Belgian police mount raids in Brussels and other towns

Shortly before midnight, the public broadcaster, announcing several arrests, said the operations had concluded and the mayor of a Brussels borough that is the focus of a manhunt for a key suspect in the Paris attacks said shots had been exchanged. Earlier in the evening, Prime Minister Charles Michel, speaking after a meeting of security chiefs called to review the threat status, said the capital's metro, universities and schools would be closed on Monday. For the rest of the country, a threat level of three on a four-tier scale would remain in place, Michel said.

The provincial government estimated the plan, including a pledge to phase out pollution from coal-fired electricity generation by 2030 and a limit on emissions from the province's oil sands industry, would generate C$3 billion ($2.25 billion) in annual revenue. Backed by prominent representatives from industry and the environmental movement, Premier Rachel Notley said the province was trying to do the right thing for the future.

Nola, a 41-year-old rhino brought to the Southern California park in 1989 as part of a breeding program, took a turn for the worse over the weekend following a Nov. 13 surgical procedure to drain a large pelvic abscess identified as the infection source, the zoo said in a statement. The 4,000-pound (1,800-kg) rhino had been placed under constant veterinary watch last week as her appetite and activity levels declined.

During one of 19 raids mounted across the capital, Brussels, police fired on a vehicle, but it was not clear if those inside were connected to those being sought, the prosecutor told a brief news conference. Three houses were also searched in Charleroi, south of Brussels.

A specialist panel convened by Harvard's Global Health Institute (HGHI) and the London School of Hygiene & Tropical Medicine (LSHTM) said while the epidemic "engendered acts of outstanding courage and solidarity", it also caused "immense human suffering, fear and chaos" which went "largely unchecked" by leadership or reliable and rapid institutional responses. Reviewing the global response to the epidemic which swept through Guinea, Sierra Leone and Liberia, the panel said such failures should not be allowed to happen again, and major reform is urgently needed to prevent future pandemics.
