Canada court ruling allows US extradition case of Huawei executive to proceed Posted: 27 May 2020 01:01 PM PDT Decision says Meng Wanzhou's alleged actions in the US would be considered a crime in Canada, a key condition for extradition A Canadian judge has dealt a major blow to a senior Huawei executive's attempts to evade extradition to the United States, ruling that the high-profile case against Meng Wanzhou can proceed.The British Columbia supreme court justice Heather Holmes ruled on Wednesday that the alleged actions of Meng would be considered a crime in Canada – a key condition for extradition to proceed.The decision, is likely to be applauded by American officials, but will further strain relations between Canada and China, which have deteriorated significantly since Meng's arrest in December 2018. Meng was detained on a US warrant during a flight stopover at Vancouver airport, and the ensuing spat between the United States and China has left Canada taking collateral damage in the form of punitive trade measures and the retaliatory detention of Canadian citizens in China.US prosecutors argue that Meng committed fraud when she lied about links between Huawei and a shell company used to sell telecommunications equipment to Iran in breach of US sanctions.At issue in Wednesday's ruling was the question of "double criminality" – whether Meng's alleged actions in the United States would be considered a crime in Canada. Canadian government lawyers argued that Meng lied about her company's dealings with Iran when speaking to prospective investors at large banks, potentially putting them at risk of breaching the US sanctions. This deception, they said, amounted to fraud.In her ruling, Justice Holmes concurred, finding that the "essence of the alleged wrongful conduct" lay in the deliberate attempts to misled bankers. She also determined that while the alleged attempt to evade American sanctions on Iran could have harmed the bank, the act was not a central component of the offense. Meng's legal team had argued that her behaviour did not amount to fraud, and that Canada did not have the same sanctions against Iran.Her lawyers are expected to appeal against the ruling, but the case will now probably enter its next stage, in which the defence will argue that US and Canadian authorities conspired against Meng.The Huawei executive's lawyers argue that her rights were breached by Canadian border guards who detained her for hours before her arrest by the Royal Canadian Mounted Police.By opening multiple legal fronts, Meng's team has all but ensured the tussle will last for years, with many experts believing the case is inevitably bound for the supreme court of Canada. Following the ruling, Meng will have to continue living under house arrest in Vancouver, where she owns two homes. While under a curfew and required to wear a GPS tracking device, she is nonetheless able to travel freely around the city. Over the weekend, she was photographed by a CBC News reporter, standing outside the provincial courthouse, smiling and posing for pictures with friends and family. Ahead of the verdict, China's foreign minister, Zhao Lijan, called the case against Meng a "serious political incident" that had violated her rights. "The Canadian side should correct its mistake, immediately release Ms Meng and ensure her safe return to China so as to avoid any continuous harm to China-Canada relations," he said during a press conference on Tuesday.In a statement posted on Twitter, Huawei said it was "disappointed" in the ruling, adding that it stood with Meng in "her pursuit for justice and freedom". "We expect that Canada's judicial system will ultimately prove Ms Meng's innocence. Ms Meng's lawyers will continue to work tirelessly to see justice is served," the statement said. Justin Trudeau has warned against Chinese allegations that the case is politically motivated. "Canada has an independent judicial system that functions without interference or override by politicians," the prime minister said last week. "China doesn't work quite the same way and doesn't seem to understand that."Meng's verdict comes amid growing frustration in Canada over the continued detention of Michael Kovrig and Michael Spavor, two Canadians who were seized in China shortly after Meng's arrest. |

The five men and one woman are named in a confidential report by the United Nations panel of experts on Libya into a botched mission that ended with the mercenaries making a remarkable sea-borne escape after falling out with their hosts. The men, including former Royal Marines Sean Callaghan Louw and Andrew Scott Ritchie, were among around 20 mercenaries who travelled to Benghazi in eastern Libya in June 2019 in a contract organised by a UAE based company called Opus, according to the report seen by the Daily Telegraph. Amanda Perry, a United Arab Emirate based businesswoman, is identified and is alleged to have been a "facilitator" of the project. She is the managing director of Opus Capital Asset FZE, the company that hired two boats used by the group. Trump Administration Preps New Weapons Sale To Saudi Arabia Posted: 27 May 2020 