Kerry urges 'genuine democracy' at U.S. flag ceremony in Cuba Posted: 14 Aug 2015 03:55 PM PDT By Daniel Trotta and Lesley Wroughton HAVANA (Reuters) - U.S. Secretary of State John Kerry declared a new era in relations as he celebrated restored diplomatic ties in Havana on Friday, but he also urged political change in Cuba, telling Cubans they should be free to choose their own leaders. The first U.S. secretary of state to visit the Caribbean island in 70 years, Kerry presided over a ceremony to raise the U.S. flag over the newly reopened American embassy. "We remain convinced the people of Cuba would be best served by a genuine democracy, where people are free to choose their leaders," he said in a country where the Communist Party is the only legal political party, the media is tightly controlled, and political dissent is repressed. |
Euro ministers give blessing to Greek bailout, wooing IMF on debt Posted: 14 Aug 2015 03:55 PM PDT By Alastair Macdonald and Lefteris Papadimas BRUSSELS/ATHENS (Reuters) - Euro zone finance ministers agreed on Friday to lend Greece up to 86 billion euros ($96 billion) after Greek lawmakers accepted their stiff conditions despite a revolt by supporters of leftist Prime Minister Alexis Tsipras. Assuming approval by the German and other parliaments, 13 billion euros should be in Athens next Thursday to pay pressing bills and a further 10 billion will be set aside at the European Stability Mechanism, earmarked to bolster Greek banks' capital. In all, euro zone governments will lend 26 billion euros in a first tranche of the bailout before reviewing Greece's compliance with their conditions in October. |
China defends initial response to chemical fires after port blasts Posted: 14 Aug 2015 07:17 AM PDT By Adam Rose and Megha Rajagopalan TIANJIN, China (Reuters) - China on Friday defended fire fighters who initially hosed water on a blaze in a warehouse storing volatile chemicals, a response foreign experts said could have contributed to two huge blasts that killed 56 people. At least 21 fire fighters were among the victims of the explosions at the port in the northeastern city of Tianjin on Wednesday night, the official Xinhua news agency said, calling it possibly the highest death toll among fire crews since the founding of the People's Republic of China in 1949. Rescuers pulled one survivor from the wreckage, later identified as a fire fighter, a city official told reporters. |
Turkish nationalists reject minority government in blow to Erdogan Posted: 14 Aug 2015 12:46 PM PDT By Orhan Coskun and Ercan Gurses ANKARA (Reuters) - Turkey's nationalist opposition made clear on Friday it would not roll over and back a minority government, making President Tayyip Erdogan's aim of taking the country to a snap election with the ruling party in control look increasingly difficult. Talks on forming a grand coalition between the AK Party and the main opposition CHP broke down on Thursday, making an autumn election almost inevitable and leaving the ruling party having to turn to the nationalist MHP for support. The AKP failed to hold onto its majority in an election on June 7, leaving it unable to govern alone for the first time since coming to power in 2002 and plunging Turkey into uncertainty not seen since the fragile coalitions of the 1990s. |
Syrian planes strike hospitals in rebel northwest, killing 11: MSF Posted: 14 Aug 2015 12:01 PM PDT Syrian warplanes have killed 11 people in strikes against hospitals in rebel-held Idlib province in the past week, the international charity Medecins Sans Frontieres said on Friday. MSF's head of mission for Syria, Sylvain Groulx, said hospitals in Idlib city, capital of the province, had suffered bombardments since it fell to a coalition of Islamist insurgents in March. |
Japan PM expresses 'utmost grief' over WW2 but no fresh apology Posted: 14 Aug 2015 09:17 AM PDT By Linda Sieg and Kiyoshi Takenaka TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe expressed the "utmost grief" on Friday for the "immeasurable damage and suffering" Japan inflicted during World War Two, but said future generations should not have to keep apologizing for the mistakes of the past. Marking the 70th anniversary of the end of the war, Abe also said he upheld past official apologies, including a landmark 1995 statement by then-premier Tomiichi Murayama, but the conservative leader offered no new apology of his own. The legacy of the war still haunts relations with China and South Korea, which suffered under Japan's sometimes brutal occupation and colonial rule before Tokyo's defeat in 1945. |
Arab Bank settles US litigation on Middle East attacks Posted: 14 Aug 2015 04:58 PM PDT Arab Bank has reached a settlement with hundreds of US victims of attacks in Israel and the Palestinian territories who filed a lawsuit accusing the bank of supporting terrorism. One of the lawyers for the plaintiffs, Michael Elsner, confirmed an agreement had been reached to settle the litigation. The Jordan-based multinational lender, which is hugely respected in the Middle East, was found liable by a US jury last year for financing terrorism by transferring funds for members of Hamas. |
China plays down US human rights concerns Posted: 14 Aug 2015 04:58 PM PDT WASHINGTON (AP) — China is open to talking about human rights at a September leadership summit with the U.S. but the two world powers should not let the issue "dominate" the discussions, a senior Chinese official said Friday. |

