Posted: 25 Oct 2016 05:37 PM PDT WASHINGTON (AP) — National Intelligence Director James Clapper says it appears that a "non-state actor" was behind a massive cyberattack last week that briefly blocked access to websites including Twitter and Netflix. Clapper says investigators are gathering a lot of data and preliminary indications are that a non-state actor is to blame. But he says he wouldn't want to completely rule out whether a nation state might have been behind it or not. Clapper spoke Tuesday at the Council on Foreign Relations in New York. Gambia announces withdrawal from International Criminal Court Posted: 25 Oct 2016 05:47 PM PDT The government of Gambia said on Tuesday it was withdrawing from the International Criminal Court, accusing the world body of ignoring the "war crimes" of Western nations and seeking only to prosecute Africans. The decision by the tiny West African nation, whose president, Yahya Jammeh, has called on the court to investigate African migrant deaths on the Mediterranean, comes just days after South Africa said it was quitting The Hague-based tribunal. "This action is warranted by the fact that the ICC, despite being called the International Criminal Court, is in fact an International Caucasian Court for the persecution and humiliation of people of colour, especially Africans," Information Minister Sheriff Bojang said on state television. |

Brazil president's plan to restore finances takes step forward Posted: 25 Oct 2016 04:53 PM PDT By Maria Carolina Marcello BRASILIA (Reuters) - Brazil President Michel Temer won another victory on Tuesday in his effort to restore fiscal discipline when the lower house of Congress approved a constitutional amendment to cap spending for 20 years. Heavy public spending, a recession and a massive corruption scandal rocking Brazil's political establishment undermined confidence in South America's biggest economy last year and stripped the country of its investment-grade rating with creditors. The constitutional amendment would limit the growth of public spending to the rate of inflation of the previous 12 months for up to 20 years. |
