| Ag Exporters Grapple With COVID, Trade War, Political Unknowns (With Video) Posted: 23 Oct 2020 12:28 PM PDT  It's a recipe for trouble: COVID disruptions are pulling refrigerated containers away from food production areas. Twice this year, outbreaks stymied U.S. food shipments to China. Tariffs are still taking a bite out of ag sales. Trade tensions with China remain high. Trade negotiations with the EU are intensifying. And the presidential election could reset the entire equation in less than two weeks.To put the myriad issues faced by U.S. food exporters in perspective, FreightWaves interviewed Washington, D.C.-based Peter Friedmann, executive director of the Agriculture Transportation Coalition (AgTC), during the Cold Chain Summit on Friday.Reefers in the wrong place Containerized exports from China have flooded into U.S. ports over the past three months. The growing problem: getting enough empty containers back to China for refills.U.S. food exporters shipping goods in reefers (refrigerated containers) face the same equipment challenge, albeit in the opposite direction. "We have been dealing with this problem since COVID began," Friedmann confirmed."We need those refrigerated empty containers in the places where agriculture is sourced, places like the Midwest. When refrigerated containers come in with shrimp or other products we import, they tend to go to where everybody lives, which is the coastal states. They're unloaded in New York/New Jersey, or Los Angeles/Long Beach, and they tend to stay there."Can you imagine when you have to reposition an empty refrigerated container from New York/New Jersey all the way to Junction City, Kansas? It's very expensive. And who actually pays for that? U.S. exporters."COVID disruptions to China-bound boxes: Part 1 Logistical issues have emerged on the destination side, in China, as well.U.S. reefer export cargoes faced their first big problem at Chinese ports back in February. The initial lockdowns halted Chinese trucking service from the terminals. The terminals' reefer plugs (where refrigerated boxes connect to the power source) maxed out because truckers couldn't bring reefers to the hinterland. Liners tacked surcharges onto U.S. reefer exports to China and diverted those containers to other ports.Ultimately, China reopened its inland transport network and truckers cleared reefers from the terminal plugs, making room for fresh imports.COVID disruptions to China-bound boxes: Part 2 The next big COVID challenge came in the summer. Chinese authorities reported an outbreak at a Beijing food market in June. They blamed it on infected frozen imported food and instituted new inspections at the ports.By July, inspections were heavily delaying the inland movement of reefers from Chinese ports. Terminal reefer plugs filled up. Liners instituted surcharges and diverted China-bound reefer cargo once again.AgTC's first concern "was whether the Chinese actually believed COVID could be carried on foodstuffs or whether this was another one of their phony phytosanitary restrictions to protect some domestic interest," said Friedmann."The scientific evidence shows that COVID doesn't live on frozen salmon or refrigerated broccoli or whatever. But we concluded that the Chinese actually believed that it could. With some countries, you can tell them they're wrong. But with other countries, like China, you can't."FreightWaves Senior Editor Greg Miller (left); AgTC's Peter Friedmann (right)Chinese authorities demanded that U.S. food shippers guarantee cargoes were COVID-free. Freidmann said this was effectively impossible. Instead, AgTC developed a form that exporters could submit to Chinese officials to guarantee exporters had complied with all safety protocols.Ultimately, the problem eased and disappeared. This issue no longer waylays U.S. exports to China, Friedmann confirmed.The reason: U.S. agriculture exporters weren't the only ones who wanted to resolve the issue. "The Chinese customers themselves did not like the disruption and there was pressure on the Chinese government from Chinese citizens and Chinese companies to accept the AgTC form."Remember the trade war? It's easy to forget amid the coronavirus chaos, but the U.S. has been in the midst of a trade war for the past several years — and U.S. food exporters have been unwillingly thrust onto the front line."Our highest-value agriculture exports tend to be refrigerated: chilled or frozen beef and pork, frozen poultry, lobster, salmon and other fish products," said Friedmann. "We have trade disputes all around the world. And in virtually all of them, refrigerated agriculture exports from the U.S. play a very central role and are very much in jeopardy."When China wanted to retaliate against our tariffs, they went after pork. We're in negotiations with the EU right now, and it's about U.S. beef with the British, for Brexit, and it's about beef, cheese and pork with the E.U. These negotiations always seem to be about refrigerated agriculture."The biggest risk, he said, is that trade tensions can induce a foreign buyer to switch to a non-U.S. source and it's hard to win them back. "The supply chain for refrigerated products is very complex and challenging. Once a change is made, nobody wants to go back and restore the supply chain they had with the U.S."Trade fallout so far Asked about fallout for U.S. food exporters under the Trump administration's aggressive trade policies, Friedmann confirmed, "Yes, the tariffs have been a negative."However, fallout has been unpredictable."When the first thing China did was retaliate against our pork exports, it decimated our pork exports. Our