Tony Blinken Will Get a Top Job in Biden Admin, Sources Say Posted: 06 Nov 2020 04:06 PM PST Before all votes were counted in the states that will determine the next president, conversations within Democratic nominee Joe Biden's foreign policy orbit had intensified around one person: Tony Blinken.According to multiple sources who spoke to The Daily Beast, Blinken, who served as deputy secretary of state during former President Barack Obama's second term, is being considered for two influential positions in a potential Biden administration: secretary of state and national security adviser. The talks have occurred more frequently in recent days and weeks as the campaign has neared a tentative close, sources familiar said.The discussions come as Biden campaign officials have insisted that their focus is simply to win the still-ongoing election against President Donald Trump."He's up for two jobs," said a source with knowledge of the conversations, referring to secretary of state and national security adviser. "He's going to be one or the other."Blinken has been a central fixture in Bidenworld for decades. He was Biden's chief foreign policy adviser on the Senate Foreign Relations Committee, where his geopolitical convictions—and profile as a negotiator—were honed. He then followed Biden to the White House in Obama's first term, serving as the vice president's national security adviser. As deputy secretary of state, Blinken was a key figure in selling Congress on the 2015 Iran nuclear deal.While secretary of state remains perhaps the most sought-after prize for which Blinken is a top contender, two sources familiar told The Daily Beast that he is also being reviewed for national security adviser and that Biden's decision would depend on whether he wants to keep one of his closest political hands nearby in the White House."Because he's so close to Biden and has been for years, that kind of relationship usually leads first to national security adviser, then maybe you move over to State," the source familiar said. "The logic seems pretty strong."Blinken was the Biden campaign's premiere foreign policy surrogate and spokesperson during the general election, presenting a Biden agenda as a return to traditionalist multilateralism, particularly on a restoration of the Iran nuclear deal and the Paris climate-change accords. Biden himself has embraced that posture on the trail."Not a single one of the big challenges we face, whether it's climate change or mass migration or technological disruption or pandemic disease, can be met by any one country acting alone, even one as powerful as our own," Blinken told the "Intelligence Matters" podcast last month, echoing a line from Biden's July 2019 foreign policy speech.Blinken did not immediately respond to a request for comment. A Biden-Harris transition spokesperson said: "The Biden-Harris Transition team is not making any personnel decisions pre-election."Blinken's expected nomination for either job will come as little surprise to Biden observers. He was long thought to be one of the likeliest picks for secretary of state. Others up for running Foggy Bottom include Obama's United Nations ambassador and national security adviser Susan Rice, and the relative longshot Sen. Chris Coons, Biden's fellow Delawarean. Close friend Sen. Chris Murphy (D-CT) is also a dark-horse candidate, one source said.Rice, for her part, still stands a chance to be secretary of state, provided the Biden team could convince partisan Senate Republicans to not block her nomination, the source familiar with the discussion said. Conversations about senior positions are expected to escalate among Biden aides and advisers this weekend.Sen. Ron Johnson (R-WI) interviewed Blinken in September as part of his investigation into Biden, his son Hunter, and Burisma, the Ukranian energy company. Johnson sought testimony from Blinken and other former top Biden advisers in an attempt to glean more information about whether the Obama administration changed policy toward Ukraine because of Hunter's Burisma board membership. Johnson's report was inconclusive and only mentioned Blinken twice in passing.While Blinken is deeply associated with Biden, whose foreign policy has often been far too hawkish for the progressives with whom he has promised to work closely, he has made a point of reaching out to a rising branch of dovish policy professionals during the election. Some have taken it as an indication that Biden's expedited agenda for government work abroad may incorporate some left-leaning priorities.The Biden campaign has been quiet about their transition process since its formation publicly became known. But they have dropped clues, some rather overt, in recent days signaling that they were taking the usual steps associated with a changing of administrations.Earlier this week, officials launched a website landing page meant to vaguely tease the upcoming appointments. As of Friday afternoon, it featured just one paragraph: "The American people will determine who will serve as the next President of the United States," the text read. "Votes are still being counted in several states around the country. A Polluter's Easy Path to the Zero Emissions Club Posted: 06 Nov 2020 04:00 PM PST (Bloomberg Opinion) -- Suddenly, it seems all the world is heading to zero. Just a month after