Ukraine fears spread of war after blast in eastern city

Kiev said it arrested four people who had been armed and trained in Russia after the blast, which killed a policeman and a demonstrator at the rally in Kharkiv, the biggest city in the east, 200 km (125 miles) from the war zone. A week after a ceasefire agreement that Moscow-backed rebels ignored to capture a strategic town, Kiev and its Western allies are trying to determine whether the separatists will now halt, or advance deeper into territory the Kremlin calls "New Russia".

The meeting included for the first time U.S. Secretary of Energy Ernest Moniz and Iran's nuclear chief Ali Akbar Salehi, who spent most of the day separately negotiating technical details of curbing Iran's nuclear program. Some Western countries, the United States in particular, see sanctions as an asset, a lever to exert pressure on Iran. As long as this thinking persists it will be very hard, difficult to reach a settlement." Zarif said the inclusion of Moniz and Salehi reflected a need "for higher level people with all-embracing command over all issues." The presence of a close aide and the brother of Iranian President Hassan Rouhani, Hossein Fereydoon, meant better "coordination with the president," he added.


Bangladesh ferry capsizes after collision, at least 66 dead

By Serajul Quadir DHAKA (Reuters) - At least 66 people died when a passenger ferry carrying more than 150 passengers and crew capsized after colliding with a trawler on a river in central Bangladesh on Sunday, police said. Rescuers managed to save at least 50 passengers and were still searching for more survivors, regional police official Harun-ur Rashid told Reuters on Monday. Low-lying Bangladesh, with extensive inland waterways and slack safety standards, suffers regular ferry disasters, with deaths sometimes running into the hundreds. Rescuers from the Bangladesh Inland Water Transport Authority and Red Cross were still searching the river.

The Syrian government described the operation as an act of "flagrant aggression" and said it would hold Ankara responsible for its repercussions. The action, which involved tanks, drones and reconnaissance planes as well as several hundred ground troops, was the first incursion by Turkish troops into Syria since the start of the civil war there nearly four years ago. The 38 soldiers who had been guarding the tomb of Suleyman Shah, grandfather of the founder of the Ottoman Empire, were brought safely home.