11:53 AM PDT When State Department inspector general Steve Linick was abruptly fired, one of the inquiries he was conducting concerned a massive, highly controversial weapons sale to Saudi Arabia. Now the Trump administration is preparing to sell Riyadh even more weapons, The Daily Beast has learned.Two individuals familiar with the situation, including one with direct knowledge, said the Trump administration is drafting another request for a significantly smaller package of arms that includes precision-guided munitions similar to those Secretary of State Mike Pompeo approved in a highly contentious $8 billion sale in 2019.Congress voted to condemn that sale, and is likely to strongly push back against a new one, too. The proposed sale comes less than two weeks after President Donald Trump fired Linick. The prospective sale also demonstrates the entrenchment of the Trump administration's bond with Saudi Arabia, right as Riyadh's punishing war in Yemen and the grisly murder of journalist Jamal Khashoggi has severely eroded Congress' trust in the Saudis. Saudis Tried to Kidnap Me on U.S. Soil, Regime Critic SaysAccording to those sources, Saudi representatives have been pushing for a second arms deal for months now. That effort intensified in April when, in the midst of an already tanking U.S. economy as a result of the coronavirus pandemic, President Trump grew angry with the Saudi government over its oil-price war with Russia. According to a Reuters report, this included Trump teasing a threat to Saudi Crown Prince Mohammed bin Salman that the U.S. may pull troops from the kingdom, if the price war were to continue.In the top echelons of the West Wing, these sources said, Trump lieutenants who've advocated for further arms shipments to Saudi Arabia have included Jared Kushner, the president's son-in-law and a close ally of the crown prince, and Peter Navarro, Trump's trade adviser and one of the White House's more prominent China hawks. As The New York Times reported earlier this month, Navarro and Trump have for years viewed these types of arms agreements with the Saudi regime as a boon for American jobs, even when those weapons are used for widely condemned mass slaughter.The White House and the State Department did not immediately respond to requests for comment.Following the publishing of this report, CNN published an op-ed by Sen. Robert Menendez (D-NJ) confirming the Trump administration's plans. "I am particularly troubled that the State Department has again refused to explain the need to sell thousands more bombs to Saudi Arabia on top of the thousands that have yet to be delivered from last year's 'emergency,'" Menendez wrote. "The secretary of state needs to answer our questions."Selling precision-guided munitions—missiles and bombs equipped with GPS to hit a specific target—also carries potential legal liability for U.S. personnel. A memorandum prepared by the State Department's legal team in 2016 warned that aid to the Saudis for the Yemen war could open U.S. officials up to war crimes charges. According to a U.S. official familiar with the memo, the inspector general's office was in possession of that document ahead of Linick's firing. A spokesperson for the State Department inspector general didn't respond to a request for comment.The U.S. official said the memo addressed concerns about American contributions to the Saudi-led war in Yemen, a conflict now five years old, and focused on law-of-war violations committed by the U.S. ally. Saudi warplanes over Yemen have destroyed hospitals and buses full of children; devastated civilian life; and yielded one of the world's worst humanitarian disasters. Congress voted to end U.S. involvement in the war, only to be overridden by Trump. The memo warns that the Saudis' use of U.S. munitions for their punishing air war, a practice the Obama administration began, increases the legal liability of U.S. officials for Saudi violations of the law of armed conflict. Congress had made its objections known to last year's $8 billion arms sale before it occurred. But Pompeo, on May 24, 2019, invoked an emergency authorization circumventing legislators—one that, Politico reported, prompted administration officials to object internally that they lacked an actual emergency from Iran. The sale prompted the Senate to pass bipartisan resolutions intending to restrict such arms deals. Menendez, working through the Senate Foreign Relations Committee, put together 22 resolutions of disapproval, and enlisted GOP support from such colleagues as Lindsey Graham (R-SC), Rand Paul (R-KY), Mike Lee (R-UT) and others. Trump vetoed the resolutions. Pompeo's Unproven COVID-19 Claims Have Officials Freaked Out At a hearing with the State Department's senior political-military affairs official the following month, Rep. Ted Lieu (D-CA) described the memo as a warning against "possible war crimes that the U.S. may be involved in." The senior State official, R. Clarke Cooper, denied knowledge of the memo and didn't commit to providing Lieu with the legal guidance his office received before the sale. It appears the new round of arms sales comes outside