Chinese President Xi Jinping promised to reduce carbon emissions to net zero by 2060, the leaders of Japan and South Korea pledged to hit the same target 10 years sooner. The European Union and U.K. have already put their 2050 pledges into law. In total, countries accounting for about 56% of the world's emissions have now announced or are investigating targets to eliminate their emissions by mid-century. Who's next?Looking down the list of the world's major emitters, you might think we've hit a roadblock. Most of those remaining are major exporters of fossil fuels, which you'd expect to be late to the zero-emissions party. Of the main exceptions, India has for decades vocally resisted efforts to cap its ability to pollute until it's wealthier, and the status of the U.S. is likely to be uncertain until the dust settles on the presidential election.One major economy is in a different place, though: Brazil. Although the country has never promised to zero out its emissions — and is unlikely to do so under its populist president, Jair Bolsonaro — it would find that path far easier than most. Brazil's first advantage is that its electricity system was largely decarbonized long ago. Thanks to its vast river systems, the country is the most hydro-powered major economy on the planet, with about 64% of electricity generation coming from its dams.(1) Wind, solar and nuclear account for another 21% of the total, leaving fossil fuels with a scant 15%. Even that small slice should be easier to eliminate than in many other countries. Brazil's ample hydro endowment means it's unusually well-placed to manage peaks and troughs in electricity demand in a 100% renewable system, and the costs of building new wind farms from scratch are already lower than those of fueling and maintaining existing gas and coal power stations. Dams, like fossil-fired generators (but unlike wind, solar and nuclear), can be switched on and off depending on when they're needed. Where excess solar generation is available in the middle of the day, they can even pump water uphill to be released again during the evening peak.Industry will also be simpler to zero out. One of the challenges emerging economies face is that development in this sector is uniquely carbon-intensive. On-site emissions from China's industrial companies alone — not including those associated with electricity consumed by factories and building sites — accounts for about 8% of global fossil pollution. For Brazil, that process has long since played out: Its most intensive industrialization and construction happened in the middle of the 20th century, and as a share of gross domestic product it's among the lowest in the world, in line with the U.S. and western Europe. Transport, the third big slice of emissions in most countries, is also less of a lift. Unlike emerging economies in Asia which will see millions of people move to cities over the coming decades, Brazil is already one of the most urbanized places on the planet, with a higher share of the population in cities than the U.K., U.S. or South Korea. Public transport is more developed than in most other countries in the Americas, and since the oil crises of the 1970s, the country has been trying to use biofuel from sugarcane to reduce its dependence on petroleum. Such bioethanol currently provides about a third of all road fuel.That's not a carbon-free option, to be sure — and it's also failing to provide promised self-sufficiency. In recent years, Brazil has often been a net importer of ethanol, largely from the U.S. Using the country's huge renewable potential to electrify its passenger vehicle fleet would free up biofuel for export to other countries — and other uses, such as trucking, jet fuel and shipping — that will find substitution away from petroleum harder.It's in the area of agricultural and quasi-agricultural exports that Brazil has most to gain. The largest slices of its emissions come from just two activities: deforestation and cattle farming.Each of those, though, has significant improvement potential. Brazilian beef is some of the most carbon-intensive on the planet. Each kilogram of Brazilian cattle raised on newly deforested land adds as much as 726 kilograms (1,600 pounds) of carbon-equivalent emissions to the atmosphere, according to one 2011 study. In more established parts of the country, it requires only around 22 kilograms of CO2, and farms in other countries require half of that, with some figures running as low as 3 kilograms.That's largely a result of Brazilian ranching's low productivity. Often lacking the intensive feeding systems that get cattle in other parts of the world to prime weight in one or two years, your average Brazilian cow has burped up a lot more methane by the time it reaches the slaughterhouse. Grass-fed beef also requires a lot more land than grain-fed intensive cattle, especially when the latter are used for dairy production, too.Encouraging the ongoing trend toward intensification of cattle farming would also have a dramatic impact on deforestation. Brazil's emissions shrank by a remarkable 39% in just five years between 2005 and 2010, almost entirely as a result of an 80% reduction in deforestation under the administration of President Luiz Inacio Lula da Silva. That had already started to reverse under new forest laws introduced well before