members were absolutely thrown for a complete loop. For a while, they were exporting virtually no pork."But then the African swine flu decimated China's hog herds and the Chinese were desperate to get protein. They came back into our market and bought as much pork as they could get — even though China had imposed retaliatory tariffs. "Chinese consumers wanted U.S. pork, even though it was more expensive, because they couldn't get it elsewhere. And they bought it in record amounts. So, what started out as a horrible six, seven, eight months for our pork exports turned into one of the best years in history. And we are still exporting a lot of pork to China."Biden vs. Trump The outcome of the presidential election will affect different shipping sectors differently. According to some analysts, a win by Joe Biden would (at least initially) be better for container shipping than a second term for Donald Trump, and the reverse would be true for tanker shipping.Reefer boxes at a terminal in California (Photo: Jim Allen/FreightWaves)Asked how the election outcome could affect U.S. exporters of containerized food, Friedmann responded, "There's a lot of talk about tariffs. Kamala Harris, the candidate for vice president on the Democratic ticket, raised it in the last debate. She said the tariffs were one of the things the Trump administration has done that were bad for the U.S. economy."That would suggest to some casual observers that if the Biden team got elected, it would repeal our tariffs against other countries and other countries would repeal their tariffs against our country."But here in Washington, there's nobody who really expects that there would be a dramatic change in tariffs if there was a change in the administration. "I think the safest way to proceed for our members and for everybody else who trades internationally is to presume that a lot of these restrictions would continue under a new administration, at least for the first six months — because a new administration would have higher priorities." | Russia Poses Greater Election Threat Than Iran, Many U.S. Officials Say Posted: 23 Oct 2020 12:07 PM PDT  WASHINGTON -- While senior Trump administration officials said this week that Iran has been actively interfering in the presidential election, many intelligence officials said they remained far more concerned about Russia, which in recent days has hacked into state and local computer networks in breaches that could allow Moscow broader access to U.S. voting infrastructure.The discovery of the hacks came as U.S. intelligence agencies, infiltrating Russian networks themselves, have pieced together details of what they believe are Russia's plans to interfere in the presidential race in its final days or immediately after the election Nov. 3. Officials did not make clear what Russia planned to do, but they said its operations would be intended to help President Donald Trump, potentially by exacerbating disputes around the results, especially if the race is too close to call.FBI and Homeland Security officials also announced Thursday that Russia's state hackers had targeted dozens of state and local governments and aviation networks starting in September. They stole data from at least two unidentified victims' computer servers and continued to crawl through some of the affected networks, the agencies said. Other officials said that the targets included some voting-related systems and that they may have been collateral damage in the attacks.So far, there is no evidence that the Russians have changed any vote tallies or voter registration information, officials said. They added that the Russian-backed hackers had penetrated the computer networks without taking further action, as they did in 2016. But U.S. officials expect that if the presidential race is not called on election night, Russian groups could use their knowledge of the local computer systems to deface websites, release nonpublic information or take similar steps that could sow chaos and doubts about the integrity of the results, according to U.S. officials briefed on the intelligence. Such steps could fuel Trump's unsubstantiated claims that the vote is "rigged" and that he can be defeated only if his opponents cheat.Some U.S. intelligence officials view Russia's intentions as more significant than the announcement Wednesday night by the director of national intelligence, John Ratcliffe, that Iran has been involved in the spreading of faked, threatening emails, which were made to appear as if they came from the Proud Boys, a right-wing extremist group.The Treasury Department on Thursday announced sanctions against Iraj Masjedi, a former general in Iran's Revolutionary Guard and the country's ambassador to Iraq. The department said Masjedi had overseen training of pro-Iranian militia groups in Iraq and directed groups responsible for killing U.S. forces there.Officials briefed on the intelligence said that Ratcliffe had accurately summarized the preliminary conclusion about Iran. But Iran's hackers may have accomplished that mission simply by assembling public information and then routing the threatening emails through Saudi Arabia, Estonia and other countries to hide their tracks. One official compared the Iranian action to playing single A baseball, while the Russians are major leaguers.Nonetheless, the Iranian and the Russian activity could pave the way for "perception hacks," which are intended to leave the impression that foreign powers have greater access to the voting system than they really do. Federal officials have warned for months that small breaches could be exaggerated to prompt inaccurate