King Salman's abrupt decision to skip the U.S.-hosted regional talks shows how Gulf rulers, displeased by what they see as U.S. indifference to Iranian meddling in the Arab world, may hesitate to bless any final nuclear deal that President Barack Obama reaches with Tehran. Some analysts and diplomats in the Middle East and Washington interpreted Salman's decision to stay away from the meeting at the Camp David presidential retreat as a diplomatic snub, despite denials from U.S. and Saudi officials.

Researchers found that blue whales, instead of diving sharply, responded to approaching ships by descending gradually at a rate of just over a foot and a half (0.5 meter) per second, and did not try swimming to one side, according to Stanford University. The study, published about two weeks ago, represents an effort to better understand the behavior of the endangered behemoths, which according to the World Wildlife Fund number between 10,000 and 25,000, in hopes of finding ways to avoid fatal collisions. Conservation groups have said at least 11 blue whales are struck annually along the U.S. West Coast.

Kerry, China leaders to meet in Beijing, May 16-17

U.S. Secretary of State John Kerry departs from Le Bourget Airport for Andrews Air Force BaseBy David Brunnstrom WASHINGTON (Reuters) - Secretary of State John Kerry will meet senior Chinese leaders in Beijing this weekend at a time of heightened concerns in Asia and Washington over China's pursuit of maritime claims and shared worries about North Korea. Kerry will be the most senior U.S. official to visit China since many U.S. allies rushed to embrace a new China-led Asian Infrastructure Investment Bank (AIIB), which some see as a challenge to U.S. leadership of the global financial system. Kerry will spend Saturday and Sunday in the Chinese capital and will discuss the annual U.S.-China Strategic and Economic Dialogue scheduled to be held in Washington in late June as well as Chinese President Xi Jinping's expected visit to the U.S. capital in September. On his way home, Kerry will stop in Seattle on May 19 to deliver a speech on trade policy, including a 12-nation Trans-Pacific Partnership deal, to which neither China nor South Korea is party, that Washington hopes to see concluded this year.


Israel bill on expanding cabinet passes first reading

Israeli Prime Minister Benjamin Netanyahu attends the weekly cabinet meeting in Jerusalem, on May 10, 2015Israel's parliament on Monday passed the first reading of a bill which would effectively enlarge the cabinet, in the first test of strength for Prime Minister Benjamin Netanyahu's new coalition. After the vote in the Knesset plenum, which was approved by 61 to 59, speaker Yuli Edelstein formally announced that Netanyahu had succeeded in forming a coalition government. "I am honoured to announce to the Knesset that according to Basic Law: The Government, the prime minister has managed to forming a government," he said in remarks published on Ynet news website. Members of Netanyahu's new government, which commands a razor-thin majority of just 61 of the Knesset's 120 seats, were all present to vote in favour, as were all members of the opposition who have vowed to try and block the bill.