Bolsonaro's election in 2018, but it's an example of what's possible with the right incentives for land preservation. Just allowing formerly logged Brazilian forests to continue naturally regenerating could fix around 22 billion metric tons of CO2, according to one 2016 study — roughly enough to absorb the country's own emissions for half a century. A better idea, though, would be to turn Brazil's ample forest land endowment into a new export industry. A growing group of countries making pledges to hit "net zero" aren't yet clear about where the gross emissions in excess of the net figure are going to be offset. Brazilian trees could offer just the solution. At a $50 per metric ton carbon price, restoring just 1% of the country's 126 million hectares of cultivated pasture each year could fix 150 million metric tons of CO2 and represent a more valuable export industry than beef.Such a change isn't going to happen under the slash-and-burn policies of Bolsonaro. Brazil's opposition is currently bitterly divided ahead of 2022 presidential elections, and poor forest management is often a bipartisan issue — da Silva's left-wing successor Dilma Rousseff bears as much responsibility for the return to deforestation as Bolsonaro. Still, as my colleague Clara Ferreira Marques has written, self-interested reasons are still the best way to get Brazil to join the group of net-zero countries. Its failure to protect its forests has put the free trade agreement between the European Union and South America's Mercosur bloc on ice. Bolsonaro ultimately hasn't followed through on a campaign threat to pull Brazil out of the Paris Agreement, and the powerful agribusiness bloc in congress can be surprisingly pragmatic on such issues. Momentum on climate could be the catalyst to move forward on trade, while an early seat at the table would give Brasilia the chance to help craft global climate agreements to maximize its own economic benefit from decarbonization.Brazil could be a major winner from the world going to zero on carbon. It's high time it seized that opportunity.(1) Hydropower dams can emit significant amounts of greenhouse gases as plant matter decomposes, but these are concentrated in the early years after construction and the bulk of Brazil's hydro plants were built in the 1970s and 1980s. U.S. states such as Minnesota, North Carolina and Nevada extended the deadlines for when ballots could be received. |
Posted: 06 Nov 2020 03:41 PM PST One of the armed men arrested while traveling to Philadelphia's vote-counting center is a QAnon obsessive who posted violent, anti-Semitic comics online. The other is a President Trump super-fan who urged social media users to poll watch and suggested the 2020 election was being stolen from the president.QAnon conspiracy theorist Antonio Lamotta, 61, was arrested Thursday with 42-year-old Joshua Macias, the co-founder of "Vets for Trump," on federal firearms charges after authorities reportedly received a tip that a group was headed from Virginia to the Pennsylvania Convention Center, the site of the city's ballot count, to "straighten things out." The pair drove from Virginia with pistols, an AR-15 rifle, and roughly 160 rounds of ammunition, according to Philadelphia police. They lacked valid Pennsylvania firearms permits to carry, and were charged with carrying a concealed firearm without a license, a third-degree felony, and carrying a firearm on public streets or public property, the District Attorney's office said Friday. Both men, who are from Chesapeake, Virginia, were accompanied by a woman who was not charged with any crime."We will be requesting that both be held without eligibility for bail when they are arraigned later this evening, as this alarming incident is still very much under investigation regarding additional charges," the district attorney's office added.The arrests come as QAnon promoters stoke outlandish theories that the ballot count in Pennsylvania is a scheme to steal the election from Trump.Alleged QAnon Goons With AR-15 Arrested Near Vote CenterLamotta's Hummer was discovered near the convention center with QAnon bumper stickers on it and a QAnon hat inside. Philadelphia District Attorney Larry Krasner said at a Friday press conference that the pair may have had an affiliation with QAnon. Photos of a silver Hummer parked near the Convention Center also show a parking violation envelope tucked under the windshield."At this time we do not have indications that the story is bigger than these two individuals," Krasner said, adding there was no indication the men were part of any extremist group. He declined to comment on possible motivations for their trip to Philadelphia but noted the FBI is also assisting in the investigation.But Lamotta's interest in QAnon, which the FBI considers a potential source of domestic terrorism, goes beyond his truck. Social media posts on Facebook and Twitter reveal Lamotta to be a dedicated QAnon promoter who has embraced the conspiracy theory's darkest, most anti-Semitic corners.QAnon believers follow cryptic "clues" posted on anonymous message boards by a mysterious figure named "Q," who QAnon supporters claim is a figure in the Trump administration. QAnon adherents string these clues together to create a bizarre worldview in which the world is controlled by a nefarious cabal of pedophile-cannibals in the Democratic Party, Hollywood, and banking. Trump is a near-messianic figure for QAnon believers, who await the day that Trump and the military will arrest and execute his political opponents in a much-awaited purge they call "The Storm."Lamotta echoed a core tenet of QAnon in a Facebook post, which was preserved by extremism research J.J. MacNab before Lamotta's account was deleted."QAnon is a positive military operation that is working to take down the deep state," Lamotta wrote.