charges of widespread voter fraud.Officials say Russia's ability to change vote tallies nationwide would be difficult, given how disparate U.S. elections are. The graver concern is the potential effect of any attack on a few key precincts in battleground states.Russian hackers recently obtained access "in a couple limited cases, to election jurisdiction, an election-related network," Christopher Krebs, director of the Cybersecurity and Infrastructure Security Agency, said Thursday. But he was careful to note that the breaches had "nothing to do with the casting and counting" of votes.The hackers believed to be operating at the behest of Russia's Federal Security Service, the FSB -- the successor agency to the Soviet-era KGB -- have infiltrated dozens of state and local computer networks in recent weeks, according to officials and researchers. But Krebs said the attacks appeared to be "opportunistic" in nature, a scattershot break-in of vulnerable systems rather than an attempt to zero in on key battleground states.But officials were alarmed by the combination of the targets, the timing -- the attacks began less than two months ago -- and the adversary, which is known for burrowing inside the supply chain of critical infrastructure that Russia may want to take down in the future.The officials fear that Russia could change, delete or freeze voter registration or pollbook data, making it harder for voters to cast ballots, invalidating mail-in ballots or creating enough uncertainty to undermine results."It's reasonable to assume any attempt at the election systems could be for the same purpose," said John Hultquist, director of threat analysis at FireEye, a security firm that has been tracking the Russian group's foray into state and local systems. "This could be the reconnaissance for disruptive activity."Krebs said so far Russia was not as active as Iran, and its targeting was imprecise. "They're broadly looking to scan for vulnerabilities, and they're working opportunistically," he said.Current and former officials said there was little doubt that Russia remained a greater threat and questioned why the focus was on Iran on Wednesday, though they acknowledged that Iran's interference was real and troubling.Administration officials said the news conference reflected the urgency of the intelligence about Iran. But some saw politics at play. Ratcliffe's focus on Iran would potentially benefit Trump politically."It is concerning to me that the administration is willing to talk about what the Iranians are doing -- supposedly to hurt Trump -- than what the Russians are likely doing to help him," said Jeh Johnson, a former secretary of homeland security in the Obama administration. "If the Russians have in fact breached voter registration data, then the American people deserve to know from their government what it believes the Russians are doing with that data."A senior official briefed on the intelligence said U.S. spy agencies had been tracking the Iranian group responsible for the spoofed emails for some time. As a result, the government was able to quickly debunk the falsified Proud Boys emails and identify Iran as the culprit.Iran's hackers appear to have scanned or penetrated some state and local networks, government officials said Thursday. But security experts said the Proud Boys email campaign that the government attributed to Iran did not appear to be based on hacked materials and instead relied on publicly available information that Florida officials regularly distribute."This was an email sent from a nonexistent domain using publicly available information," said Kevin O'Brien, chief executive of GreatHorn, a cybersecurity firm. "There was no hack here. Your name, your party affiliation, your address and email address are all, generally speaking, public information."O'Brien said the information presented publicly had not persuaded him that Iran was culpable.Speaker Nancy Pelosi also voiced skepticism of Ratcliffe's announcement. "Russia is the villain here," she said before a briefing from intelligence officials. "From what we have seen in the public domain, Iran is a bad actor but in no way equivalent."So far, the FSB's hackers have not zeroed in on swing states, where a hack that affects digital disenfranchisement could have maximum effect; they have taken a scattershot approach instead, hitting systems in multiple states, including some battlegrounds. Experts said they might be just testing to see where they could get in, like a thief trying every doorknob in the neighborhood."My concern is not that they are pinpointing individual races but are gaining access where they can for some disruption down the road," Hultquist said.The threat is similar to the one that officials have highlighted from ransomware attacks, which hold data hostage until victims pay to have access restored. Likewise, officials and researchers believe the Russian attacks would not necessarily change vote tallies but could make voter data inaccessible or delete or change voters' registration data to disenfranchise voters or cause the kind of confusion and delays that would undermine U.S. confidence in the election.In recent years, Homeland Security officials have made a concerted effort to secure voter registration systems and to ensure that election officials have paper copies of voter information in case of disruptions.But they have further to go. In Gainesville, Georgia, this week, a ransomware attack held city systems hostage, including an online map with polling locations and the database used to verify voters' signatures on mail-in ballots.Officials and experts believe the greatest