Ukraine peace deal falters as rebels show no sign of surrender

U.S. and European officials say they will hold Moscow responsible and impose new economic sanctions if the separatists do not clear out of government buildings they have occupied across swathes of eastern Ukraine over the past two weeks. Washington, which signed last week's accord in Geneva along with Moscow, Kiev and the European Union, said it would decide "in days" on additional sanctions if Russia does not take steps to implement the agreement.

Since Afghanistan's general election on April 5, White House, State Department and Pentagon officials have resumed discussions on how many American troops should remain after the current U.S.-led coalition ends its mission this year. The decision to consider a small force, possibly less than 5,000 U.S. troops, reflects a belief among White House officials that Afghan security forces have evolved into a robust enough force to contain a still-potent Taliban-led insurgency. That belief, the officials say, is based partly on Afghanistan's surprisingly smooth election, which has won international praise for its high turnout, estimated at 60 percent of 12 million eligible votes, and the failure of Taliban militants to stage high-profile attacks that day.

"We have indications of the use of a toxic industrial chemical" in the town of Kfar Zeita, State Department spokeswoman Jen Psaki said, referring to a rebel-held area. "Obviously there needs to be an investigation of what's happened here." Syrian opposition activists reported that helicopters dropped chlorine gas on Kfar Zeita on April 11 and 12.


South Korea's Park says conduct of ferry crew tantamount to murder

Captain Lee Joon-seok, 69, and two other crew members were arrested last week on negligence charges, with prosecutors announcing four further arrests - two first mates, one second mate and a chief engineer - on Monday. Lee, the captain, said in a promotional video four years ago that the journey from the port city of Incheon to the holiday island of Jeju was safe - as long as passengers followed the instructions of the crew. He also told a newspaper that he had been involved in a sea accident off Japan years before.

The steps include publicly calling on pro-Russian separatists in eastern Ukraine to vacate occupied buildings and checkpoints, accept an amnesty and address their grievances politically, State Department spokeswoman Jen Psaki said. "Obviously, we would have to make a decision in the matter of - in a matter of days - if there are going to be consequences for inaction." Ackman's fund, Pershing Square Capital Management, and Quebec-based Valeant, acquired 28.9 million shares of Allergan, or 9.7 percent of the company. "Valeant currently intends to propose a merger in which (Allergan) will receive a combination of cash and Valeant common shares," Valeant said in the filing to the US Securities and Exchange Commission. Valeant has not finalized an offer, but estimated the cash component of the bid would be around $15 billion, the filing said.