> pic.twitter.com/DxBDldEn4S> > — JJ MacNab (@jjmacnab) November 6, 2020On one of his websites, Lamotta touted his access to weapons and claimed to be an "international security contractor." The website, headlined with a picture of a sword, also features pictures of a gun and bullets.A blog post on a business page for Lamotta's private security firm also suggested that COVID-19 is "an entirely man-made fake 'natural pandemic' psyop crisis with a patented, laboratory 'gain of function' bioweapon as its disease." The Aug. 25 blog post then falsely states that the coronavirus is a plot equivalent to "crimes against humanity causing premeditated deaths, suffering, and economic hardship, in combination with the suppression of preventive medications and natural treatments.""Killing these people is a legitimate act of self-defense and not a crime," the entry reads.The blog post then erroneously suggests the pandemic—which has killed over 236,000 Americans—is nothing more than a "eugenics program at work" before commending Trump for taking a shot at Big Pharma.An Aug. 21 post took direct aim against Democrats and the upcoming election, stating: "Folks, I saw the DNC whatever that is...if I was a democrat, I'd shoot myself in the head right now, (right after seeing Trump's rally.) I would save myself a ton of ammo. They ain't worth 65-cents each to shoot at."The 62-year-old also claims to be a U.S Army vet, and the site associated with this private security firm posted a link to the Facebook group "Vets for Trump" on Sept. 4. > Our president as CommanderInChief has done more for Vets in his 3 years then decades of politicians. VeteransForTrump https://t.co/CRBVAedQ86> > — Joshua E Macias ⭐⭐⭐ (@JoshuaMacias) September 4, 2020Social media for Macias, a Navy vet, revealed the 42-year-old is an enthusiastic Trump supporter who co-founded the veteran's group supporting Trump. A Twitter account appearing to belong to Macias frequently posts in support of the president and has shared several posts that allege the 2020 presidential election—which has yet to be called—was stolen from Trump."We are the Veterans who support our 45th President of the United States of America. We have stood the watch, we have survived the firefight. We are the backbone of the MAGA Movement in your backyard. For every Rally, every community meeting we are there for courage and strength as well as security!" Macias, who appears in a picture with Trump on his personal website, wrote on his LinkedIn page.In 2015, Macias was even a featured speaker at a Trump rally in Manassas, Virginia. A year later, just days after Trump was elected president, Macias also spoke to reporters at Trump Tower. After being introduced by Kellyanne Conway, Macias talked to reporters on Nov. 17, 2016 about how "veterans have been behind Donald Trump since Day 1." "There are millions of veterans across the country that support Donald Trump," he said, adding that they also "support Steve Bannon and the campaign efforts and General Flynn." When asked why he was at Trump Tower, Macias said there to "augment and support on a volunteer basis."Vladimir Lemets, executive director of Vets for Trump, confirmed to the Philadelphia Inquirer on Friday that Macias went to Philadelphia to monitor ballot counting."They just went up there to see if they could be of any assistance and scope out what's happening," Lemets said, insisting that Macias had no violent intentions and probably thought his Virginia gun permit was valid out of state. (According to state law, Pennsylvania permits are honored in Virginia, but not the other way around.)Republican Candidate Who Openly Backed QAnon Wins a Seat in the HouseAnd Macias alleged accomplice, Lamotta, isn't the first QAnon believer to be accused of plotting violence. QAnon conspiracy theorists have been charged with a number of crimes, including two murders, child kidnapping plots, and a terrorist incident near the Hoover Dam involving guns and an armored truck.Lamotta also made a comic, dubbed "The Trumpinator," that portrayed Virginia State Sen. Amanda Chase (R) and a "Rambo"-like Trump taking on the cabal portrayed in QAnon conspiracy theories. At one point in the comic, Virginia Gov. Ralph Northam (D) promises to provide a nefarious figure with "adrenochrome," a rejuvenating blood-like substance QAnon believers claim world elites drink after sexually torturing children.Despite his fringe beliefs, Lamotta has ties to at least one Republican official. He's been photographed repeatedly alongside Chase, an outspoken opponent of gun control who has carried a pistol onto the statehouse floor.Chase posed for a picture in front of Lamotta's Hummer and a QAnon flag while holding an AR-15-style rifle, and took a picture with him with the Hummer in the background.A spokesman for Chase said that Lamotta was not an official member