Pompeo's 2019 emergency authorization. At that time, Pompeo pointed to Iran's arming of insurgents in Yemen and their use of Iranian ballistic missiles against targets in Saudi Arabia to justify the declaration of an emergency. The most recent attempt at a Saudi sale, however, comes amidst a period of relative calm on those fronts. UN Yemen envoy Martin Griffiths cited "significant progress" towards a comprehensive ceasefire between the Saudi-led coalition and Houthi insurgents. In May, the Defense Department announced it would withdraw U.S. troops and missile defense systems rushed into Saudi Arabia as tensions with Iran mounted starting in the summer of 2019.According to a source close to the Saudi royal family, Riyadh is in talks with China to supply precision-guided munitions and other weapons. It represents a recognition that the Saudi reputation has cratered in Congress, no matter how solid the royals' relationship with the Trump administration is. As well, the Saudis desire to manufacture sophisticated weaponry themselves, and China, unlike the U.S., is considered open to a technological transfer. The push for the original $8 billion sale started under former Secretary of State Rex Tillerson. Tillerson was working with Brian Hook, now the administration's top Iran hand, to figure out a way to push through the deal while maintaining a relationship with Congress, particularly the Senate Foreign Relations Committee, according to current and former officials familiar with Saudi arms sales who spoke with The Daily Beast.Sen. Menendez in 2018 put a hold on the administration's request to sell Saudi the arms. Hook and Tillerson were wary of moving too quickly on the sale because the department wanted to use the hold as a way to convince Riyadh to work with the Qataris on mending the Gulf rift, two former senior administration officials said. But under increasing pressure from the White House, including from the president himself, his son-in-law Jared Kushner, and advisor Peter Navarro, the department in 2019 finally pushed forward with a plan to sell the arms to Riyadh. What surprised those working on the deal was Pompeo's decision to move to sell under the emergency authorization. "It went against the traditional norms of how the department normally worked with Congress," one official told The Daily Beast. "The department could have just blown through the hold and gone ahead with the sale. But then there was this weird authorization that didn't make a lot of sense to those involved."Pompeo provided Linick with written answers on the OIG's investigation into the department's workaround, but it is still unclear exactly what the office had found in its review of the $8 billion sale. Trump Fires Inspectors General as He Grows Insular and Paranoid in His Coronavirus ResponseSources inside the State Department and individuals familiar with the department's IG office said Linick was unlikely to produce a report that would condemn Pompeo or his senior staff directly. One former official said Linick's team was not known for aggressively pursuing investigations that could have a lasting, consequential impact on the secretary or the department as whole.Two other senior administration officials said Linick's ousting was just another example of Team Trump ousting former Obama administration officials—particularly inspectors general. Both said they were not convinced that Linick's removal was anything other than Pompeo getting rid of an official the White House viewed as a potential threat, or, as one White House official characterized it, an Obama-era holdover who "should've been gone a long time ago." (This official also cited former President Ronald Reagan's controversial purge of IGs upon entering office in 1981 as an "appropriate model.")"I really don't understand the connection here," one of the administration officials told The Daily Beast. "Linick was looking into some stuff on Pompeo, for sure. But that wasn't something that I saw the seventh floor fret about on a daily basis. The entire team in the department knew where Linick stood and what the office could and would pursue. The move does not carry any immediate penalties, which would have to be decided by President Donald Trump in consultation with Congress. "Hong Kong does not continue to warrant treatment under United States laws in the same manner as U.S. laws were applied to Hong Kong before July 1997," Pompeo said in a statement Wednesday. |

Britain shuts embassy in North Korea amid coronavirus restrictions Posted: 27 May 2020 08:22 AM PDT Britain has closed its embassy in the North Korean capital of Pyongyang and ordered its staff to leave the country. The surprise closure is linked to coronavirus-related restrictions in place since earlier this year, which the Foreign Office said had left it unable to "rotate our staff and sustain the operation of the Embassy". It follows a similar evacuation of a number of other diplomats and foreign residents from the North Korean capital in March. A number of sources told the US news website NK News on Wednesday that the British diplomats left North Korea by land, crossing the DPRK's border with China earlier on Wednesday. Flights out of the country remain grounded. Hundreds of foreign residents remain in Pyongyang, including diplomats from the Swedish and Russian embassies and a small number of aid workers, though absent representatives from Germany, Switzerland, France, and Italy. There are currently no British residents in the country. Resident diplomats had previously raised their concerns about the severity of the DPRK authorities' coronavirus-prevention rules, which saw the country close its borders and place them under effective house arrest for over a month earlier in the year. |

