In crushing defeat, Brazil's Rousseff moves close to impeachment Posted: 18 Apr 2016 01:11 AM PDT By Maria Carolina Marcello and Alonso Soto BRASILIA (Reuters) - Brazil's leftist President Dilma Rousseff suffered a humiliating loss in a crucial impeachment vote in the lower house of Congress on Sunday and is almost certain to be forced from office months before the nation hosts the Olympics. Fireworks lit up the night sky in Brazil's megacities of Sao Paulo and Rio de Janeiro after the opposition comfortably surpassed the two-thirds majority needed to send Rousseff for trial in the Senate on charges of manipulating budget accounts. The final tally was 367 votes cast in favor of impeachment, versus 137 against, and seven abstentions. |

More than 1,000 homes were flooded in Harris County, which contains Houston, and there were more than 1,000 water rescues as scores of neighborhoods and roads were hit by rushing water. "This is the most I have ever seen in the state of Texas," Governor Greg Abbott said of the rescues at a news conference, where he declared a state of disaster in nine Texas counties. |

"I was yelling and yelling and then, at the end, I started to think I would die there," said Rayo, 33, as she nursed a crushed foot, which had been pinned by a falling piece of cement when a 7.8 magnitude earthquake shook Ecuador on Saturday.