of Chase's campaign or security detail. Lamotta applied to join Chase's campaign, according to the spokesman, but was rejected."He did not meet the qualifications or standards within the campaign," the spokesman said.The comic even references a QAnon faction, fringe even within the broader QAnon movement, that John F. Kennedy Jr. faked his death in a 1999 plane crash and disguised himself as Trump supporter Vincent Fusca. In his comic, Kennedy is portrayed putting on a costume to disguise himself as Fusca and help Trump.Lamotta's comic also makes references to the anti-Semitic Khazar conspiracy theory, which posits that the Jewish people are not "genuine" Jews. At one point in the comic, Vladimir Putin is shown coordinating with Trump to arrest "the zionist-fake-jews." A suspect in a 2019 attack on a kosher grocery store in Jersey City was also a Khazar conspiracy theorist.Lamotta also posted on Twitter about Pizzagate, the conspiracy theory that inspired both a shooting and an arson attack at a Washington pizzeria and eventually was subsumed into QAnon.Read more at The Daily Beast.Got a tip? As of Friday morning, the Decision Desk HQ projected that Joe Biden had won enough electoral college votes to be named the president-elect. As for the rest, we are still waiting for The Final Countdown. Biden's win will be historic for a lot of reasons: He will be the oldest elected president in U.S. history at 78-years-old on inauguration day; his running mate Kamala Harris will be the first woman, as well as the first Black and South Asian American, vice president; and Biden will be the 10th person to unseat a sitting president after just one term. That's right, President Donald Trump will be joining just 9 other presidents who lost their reelection campaigns — and he's not happy about it. It would seem there's also something monumental about Trump's losing campaign, like the fact that he is the only president ever to lose the popular vote twice, or that he is the first president ever to lose a reelection after being impeached. But luckily for Trump, he can now use one of his favorite insults to describe himself: Loser. Sad! So who else is Trump joining as a one-term president after a reelection loss? Well, John Adams was the first one-term president, as well as the second ever president of the United States. He lost reelection to Thomas Jefferson in 1801. Later, John Quincy Adams would lose his reelection as the 6th U.S. president in 1829 to Andrew Jackson. Quincy Adams lost due to accusations of "corruption and public plunder" from his opponents. Trump will also be joining Martin Van Buren, Benjamin Harrison, William Howard Taft, and Herbert Hoover, who lost as a result of the stock market crash in 1933. In more recent history, Trump will join the ghosts of presidents past, which include Gerald Ford, who lost his reelection in 1977 to President Jimmy Carter after he pardoned President Richard Nixon's Watergate scandal. Ford also faced blame for failing to revive the economy. Unfortunately, Carter would later lose his own reelection bid to Republican Ronald Reagan in 1981. The Iran hostage crisis — when 52 Americans were held for 444 days — did not bode well for his presidency. Iran released all 52 hostages the day Carter left office. And that leaves us with George H.W. Bush — the most recent one-term president (until now) — who lost his reelection campaign in 1993 to Bill Clinton. Bush lost support for his domestic policies, "from a faltering economy, rising violence in inner cities, and continued high deficit spending," his White House biography states. But Trump isn't going down without a very misguided fight. The president is still claiming there are missing ballots and illegal votes being counted. In a Twitter tantrum on Friday, Trump pointed again to the so-called "Radical Left Dems" as the real threat to democracy, and is even blaming the social media giant, Twitter for censoring his lies. Unfortunately for Trump, the United States democracy doesn't function like a game show, and just as he touts that all lives matter, so do all votes. Like what you see? We Now Return to Our Regularly Scheduled Pandemic Posted: 06 Nov 2020 07:34 AM PST (Bloomberg Opinion) -- When White House coronavirus coordinator Deborah Birx went to Bismarck, North Dakota, late last month, she wasn't thrilled with what she saw. "Over the last 24 hours, as we were here and we were in your grocery stores and in your restaurants and frankly even in your hotels, this is the least use of masks that we have seen in retail establishments of any place we have been," she told reporters. "And we find that deeply unfortunate because you don't know who's infected and you don't know if you're infected yourself."Birx is right! Not wearing a mask in the midst of one of the country's worst Covid-19 outbreaks is dumb. Sitting in a Bismarck restaurant for 90 minutes without a mask on may bring a 5% risk of catching the disease, going by the estimates of the microCOVID project. But do you know what most Bismarckians were doing when Birx visited? Staying home, from the looks of it. For the past couple of weeks, people in the Bismarck metropolitan area have been restricting their movements relative to normal even more than New Yorkers have.This measure is calculated by economists at the Federal Reserve Bank of Dallas