Gaza fighting flares, UN, Israel debate truce

The Israeli army said five of its soldiers died in two separate incidents, including four in a mortar strike. Inside Gaza itself, eight children and two adults were killed by a blast in a park as an unofficial truce sought by the United Nations for the Muslim Eid al-Fitr festival collapsed. Residents blamed the explosion on an airstrike, but Israel said a misfiring militant rocket caused the carnage.

Iraq lays claim to Kurdish crude cargo in Texas court

Iraq filed suit on Monday in a Texas court to gain control of a cargo of crude oil from Iraqi Kurdistan that Baghdad says was sold without its permission. The United Kalavrvta tanker, carrying some 1 million barrels of crude worth about $100 million, arrived off the coast of Texas on Saturday but has yet to unload its disputed cargo. The ship, which is too large to enter the port of Galveston near Houston, was given clearance by the U.S. Coast Guard on Sunday to transfer its cargo offshore to smaller boats that would deliver it to the U.S. mainland. Iraq, in its filing in U.S. District Court for the Southern District of Texas, asked for an order allowing the cargo to be seized by the U.S. Marshals Service.

Security Council committee on Monday blacklisted the operator of a North Korean ship, which was seized near the Panama Canal last year for smuggling Soviet-era arms, including two MiG-21 jet fighters, under thousands of tonnes of sugar. The North Korea (DPRK) sanctions committee designated Ocean Maritime Management, which operated the Chong Chon Gang, the ship that was detained a year ago. The U.N. designation means the company is now subject to an international asset freeze and travel ban. "Ocean Maritime Management Company, Ltd (OMM), played a key role in arranging the shipment of the concealed cargo of arms and related materiel," the committee said in an implementation assistance notice, obtained by Reuters.

Producers want four major manufacturers of so-called BT corn seeds to reimburse them for the cost of spraying up to three coats of pesticides this year, said Ricardo Tomczyk, president of Aprosoja farm lobby in Mato Grosso state. Large-scale farming in the bug-ridden tropics has always been a challenge, and now Brazil's government is concerned that planting the same crops repeatedly with the same seed technologies has left the agricultural superpower vulnerable to pest outbreaks and dependent on toxic chemicals. Experts in the United States have also warned about corn production prospects because of a growing bug resistance to genetically modified corn.

The U.N. agency, the International Civil Aviation Organization (ICAO), has invited the heads of the airline industry, airports and the world's air traffic control networks to the Montreal meeting to discuss what needs to be changed to ensure that airliners are flying in secure airspace after the downing of a Malaysian airliner over Ukraine on July 17 took 298 lives. The meeting is likely to hear calls for wider international powers to intervene when a country fails to monitor threats to its airspace.

California drought dries up plans for historic gold rush celebration

Staged for the past 15 years by tourism groups who turn the city's Old Sacramento district into a dirt-paved scene from the 1850s, the Labor Day weekend tradition was canceled on Monday due to concerns about water use and fire. Steve Hammond, president and chief executive officer of the Sacramento Convention & Visitors Bureau, said that up to 3,000 gallons of water typically are used daily to dampen the tons of dirt strewn over the streets to create a soft surface for horses, wagons and stunt performers.

The six-page memorandum of understanding calls for cooperation in developing carbon pricing systems and calls on the partners to explore ways to align those systems in the future. "California can't do it alone and with this new partnership with Mexico, we can make real progress on reducing dangerous greenhouse gases," said Governor Brown. California operates a carbon cap-and-trade system, which sets a hard limit on the carbon output from large businesses and requires them to either reduce emissions or purchase credits to meet the target.