Eurozone approves Greek bailout in return for far-reaching reforms Posted: 14 Aug 2015 04:54 PM PDT Eurozone finance ministers approved Friday a third bailout worth up to 86 billion euros to keep Greece in the single currency in return for an unprecedented package of reforms that Athens had previously rejected. Earlier Friday, Greek lawmakers passed the accord following a bitter all-night debate on the conditions demanded by Athens' creditors which could alter many aspects of daily life. "New loans of up to 86 billion euros ($96 billion) will be made available over the next three years to Greece," the European Commission said after six hours of talks in Brussels. |
Victorious Van Gaal wants more from Man Utd Posted: 14 Aug 2015 04:50 PM PDT Manchester United manager Louis van Gaal upbraided his attacking players for their sloppiness after they beat Aston Villa 1-0 at Villa Park to record back-to-back Premier League victories. Adnan Januzaj marked his return to the starting XI with a 29th-minute winner on Friday as United moved to the top of the table, but Van Gaal was dismayed by the ease with which his team conceded possession. Having mustered only one shot on target in their 1-0 win over Tottenham Hotspur last weekend, United found the target just twice against Villa, but it was wayward passes, rather than shots, that concerned Van Gaal. |

N. Korea threatens imminent strikes against South, warns US Posted: 14 Aug 2015 04:38 PM PDT North Korea's military on Saturday warned of imminent strikes on South Korean border units and issued fresh nuclear weapons threats against the United States in response to what it called "grave" provocations from both. The warnings came amid escalating military tensions on the Korean peninsula following a landmine attack South Korea blamed on the North and ahead of a major South Korea-US joint military exercise condemned by Pyongyang. After the mine blasts which maimed two South Korean soldiers on border patrol, Seoul recently resumed high-decibel propaganda broadcasts across the heavily-militarised frontier, using batteries of loudspeakers that had lain silent for more than a decade. |
IS rings rebel bastion near Aleppo: Syrian monitor Posted: 14 Aug 2015 04:35 PM PDT The Islamic State on Friday besieged a strategic bastion of rebels fighting both them and the Syrian government after less than a week of combat in which at least 121 people died, a monitoring group said. Since Sunday, the Islamists have taken control of a series of areas near the strategic northern town of Marea in Aleppo province, which lies about 35 kilometres (22 miles) from Aleppo city and is on a major road to the Turkish border. "On Friday evening, the IS (Islamic State) wrested the village of Tlaline, thereby totally encircling Marea," said Rami Abdel Rahman, head of the Syrian Observatory for Human Rights. |
Yosemite campground closing after squirrels found with plague Posted: 14 Aug 2015 04:32 PM PDT By Dan Whitcomb LOS ANGELES (Reuters) - A second Yosemite National Park campground will be shut down for five days after a pair of dead squirrels were found to be infected with the plague, park and California public health officials said on Friday. The closure of Tuolumne Meadows Campground comes a week after a child who camped elsewhere in Yosemite, one of America's top tourist destinations, was hospitalized with the disease. The case marked the first time a human was known to be infected with the centuries-old scourge, which is carried by rodents and the fleas that live on them, in California since 2006. |
Top Asian News at 11:30 p.m. GMT Posted: 14 Aug 2015 04:32 PM PDT TOKYO (AP) — Prime Minister Shinzo Abe acknowledged Friday that Japan inflicted "immeasurable damage and suffering" on innocent people in World War II, but stopped short of offering his own apology and said future generations of Japanese should not have to make them either. In a widely anticipated statement marking the 70th anniversary of his country's surrender, he said instead that Japan's repeated past "heartfelt apologies" would remain unshakeable in the future. |