defense against a coordinated cyberattack on the election is not so much how secure these voting system are but how disparate."You can't just 'hit the election,'" said Eric Chien, a cybersecurity director at Symantec, now part of Broadcom, which was among the first to detail the Stuxnet attacks by the United States and Israel on Iran's nuclear program a decade ago. | At Debate, Trump Presses Peculiar Hometown Strategy: Attack New York Posted: 23 Oct 2020 12:05 PM PDT  NEW YORK -- In the final weeks of the presidential race, President Donald Trump cannot seem to stop harping on New York City.He wrote on Twitter that his hometown had "gone to hell." He said on Fox News recently that the city was in such despair that he might win the state in November -- despite polls showing that he is far behind. And in both debates against Joe Biden, Trump referred to New York as a ghost town."Look at what's happened to New York; it's a ghost town. It's a ghost town," he said at the debate Thursday. "For so many years I loved it; it was vibrant. It's dying. Everyone is leaving New York."Trump's antagonistic stance lies in stark contrast to Biden, the former vice president who has made his home state of Delaware a central part of his narrative, referring to it several times during Thursday's debate. But for the president, belittling New York seems to serve two purposes: It appeals to his base as a campaign strategy and allows him to address personal scores with his foes.While many New Yorkers feel that Trump has turned his back on the city, the feeling is mutual with Trump. The city overwhelmingly voted for Hillary Clinton in 2016. There were protests when he returned to Trump Tower. His name was stripped from skyscrapers.Democratic prosecutors in New York are digging into his family's finances, and Democratic leaders, like Gov. Andrew Cuomo and Mayor Bill de Blasio, frequently accuse him of betraying his hometown. Cuomo recently accused the president of "actively trying to kill New York City ever since he was elected."Rep. Peter King, who is close with Trump, said the city serves as a useful foil for the president for "what happens when liberals take over.""If he wants to have a punching bag that plays with the rest of the country, New York City is the perfect target," he said. "You see the boarded-up buildings. You see the dramatic increases in crime. You see people leaving for the Hamptons."Trump, however, has not seen much of the city's problems firsthand. The only visit he made to the city this year was to see his ailing brother before his death in August.Despite his absence, his aides said that Trump was still proud of being from New York, even noting that the president interrupted Biden during Thursday's debate to say that he was born in Queens."President Trump loves New York City and, as you heard last night, is proud to be from Queens," Judd Deere, a White House spokesperson, said in a statement that also included many of Trump's grievances, including "draconian shutdowns" and high taxes."This is a failure of state and local leadership, and this president is not going to let what is happening to New York and many other places happen to the rest of the country," he added.Indeed, the president last month labeled the city an "anarchist jurisdiction" and threatened to slash its funding.But he has also rejected initiatives that would benefit New York. He refused to support a project to build a new rail tunnel under the Hudson River; he punished the city as a sanctuary for immigrants living in the country without legal permission; and he made it more difficult for New Yorkers to fly at airports in a fight over driver's licenses for immigrants living in the country without legal permission.The president is now balking at granting New York more coronavirus recovery funds, despite entreaties from King to reconsider. But the constant taunting from Cuomo and de Blasio -- including painting "Black Lives Matter" on the street in front of Trump Tower -- does not help, King said. They could play nice, he suggested, or "at least tone it down."At this juncture, playing nice would likely have little effect: Trump seems to regard his hometown with such acrimony that his decision to officially move his residency to Florida last year served as a de facto finalization of divorce papers.Anthony Scaramucci, a former White House communications director under Trump, said the president views his attacks as "red meat" for voters who resent East Coast elites."He's throwing New York under the bus because he thinks it's going to help him get reelected," said Scaramucci, who broke with Trump and endorsed Biden."He's determined that those people are in battleground states and disaffected areas of the country that have a disdain for East Coasters, elitists and Wall Street," Scaramucci said.That strategy should ring familiar to Trump: Four years ago, Sen. Ted Cruz of Texas attacked "New York values" at a Republican presidential debate. Trump bristled at Cruz's taunts then, saying the city was a "great place" with "wonderful people."But Trump's tone began to change not long after the election, which saw New York City voters side with Clinton 4 to 1.While Trump said he wants to be competitive in New York state, he could fare worse in this election than he did against Clinton. Trump won about 36.5% of votes in the state in 2016 and is polling at less than 30% against Biden.His standing in New York fell during the height of the pandemic and in the aftermath of Black Lives Matter protests, when he said that his "administration will not allow federal tax dollars to fund cities that allow themselves to