from mobile-device geolocation data. It combines several different variables such as the fraction of devices leaving home in a day and the average time spent at locations far from home. In the now-months-long debate over whether lockdowns or the pandemic hurt the economy more, this seems to offer a bit of evidence for the latter, as New York still has many more government restrictions on commerce and behavior than North Dakota does, according to the coronavirus stringency index compiled by the Blavatnik School of Government at the University of Oxford.I'm more interested, though, in what the slowdown in activity implies for what happens next with the outbreak in North Dakota and neighboring states, and the overall resurgence of the disease that has now for the first time put the U.S. at more than 100,000 new confirmed cases a day.For North Dakota, the Centers for Disease Control and Prevention's aggregate of 25 independent epidemiological forecasts projects confirmed cases in the state will stop rising this month. This forecast could turn out to be way off, of course. And confirmed cases are an inadequate metric of the disease's spread when the percentage of tests coming back positive is in the double digits and rising, as it has been in North Dakota (the latest seven-day average is 14%).But the change in behavior reflected in the above chart should have some impact. Similar modest declines in mobility preceded epidemic peaks in several Sun Belt metropolitan areas hit hard by Covid this summer.The link between people going out less and the disease spreading less seems obvious enough, but it can be helpful to run through a simple infection model to clarify it. The key variable is the reproduction number, usually represented by the letter R, which is how many other people each person with the disease can be expected to infect. R0, or R-naught, reflects how the disease spreads when (a) nobody has immunity, (b) nobody changes their behavior and (c) everybody mixes with everybody else more or less randomly. For Covid-19, R0 is usually estimated at a bit above 3. That's a lot lower than the measles (15 or so) but a lot higher than seasonal influenza (around 1.3).The effective R — how fast the disease is really spreading at any given time — reflects people developing immunity to the disease, changing their behavior and mixing with one another unevenly (that is, some people hang out together in Bismarck bars while others stay home). It can be thought of as the product of four things that London School of Hygiene and Tropical Medicine epidemiologist Adam Kucharski dubs DOTS, for:the duration of time someone is infectious the opportunities for transmission during this period (such as social interactions) the transmission probability during each opportunity (such as whether someone coughs or sneezes) the probability that the person on the other end of the interaction is susceptible to that infection. When people go out less, the opportunities for transmission of Covid-19 decline. When lots of them wear masks, the transmission probability likely declines. And when people get the disease and recover from it, susceptibility declines. Estimates of the effective state reproduction numbers on the rt.live website created by Instagram co-founder Kevin Systrom and statistical modeler Thomas Vladeck ranged from 0.84 in Mississippi to 1.45 in Maine when last I checked. North Dakota's is 1.17, which doesn't sound like much. But as German Chancellor Angela Merkel elegantly explained back in April, it only takes a few months at an effective R of 1.1 or 1.2 for a Covid outbreak to grow from tiny to hospital-filling.Still, that's a lot slower-moving than a Covid outbreak with an effective R of more than 3, which is what overwhelmed New York City in a matter of weeks early this year. It also means it shouldn't take all that big a change in behavior, coupled with rising immunity, to get the effective R back down below 1.That's the optimistic view currently reflected in most of the epidemiological models tracked by the CDC. The agency's aggregate forecasts show cases plateauing in coming weeks in currently hard-hit states such as Montana, North Dakota, South Dakota and Wisconsin. On a national level they predict cases will continue to increase but at a slower pace than over the past couple of months. Cases are rising now in almost every state, but most states have already been through at least one Covid wave, which makes a difference.As Bob Wachter, medicine department chair at the University of California at San Francisco, put it on Twitter this week: "One gets the sense that prior surges are protective — likely a combo of people w/antibodies & fear of God." Add to that the seeming decline in the deadliness of the disease, and the possible looming arrival of vaccines and, well, maybe there really is a light at the end of this tunnel.A less-optimistic view is that we have yet to experience Covid through a Northern hemisphere winter, and can't judge yet what impact much-colder weather and shorter days will have on both the spread of the disease and its severity. There is at least the possible upside that the customary winter scourge of influenza will be much less widespread than usual because the precautionary measures people are taking against the much-more-contagious Covid-19 drive the effective R