to place orders when the pandemic began."Our timing was immaculate," said Howard-Brand, who helped write the specifications for the new machines. Why Would Europe Want American Visitors Right Now? Posted: 24 Jun 2020 04:07 AM PDT (Bloomberg Opinion) -- So the European Union, which has largely controlled the spread of Covid-19 and understandably wants to keep it that way, is deciding whom to let into its borders come July 1. And the list of approved countries, to be released next week, will apparently not include the U.S. Many Americans will be outraged. President Donald Trump is sure to have a hissy fit.A glance down the list, which is still being drawn up and will be reviewed every 14 days based on new epidemiological data, will only make Americans madder. How dare those Europeans treat us like Brazilians and Russians, who'll also be restricted? How dare they treat us worse than Ugandan or Vietnamese visitors, who get the green light? Even China, the origin of what Trump — in typical race-baiting fashion — calls the "kung flu," made the cut.Actually, though, the only thing worthy of outrage in all this is that American attitude. It's Trump and his cronies who want to pretend that absolutely everything, even epidemiology, is not only political but also about him. The EU, for its part, is trying extra hard to base its decision purely on science. Using those criteria, ask yourself: Why wouldn't the EU try to keep non-essential American travelers out?The global heat map of SARS-CoV-2 has been shifting since the coronavirus spread from China at the beginning of the year. For a while, Italy, Spain and other parts of Europe were the epicenter. But most of the EU (to which Britain no longer belongs) has now controlled the virus's transmission. In fact, countries like Germany now have the relative luxury of exchanging the sledgehammer of general lockdowns for the scalpel of local and temporary restrictions, whenever there are isolated outbreaks, as in the city of Guetersloh. Reimporting the virus wholesale from regions where it's still rampant would be irresponsible.And the U.S. is one such region. As a country, it's currently the global epicenter, with more than 2.3 million cases and over 120,000 deaths from Covid-19. Within it, some regions have the virus under control, whereas others — Texas, Arizona and Florida, for example — don't. But such regional variance also applied to the EU when Trump slapped a widespread ban on European visitors in March, at a time when the virus was already spreading mainly within the U.S.That decision, like the additional scorn Trump will now predictably heap upon the Europeans, was indeed mostly political. Since before taking office, Trump has been treating some European countries and leaders, especially German Chancellor Angela Merkel, more like foes than allies. Witness his decision just the other week to withdraw about one in four American troops stationed in Germany, apparently to settle personal scores.On the European side, by contrast, there's a genuine effort to keep politics out of decisions about travel restrictions. Yes, reciprocity is admittedly one factor for the decision: The U.S. still keeps out European visitors. The main consideration by the Europeans, however, as reported by the New York Times, is the average number of infections per 100,000 people over the past two weeks. In the EU as a whole, that's currently 16. In the U.S., it's 107. Case closed.Most Europeans actually want U.S. visitors to return, just as they want to resume going stateside. They like Americans as tourists, business partners, allies and above all friends. And they want transatlantic relations to thaw out of the ice age in which they've been frozen since Trump entered the White House. But they also want to keep a pandemic at bay.Most Americans will understand that, and keep it in mind when Trump starts bashing Europe again. But others will fume. Those partial to Trump will do so because this European gesture holds a mirror to his own failings in responding to the coronavirus.Others will be furious because they think the U.S., especially in its relations with Europe, should be held to different rules than any other country. But that's exactly the kind of American exceptionalism, often expressed in international "exemptionalism," that I recently critiqued. As a regular transatlantic traveller myself, I hope all restrictions will be gone as soon as possible.