Angling restrictions lifted as Oregon rivers cool Posted: 14 Aug 2015 04:30 PM PDT By Courtney Sherwood PORTLAND, Ore. (Reuters) - Fishing restrictions aimed at saving beleaguered cold-water fish amid a particularly hot, dry Pacific Northwest summer have been lifted on two Oregon rivers, though angling is still limited in many regional waters, wildlife officials said on Friday. "Over the last 10 days or so, water temperatures have trended back down toward normal, after a month of drought conditions and abnormally high temperatures," said Oregon Department of Fish and Wildlife biologist Todd Confer. Water temperatures have risen due to hot air and historically low mountain snow melt across the Pacific Northwest region this summer, causing the death of thousands of fish. |

Ecuador's massive Cotopaxi volcano stirs, two small explosions reported Posted: 14 Aug 2015 04:09 PM PDT By Alexandra Valencia QUITO (Reuters) - Ecuador's massive Cotopaxi volcano stirred in the early hours of Friday, with two small explosions reported and ash raining down on the southern part of nearby highland capital Quito. Authorities stressed that the explosions and a five-kilometer (3 mile) high plume of ash do not signify that the Andean country's highest active volcano, which has been showing signs of activity since April, is about to erupt. The Environment Ministry closed the Cotopaxi National Park as a precaution and the Institute issued a warning about one of the world's highest active volcanoes, popular with tourists. |

River fouled by mine waste in Colorado reopens for recreation Posted: 14 Aug 2015 04:08 PM PDT By Keith Coffman DENVER (Reuters) - Authorities in southwestern Colorado said on Friday it was safe for people to once again kayak and raft along a stretch of river that was fouled by toxic waste from an abandoned mine more than a week ago. A roughly 45-mile portion of the Animas River running through La Plata County, Colorado, to the New Mexico border was reopened to recreation by order of the county sheriff. Water samples tested by the state Department of Public Health and Environment showed levels of contamination had fallen "below what would be a concern for human health during typical recreational exposure," the sheriff said in a statement. |

In a briefing following around six hours of talks in Brussels, Dijsselbloem also said he was optimistic the International Monetary Fund would be willing to take part. Greek Prime Minister Alexis Tsipras faces a rebellion from his leftist lawmakers following the Greek parliament's approval of a new bailout program, forcing him to consider a confidence vote that could pave the way for early elections. |

Cuba says won't move 'one millimeter' to placate enemies in U.S. Posted: 14 Aug 2015 03:42 PM PDT Cuba's lead negotiator in talks with Washington told Reuters on Friday that the island's internal affairs would never be on the table and Havana would never move "one millimeter" to placate enemies in the United States. "Decisions on internal matters are not negotiable and will never be put on the negotiating agenda in conversations with the United States," Josefina Vidal, director of U.S. affairs for the Cuban Foreign Ministry, said in an exclusive interview. "Cuba will never do absolutely anything, not move one millimeter, to try to respond," she said after U.S. Secretary of State John Kerry said in Havana that the U.S. Congress was unlikely to ever lift a punishing economic embargo on Cuba unless the Communist government improved its human rights record. |
