Ukraine moves forces to Odessa, helicopter downed in east

By Aleksandar Vasovic and Maria Tsvetkova ODESSA/SLAVIANSK, Ukraine (Reuters) - Pro-Russian rebels shot down a Ukrainian helicopter in fierce fighting near the eastern town of Slaviansk on Monday, and Kiev drafted police special forces to the southwestern port city of Odessa to halt a feared westward spread of rebellion. Ukraine said the Odessa force, based on "civil activists", would replace local police who had failed to tackle rebel actions at the weekend. Its dispatch was a clear signal from Kiev that, while tackling rebellion in the east, it would vigorously resist any sign of a slide to a broader civil war. Odessa, with its ethnic mix from Russians to Ukrainians, Georgians to Tatars a cultural contrast to the pro-Russian east, was quiet on Monday.

Boko Haram militants stormed an all-girl secondary school in the village of Chibok, in Borno state, on April 14 and packed the teenagers, who had been taking exams, onto trucks and disappeared into a remote area along the border with Cameroon. A summit meeting of the Paris-based Financial Action Task Force (FATF) was to be held in Moscow in June, in part because the group's current head is Vladimir Nechaev, chief of Russia's anti-money laundering agency. However, on Sunday, national anti-money laundering agencies belonging to FATF received a notice from the group saying the meeting would be held in Paris instead. "It became apparent that it would be difficult to ensure full attendance of FATF delegations at the scheduled plenary in Moscow but there was widespread support for the work of the FATF to continue uninterrupted," the announcement said.

U.S. Air Force General Philip Breedlove said it was a completely false Russian narrative that it was only Ukrainians rebelling in the east of their country, saying it was clear that special forces troops from Russia were operating there as they did in Crimea before its annexation. "Remember that (Russian President Vladimir) Putin denied their presence and now he has admitted to their presence in Crimea. The same thing will come out of Ukraine as time rolls out," he told a military and diplomatic audience in Ottawa.

Kerry flew to South Sudan on Friday, securing a commitment from President Salva Kiir to fly to Ethiopia for face-to-face talks with rival Machar. Kerry, who said that U.N. Secretary-General Ban Ki-moon would go to South Sudan's capital, Juba, on Tuesday, noted that these consequences also included "accountability" for atrocities committed in the conflict. Kerry condemned recent military offensives by South Sudan's government forces against opposition-held positions in Bentiu, Nassir and other places in Unity and Jonglei states.

The report, entitled "Punished for Protesting," said troops used excessive force against peaceful protesters, and that state prosecutors and judges tolerated or participated in the abuses. The report was based on research in March on 45 cases of "serious human rights violations." The group interviewed more than 90 people, including victims and their families, and more than a dozen lawyers who provided legal counsel. At least 41 people have died, including both government and opposition supporters plus security force members, since protests began in early February, according to official figures.