of the flu well below 1. Who knows, though.Back at the beginning of July, I took a probably unwarranted stab at epidemiological forecasting, arguing that because of the forces described above, the Covid epidemics in Arizona and elsewhere were about to peak. That turned out to be right, but I don't get the sense anybody worth taking seriously is truly confident in forecasting just what will happen with Covid in the U.S. over the next three or four months.We haven't turned the corner, and it's not magically going away. Beyond that, in the likely absence of any major pandemic-fighting push from Washington before late January, it's going to be up to state and local policies and a lot of individual decisions like the ones people are currently making in Bismarck to determine the shape of the curve. "This is what you call an unpredictable election."Volkov is a top aide to Alexei Navalny, the Russian opposition leader, and his all-night livestream about the American presidential election departed from the Navalny team's typical online fare about corrupt oligarchs and local officials trampling democratic principles.Sign up for The Morning newsletter from the New York TimesIn Russia, the drawn-out aftermath of America's Election Day has become the focus of a domestic political struggle in its own right, feeding a debate over whether Russia's tightly scripted political landscape has unique advantages over U.S. democracy.To defenders of President Vladimir Putin, President Donald Trump's false claims of widespread election fraud in his contest against former Vice President Joe Biden have emerged as perhaps the best proof yet that democracy is a recipe for disaster.Putin's opponents are countering with their own narrative: The sheer unpredictability and tinge of chaos surrounding the world's most consequential election underscore the greatness of a free system."Compare this to the most shameful 'elections' that Putin and his clique put on for us," another opposition politician, Gennadi Gudkov, wrote on Twitter Thursday, "with a result drawn up in advance by the crooks from the Central Election Commission on orders from the Kremlin!"The stakes in how Russians interpret the American electoral process this year are high, and Putin's allies know it. There was talk of "vbrosy," or ballot stuffing, and the use of "administrative resources," the common practice by rulers across the post-Soviet space to use the tools of government to win elections and hobble opponents."Even if Biden is declared the winner, Trump will have every reason and ability, including his notorious administrative resources, to dunk the Democrats in the mud in the most unbelievable way," one pro-Kremlin pundit, Alexei Mukhin, opined on the Rossiya-24 state-controlled news channel Thursday.The pattern of the vote count in Wisconsin, Michigan and Pennsylvania -- with Trump taking the early lead, followed by Biden's rapid gains from absentee ballots -- led Putin's allies to echo the accusations of vote stuffing that the opposition often makes in Russia and in Belarus.Trump's questioning of the integrity of the vote count, a ruling-party lawmaker named Oleg Morozov thundered on a state TV talk show Thursday, evoked the recent upheaval in another post-Soviet country: Kyrgyzstan."We're seeing the Kyrgyzization of the American electoral system," Morozov said. "The main pillar on which America has always relied has been put in question."The Kremlin said it would wait for "some kind of clarity" in the election results before commenting, but the Foreign Ministry leapt at the opportunity to criticize the United States with the same kind of language that some Russians believe Washington has long, and wrongly, lectured them with."With the opponents for the post of president running approximately equal to each other, the obvious faults of the American electoral system become clear," the Foreign Ministry's spokeswoman, Maria Zakharova, said. "This is partially explained by the archaic legal code and its ambiguity on key matters, as we have said more than once."But the images on Russian television of poll workers across America diligently counting ballots may have told their own story about how a democracy functions.Critics of the Kremlin have next to no ability to use the television airwaves, so some tried to deploy social media to push back on the narrative of election fraud in America. Exiled Belarus Politician: Don’t Forget Our Stolen Election Posted: 06 Nov 2020 01:45 AM PST MOSCOW—For nearly three months after a contested election, the authoritarian leader of Belarus, Alexander Lukashenko, has clung to power with police violence and beatings. And last week, he issued some of the starkest threats yet of more repression to come, raising worries of a crackdown while the world's distracted attention is on the U.S. election.In an exclusive interview with The Daily Beast, the 38-year-old leader of Belarus' opposition, Svetlana Tikhanovskaya—who is currently in exile in Lithuania, having fled the country after Lukashenko claimed victory—said the American election could also help resolve her country's tumult. Tikhanovskaya said Belarus is facing the worst social crisis in Europe today, and she hopes that in a new term or with a new president, the United States will wake up to her country's plight."You are the most powerful state, please