Why COVID-19 immunity passports may violate US law Posted: 27 May 2020 05:22 AM PDT As the COVID-19 crisis wreaks havoc across the globe, a handful of countries, including Germany, Chile and the United States, are mulling the use of immunity passports to make clear who is immune from coronavirus infection. Several U.S. companies are also examining ways of testing employees, including for COVID-19 antibodies, before allowing them to return to the office. People cleared from infection would enjoy certain privileges like traveling internationally or working outside their homes. Other scenarios envision a more limited use, such as screening which hospital employees should be exposed to vulnerable patients.As a law professor who has written about legal issues raised by new biotechnologies, I'm concerned about the potential legal and ethical ramifications of immunity passports that aren't based on vaccinations. Not only could their use violate U.S. disability protections, they could also enable discrimination and foster a two-tiered society in which many are left behind. Passport precedenceThe concept of immunity passports is not novel. Vaccination cards, for example, demonstrate immunity to specific diseases and aren't necessarily problematic.For example, yellow fever vaccination cards are required to travel to certain countries. And university students in Florida and Colorado must have meningococcal vaccinations. But in those cases, there is a readily available vaccine that allows anyone who gets one access to a country or college campus. If a vaccination eventually establishes immunity from COVID-19, I believe such certification would be legally and ethically permissible. Courts have said that employers can require employees to be vaccinated as a prerequisite to work in certain circumstances.Absent a vaccine for COVID-19, however, some countries and companies are already looking for ways to establish immunity through antibody testing. This is problematic because it's unclear if there is immunity from subsequent infection. And if there is immunity, it's uncertain how long it lasts. Legal issuesThe Americans with Disabilities Act protects those who have a disability, which is defined as a physical or mental impairment that substantially limits one or more major life activities, and those perceived by others as having such an impairment, from discrimination in the workplace. Although courts have never considered lack of immunity to a disease as such an impairment, the legislative history of the ADA is broad enough to allow such an interpretation. This means that employers can't discriminate against workers based on whether they have or don't have immunity.The Equal Employment Opportunity Commission, the agency that enforces workplace protections, however, has classified COVID-19 as a "direct threat" to the workplace. So, despite ADA protections, employers can test employees for infection before letting them return to work. And someone who tests positive for COVID-19 could be excluded from the workplace until they recover. But employers cannot go one step further and require employees to show that they are immune to COVID-19 in order to work. Since the lack of immunity is not a direct threat to the workplace, employers have to follow ADA guidance. The ADA also protects people who do not have a disability but are "regarded as" having a disability. For example, if a cab company fires a driver because of a mistaken belief that she has epilepsy, the action would violate the ADA. That's because it treated the non-disabled driver as disabled. A growing list of U.S. companies – Amazon and General Motors, among them – are exploring ways to test employees for infection or immunity. Current Equal Employment Opportunity Commission guidance only allows screening and testing for COVID-19 infection, not antibody testing. But allowing only people with immunity – or evidence of past infection – to work would disadvantage those who haven't gotten sick or those without the antibodies to prove it. It's as if, in the eyes of their employer, their lack of infection constitutes a disability. The inequality that immunity passports could foster in these situations may be illegal under the ADA.As long as an employee is able to perform the essential functions of his or her job, those without immunity are most likely protected under the ADA.State and local laws may also produce stumbling blocks for immunity passports, especially in states like New York and California, which have broad civil rights