Madagascar votes in first presidential election since 2009 coup Posted: 24 Oct 2013 03:31 PM PDT By Richard Lough and Alain Iloniaina ANTANANARIVO (Reuters) - The people of Madagascar vote on Friday in a presidential election they hope will end a five-year crisis and rebuild investor confidence to mend an economy crippled since President Andry Rajoelina seized power in a 2009 coup. It is the first vote on the huge, nickel- and vanilla-producing island off Africa since the upheaval four years ago triggered by mutinous soldiers that drew sanctions against Madagascar and prompted donors to freeze crucial budget support. ... |

Canada says falling short of emissions reduction target Posted: 24 Oct 2013 03:40 PM PDT By Louise Egan OTTAWA (Reuters) - Canada acknowledged on Thursday that it will miss its target for greenhouse gas emissions by a wider margin than expected unless it takes further action to offset emissions in the oil industry. The admission in a report by the environment ministry comes as the Conservative Prime Minister Stephen Harper is actively pushing development of the Keystone XL pipeline, which critics say will encourage production in the Alberta oil sands, a top emitter. ... |

Cuban city struggling to recover a year after Hurricane Sandy Posted: 24 Oct 2013 02:23 PM PDT By Marc Frank HAVANA (Reuters) - A year after Hurricane Sandy left Santiago de Cuba in shambles, the streets are clear and power, communications and water are back to normal, but residents of Cuba's second city are still struggling with the aftermath of the mighty storm. Sandy, carrying 124-mph (200-km) winds, caught the city by surprise on the morning of October 25, 2012, damaging half the housing stock and most public buildings, killing 11 residents and laying waste to nearby crops and fruit orchards. The storm later devastated parts of the U.S. East Coast. ... |

Energy firms take fresh punt on New Zealand deepwater Posted: 24 Oct 2013 02:02 PM PDT By Naomi Tajitsu WELLINGTON (Reuters) - New Zealand is hoping the first deepwater wells to be drilled in the country in nearly 15 years will reignite interest in its offshore oil and gas basins, mostly ignored since some early discoveries in the 1970s. New Zealand's remoteness, rough seas, and limited domestic demand for gas given its small population have curbed interest in the region by global exploration companies. ... |

A year ago, the leader of the country's biggest opposition party Renamo quit his life in the city and returned to the remote Gorongosa forest from where he once directed a 16-year civil war fought by his guerrillas which ended in 1992.