pay attention, try once again to become a mediator, help to free political prisoners in Belarus," Tikhanovskaya said of her message to the eventual U.S. election winner. "Please act faster, do not think of our relations with the giant neighboring state [Russia], please open your eyes: Belarus has the biggest social crises in Europe."Belarus President Sends SOS to Putin, Tells Protesters: You'll Have to Kill Me to Get New ElectionsAfter a re-election widely decried as fraudulent, Lukashenko's strategy of repression has worked only up to a point. In spite of thousands of arrests, documented cases of torture, and people being fired from their state-company jobs or expelled from universities, tens of thousands continue to join mass anti-Lukashenko rallies, called the People's Ultimatum marches. Factories continue to strike all across the country. Tikhanovskaya described Lukashenko as the leader of "the fearful regime.""This year our people realized: We are the nation, we are together, and the leadership have only the police," she said via an interview on Zoom. "But even with all the money [that] the leadership pays soldiers, the peaceful protest movement has not stopped."Though not high on the U.S. foreign policy agenda, Belarus is looking grimmer by day. Speaking before Belarusian army and police officers on Friday, Lukashenko leveled new threats: "If somebody touches a military serviceman, they should be left without hands, at a minimum," he said. "I am saying this publicly, so everybody would understand how determined we are going to be in the future. We have no place to retreat to, we are not going to back off."Dictator's Gun-Toting Son, 15, Is Being Groomed as Belarus' King JoffreyPolice detained 4,282 protesters at a rally on Sunday and used water cannons and pepper spray to disperse the crowds. Tikhanovskaya said that Lukashenko has been making mistakes since the day of the presidential elections in August and that he lost by choosing violence. "People have been protesting for 80 days against the stolen vote, against violence; people want to be heard all around the world, and in the United States. We are not going to cross the red line, since violence is the choice of the weak."The president's harsh tactics have created more unrest. Lukashenko ordered to expel university students for participating in protests. A dean at the State University of Belarus, Marina Lukashevich, refused to do so and quit her job. Factory workers formed committees against strikebreakers in several Belarusian regions. "Dictators are all different, some fly away abroad but Lukashenko is not going to run, so we suggest he takes his crown off," Tikhanovskaya said. "Belarusians are not going to back off; every leader, including in Russia, can see how toxic Lukashenko is. His fate could be discussed to put the end to violence. He could have been given safety guarantees but he is stepping in the opposite direction, so the world turns away from him."Tikhanovskaya has been touring the European Union and meeting with leaders. At a meeting with German Chancellor Angela Merkel, she explained that the protests in Belarus were not a struggle against Russia but the consequence of a 26-year-long internal crisis. The opposition's primarily goal was new elections, she said.When Tikhanovskaya speaks about "the last drop of patience" pushing people to the streets, she means herself, too. A mother of two children, Tikhanovskaya never planned to be a politician. It was the arrest of her husband, YouTube blogger Sergei Tikhanovsky, that pushed her to run in the election and then lead the protests. Together with her good friends, Veronika Tsepkalo and Maria Kolesnikova, she campaigned against Lukashenko, calling people to her revolutionary rallies. Threats to her life, and the lives of her 5-year-old daughter and 10-year-old son, rained down until "for sake of children's safety" she had to flee from Belarus to Lithuania.A month later the internal security service, called the KGB, abducted her friend and ally Kolesnikova and tried to force her to leave the country. But instead of leaving, Kolesnikova tore her Belarusian passport apart and marched away from the border with Ukraine, back to her country and arrest. "No woman, no man was capable of such a deed—Masha's example of courage will be perpetuated in poems, songs, movies," Tikhanovskaya said about her friend. "She was in the regime's hands, they put horrible, terrifying pressure on her, but she made a unique choice."Authorities have allowed Tikhanovskaya to speak with her jailed husband on the phone only once in four months. In order to protect her little daughter from psychological trauma, she tells the children that the real reason for their urgent departure from Belarus was the COVID-19 pandemic. "My son understands everything but my little daughter asks for her dad every night and I have to say that daddy is away on a business trip," Tikhanovskaya said, adding that her husband has encouraged her to go on fighting. "He told me to become tougher in my rhetoric, since by nature I am too soft. But even if Tikhanovskaya disappears the protest movement, the renaissance of our nation will not fade away, we have a clear strategy to put pressure on and demand new elections."The confrontation between Belarusian opposition and government shows no sign of letting up.