protections against discrimination. Similarly, local laws like New York City's human rights law may pose problems for immunity passports due to extensive protections against discrimination granted to employees and the public. Ethical concernsBeyond the legal problems, immunity passports also raise many ethical concerns. Some observers worry that immunity passports may encourage harmful behavior like intentional infection, similar to what happened during a yellow fever outbreak in the southern U.S. in the late 19th century. Poor immigrants sought out infection in order prove immunity and find work, despite high fatality rates. And there's concern that the policing of immunity passports would harm people of color, just as uneven enforcement of social distancing rules in cities like New York City have targeted a higher percentage of African Americans and Latinos.Finally, it might encourage fraud, resulting in a black market for fake immunity passports. As states reopen, immunity passports may be tempting. But their use will create an underclass and a societal rift between those who are immune to COVID-19 and those who are not. How leadership in various countries has affected COVID-19 response effectiveness Posted: 27 May 2020 05:21 AM PDT COVID-19 has put political leaders and health care systems worldwide to the test. Although lockdowns are the common approach, some countries have opted for less stringent measures. As scientists and public policy experts, we have spent years analyzing how countries prepare and respond to pandemics. We believe this is certain: The policy and communication choices that national leaders make has a measurable impact on the effectiveness of pandemic response. Some countries respond with scienceIn particular, Germany and New Zealand have handled the crisis effectively. Both countries have not wavered from a science-based approach and strong, centralized messaging.Germany discovered its first cases on Jan. 27. At the time, the country's health minister considered COVID-19 a low threat; still, Charité University Hospital in Berlin began developing a test. Within a month, new test kits were available – and Germany's labs had already stocked up. By mid-March, the country had closed schools and retail businesses. Testing was swiftly rolled out, and within approximately two weeks, Germany was processing more than 100,000 tests per week. Around this same time period, the United States had tested approximately 5,000 people and did not reach numbers similar to Germany until several weeks later. Chancellor Angela Merkel led Germany's coordinated response, which included social distancing policies along with the early and wide-scale testing. Not everything went smoothly. In many instances, lower-level health services still had autonomy; this led to a degree of discontinuity in policy implementation across states. Yet most Germans voluntarily adhered to the policies set forth by the national government. Now Germany is moving to lift restrictions.New Zealand, led by Prime Minister Jacinda Ardern, responded with a slogan: "We must go hard and we must go early." In mid-February, travelers from China were banned. On March 23 – a month after its first case – New Zealand committed to a total elimination strategy and implemented a strict national lockdown despite having only 102 COVID-19 cases and no recorded deaths. Schools were closed. So were nonessential businesses. Social gatherings were banned. A 14-day self-isolation period was required for anyone entering the country, with a few Pacific Island exceptions. With a population of just under 5 million, New Zealand has already tested more than 175,000 potentially infected people – approximately 4% of its population. It is now expanding the program. Like Germany, the country has emphasized science, leadership and consistent messaging. Prime Minister Ardern builds public trust through regular appearances on social media, including posts aimed at children. As of May 9, the country had fewer than 1,500 confirmed cases and 20 deaths from COVID-19. Instead of hand-washing, a hands-off approachBrazil and Nicaragua have taken a decidedly different approach. Leaders of both countries have adopted a "hands-off" policy – in some cases, even discouraging citizens from following public health measures taken in other countries.On Feb. 25, Brazil recorded its first case. Since then, the country has reported more than 300,000 cases and 20,000 deaths – the third largest outbreak in the world, behind only the U.S. and Russia. Over these months, President Jair Bolsonaro has said the virus is not a threat, calling it a "little flu." He has also encouraged defiance of social distancing measures put in place by governors. Brazil has many advantages over its neighbors for an effective pandemic response: universal health coverage, a large community-based primary care delivery system, and experience responding to the Zika health crisis in 2015. But the lack of leadership from Bolsonaro have led some to label him as the "biggest threat" to the country's ability to fight the SARS-CoV-2. His continued attacks on scientists, universities and