deteriorate into lawless zones," singling out New York and two other cities.The "anarchist" designation could have a real impact on transit funding and other federal resources, although New York City officials Thursday filed a lawsuit contesting the potential funding cuts.The two investigations in New York have also clearly rankled Trump. The Manhattan District Attorney's Office is seeking his tax returns as part of an investigation into the president and his business practices, focused on potential crimes that include tax and insurance fraud and falsification of business records.New York's attorney general, Letitia James, is looking into whether the Trump family's real estate company committed fraud, and Trump's son Eric was compelled this month to give a deposition in the matter.The president has frequently criticized the prosecutions as politically motivated and unfounded, contending on Twitter that the investigations were products of a "politically corrupt New York."Given the acrimony, Trump's visits to New York have dwindled. He made a few trips to the city last year, for the U.N. General Assembly, fundraising events and an Ultimate Fighting Championship event at Madison Square Garden.The president received a mixture of boos and cheers at the Garden, but King, who was with Trump, said the president "was in his glory.""The next morning at the hotel," King said, "cops and firefighters were taking pictures with him."But when the city's largest police union endorsed Trump this summer, the rally was not held in New York. It was staged nearly 40 miles away at his country club in Bedminster, New Jersey.Trump visited the Hamptons in August for fundraisers and came to Manhattan later that month to visit his younger brother, Robert Trump, in the hospital. The president's only other trip to the state this year was in June to give the commencement address at West Point, about an hour's drive north of the city.U.S. presidents have long visited the sites of major tragedies and natural disasters. President George W. Bush visited New York after the Sept. 11, 2001, attacks, and President Barack Obama visited communities after mass shootings and tornadoes.Trump has also traveled to Florida and Puerto Rico after devastating hurricanes, and in May, the president said that he would visit New York City, where more than 20,000 people have died from the coronavirus, "when things calm down." He has not done so.Jesse Garcia, a county Republican leader on Long Island, said Trump had shown his love for the city by providing relief funds through the $2 trillion coronavirus relief bill in March and sending the Navy hospital ship USNS Comfort to the city, along with the Army Corps of Engineers."I believe where he has some angst is with the ultraleft progressive socialist Democrats that have let this wonderful city rot from the inside," Garcia said.The president's comments about New York's decline could also help Republicans in local suburban House races on Long Island, King said, including ones involving Rep. Lee Zeldin and Andrew Garbarino, a state assemblyman seeking to succeed King, who is not running for reelection.After so many slights, Cuomo said Trump would need heavy protection if he tried to return."Forget bodyguards," the governor told reporters last month. "He better have an army if he's going to walk down the street in New York."Edward Cox, the former head of the New York State Republican Party who is working on Trump's presidential campaign, said the president would have no qualms about returning, despite Cuomo's threats."He can come here anytime," Cox said. The UN on October 24 celebrates 75 years since its formation in California after the end of the Second World War. The UK is participating in a raft of events to mark the date, including lighting up Foreign Office buildings in Britain and across the world. Speaking to The Telegraph on the eve of the anniversary, Dominic Raab said the UK is committed to "strengthening multilateralism for the next 75 years" but called for the organisation to be reformed. "We want to see a reformed UN, a UN that is ready and able, willing and equipped to address the global challenges that lie ahead," he said. "The UK will play its part in that global effort."

| US imposes sanctions on Iran over 'brazen' attempt to interfere in election Posted: 23 Oct 2020 03:26 AM PDT  The US government has imposed fresh sanctions on Iranian military commanders and media outlets in response to a "brazen" attempt to interfere with November's presidential election. On Thursday night, Washington announced it was placing sanctions on the Islamic Revolutionary Guard Corps (IRGC), Iran's elite Quds force, the Bayan Rasaneh Gostar Institute and three news outlets. It comes after US officials accused Iran and Russia of attempting to meddle in the election by spreading misinformation online and gaining access to voter registration data. In a statement, the US Treasury said the Iranian groups were trying to "sow discord among the voting populace by spreading disinformation online and executing malign influence operations aimed at misleading US voters." The Bayan Rasaneh Gostar Institute is believed to be taking the lead in the misinformation campaign, which sent intimidating emails to US voters ordering them to vote for Donald Trump and his Republican party. The message senders posed as members of the Proud Boys, a far-Right US militia group which supports many of Mr Trump's more divisive policies. Mr Trump was criticised for giving an ambiguous response when asked to condemn the Proud Boys during a recent televised debate, saying: "Proud Boys, stand back and stand by."