experts, along with the lack of organized federal response, have disrupted efforts to control the pandemic. An Imperial College of London study showed Brazil with the highest rate of transmission of the 48 countries examined. Nicaragua has also failed to acknowledge the dangers of this virus. President Daniel Ortega, an authoritarian leader who has remained in office despite term limits and sustained popular protests demanding his resignation, is resisting travel restrictions while encouraging schools and businesses to stay open. He discourages the use of masks, even by health care workers. With his wife and vice president, Rosario Murillo, Ortega has suggested that citizens attend church and go to the beach; they even organized a huge parade called "Love Against COVID-19" on March 14. The ruling couple, however, are noticeably absent for many of these activities, at which social distancing is impossible. In a country of more than 6 million, Nicaragua reported 25 confirmed cases and eight deaths from COVID-19 as of May 15. But many experts suspect the true number of infections is much higher, both because of minimal testing – the government only allows 50 tests per day – and because many COVID-19 deaths are classified as "pneumonia." Since January 2020, pneumonia deaths in Nicaragua have reportedly been increasing. But there is little government transparency in Nicaragua, so the data is difficult to confirm. Lessons for the USReliance on science and centralized messaging help countries move faster to safely lift restrictions. Confusing and mixed messages, coupled with distrust of scientific experts, lets the virus spread. In the U.S., messaging is confusing and decentralized and defers to state governments for the majority of policy development. This decentralization has led to vastly different actions by governors. Georgia and Texas reopened as cases continued to increase, while Washington and Oregon extend lockdowns well into the summer. A coordinated, science-driven, national-level strategy is vital to an effective response. But at the moment, the U.S. federal government has communicated more like Brazil and Nicaragua, rather than Germany and New Zealand. The examples we highlight here are a warning to all of us. Trump Wants Troops in Afghanistan Home by Election Day. The Pentagon Is Drawing Up Plans. Posted: 27 May 2020 05:08 AM PDT WASHINGTON -- Senior military officials are set to brief President Donald Trump in the coming days on options for pulling all American troops out of Afghanistan, with one possible timeline for withdrawing forces before the presidential election, according to officials with knowledge of the plans.The proposal for a complete withdrawal by November reflects an understanding among military commanders that such a timeline may be Trump's preferred option because it may help bolster his campaign.But they plan to propose, and to advocate, a slower withdrawal schedule, officials said.The move is part of the Pentagon's attempt to avoid another situation like the one in December 2018 and again in October 2019, when Trump surprised military officials by ordering the complete withdrawal of U.S. troops from Syria. Diplomatic chaos and violence followed, and the president subsequently modified each announcement. American troops remain in Syria, although in smaller numbers.Senior military officials believe a quick withdrawal from Afghanistan would effectively doom the peace deal reached this year with the Taliban.In recent months, Trump has repeatedly voiced a desire to leave Afghanistan sooner than the timeline laid out in the Feb. 29 peace agreement with the Taliban, which stipulated U.S. troops would leave in 12 to 14 months if the insurgent group met certain conditions.The Pentagon is expected to try to persuade a commander in chief who has made clear his desire to end America's involvement in what he has criticized as "endless wars" -- and who has regularly surprised the military with his decisions.The debate also highlights the mounting difficulty facing the February agreement. Political strife, the novel coronavirus and bloody Taliban attacks have almost derailed what little progress has been made since the deal's signing.This article is based on conversations with five officials familiar with the debate over the troop withdrawal. The officials spoke on the condition of anonymity because the deliberations were intended to be private.The Pentagon is set to lay out multiple options in the meeting with Trump.One would give Trump the option of pulling all forces from the country before Election Day. But the Pentagon has other options that would withdraw forces more slowly, with one plan sticking close to the current timeline that would keep American forces in the country until May 2021.Senior officials believe the president may be able to be persuaded that protecting the peace agreement, which his administration sponsored and supports, will require a slower drawdown of forces, to give the Taliban an incentive to reduce attacks.Defense Department officials are also arguing to the White House that they cannot yet guarantee that Afghanistan will not again become a haven for attacks against the United States. Arguably the only clear-cut condition of the February deal, outlined in one of the secret annexes, is that the Taliban must publicly renounce the Islamic State group and al-Qaida before the full troop withdrawal begins.There are currently fewer than 12,000 troops in Afghanistan. The U.S.-led mission in the country is in the process of drawing down to 8,600 troops as part of the February agreement. This smaller American contingent will rely heavily on Special Operations forces and joint U.S.-Afghan cells, known as "regional targeting teams," that are focused on counterterrorism missions across the country."Any reduction under 8,600 U.S. troops will be conditions-based after the U.S. government assesses the security environment and the Taliban's compliance with the agreement, and in coordination with our NATO allies and partners," Lt. Col. Thomas Campbell, a Pentagon spokesman, said in a statement.Another factor that has contributed to Trump's desire for an early withdrawal is the coronavirus and its unchecked spread throughout Afghanistan after it crossed over the country's western border from Iran.The Pentagon believes that at least 50% of Afghan security forces most likely have the virus, meaning that any training and joint operations between United States and Afghan forces have been paused, halting a key pillar of the American war effort, especially against Islamic State enclaves in the country's east. But airstrikes against the group still continue.As part of the peace agreement, the U.S. military is shutting several bases. But the spread of the coronavirus has also accelerated the closing of smaller Special Operations outposts used by the elite units while operating alongside their Afghan counterparts.In a statement on Saturday, the Taliban declared a temporary cease-fire for the three days of the Islamic festival Eid al-Fitr, which started on Sunday and marks the end of Ramadan, the holy month of daytime fasting.The Afghan government followed, declaring a cessation of fighting even though officials had recently declared that they were restarting offensive operations after waves of Taliban attacks had killed hundreds of security forces after the February agreement. Sunday's cease-fire is the second of the entire war. The first, widely praised on all sides and in the international community, was in 2018, also during Eid."This development offers the opportunity to accelerate the peace process," Zalmay Khalilzad, the U.S. envoy for Afghan peace, said in a statement. "Other positive steps should immediately follow: the release of remaining prisoners as specified in the U.S.-Taliban agreement by both sides, no returning to high levels of violence, and an agreement on a new date for the start of intra-Afghan negotiations."The exchange of 6,000 prisoners was one of the first sticking points after the U.S.-Taliban deal, as it all but forced the Kabul government to release Taliban prisoners even though it was not a signatory of the agreement.Top American officials, including Secretary of State Mike Pompeo, have pressured President Ashraf Ghani of Afghanistan to release the prisoners in the hopes that it would pave the way for the Afghan government to negotiate with the Taliban. Ghani has ordered their release in a series of groups, as has the Taliban, but after the announced cease-fire, Ghani pledged to release up to 2,000 more in an attempt to use the three-day cease-fire as a reset for a peace deal that was on the verge of falling apart.On Tuesday, the Afghan government released 900 Taliban prisoners, the largest in one day since the slow process of prisoner release started and in what Afghan officials described a "goodwill" move in the hopes the cease-fire could be extended before direct negotiations.During the closing days of the Obama administration, the Pentagon was also pressing the White House to slow its planned drawdown.President Barack Obama had been intent on ending the long war in Afghanistan, but the military thought it precipitous. Commanders argued that removing troops would threaten what little progress had been made after years of prolonged fighting, but officials also acknowledged the pause would give the a new president time to reassess options. In October 2015, Obama halted his drawdown. Trump and America's NATO allies ultimately added forces after the Taliban had retaken broad parts of the country.The current plan of keeping forces in Afghanistan until May 2021 would allow Trump, if he is reelected, to reevaluate his decision to remove troops based on the level of Taliban violence and how well the peace agreement is working. Some American officials also say the political pressure to remove the troops could be different in a second term.And if Trump is defeated, a new president may want to reassess whether a continued American troop presence is necessary.Lisa Maddox, a former CIA analyst, said that cutting short the deployment by only a few months might not seem like a lot, but the current situation in Afghanistan was fragile."It sends a message to our Afghan partners that we are running away," she said.
