Police leaders pressed Rochester to keep Prude video secret Posted: 15 Sep 2020 02:55 PM PDT Rochester police commanders urged city officials to hold off on publicly releasing body camera footage of Daniel Prude's suffocation death because they feared violent blowback if the video came out during nationwide protests over the police killing of George Floyd, newly released emails show. Deputy Chief Mark Simmons cited the "current climate" in the city and the nation in a June 4 email advising then-Chief La'ron Singletary to press the city's lawyers to deny a Prude family lawyer's public records request for the footage of the March 23 encounter that led to his death. The video, finally made public by Prude's family on Sept. 4, shows Prude handcuffed and naked with a spit hood over his head as an officer pushes his face against the ground, while another officer presses a knee to his back. |

Apology, no firing: Official said US scientists hurt Trump Posted: 15 Sep 2020 12:38 PM PDT A Trump health appointee who is accused of trying to muzzle an important scientific publication in the midst of the coronavirus pandemic apologized Tuesday for a separate video in which he reportedly says scientists battling the virus are conspiring against President Donald Trump and warns of shooting in America if Trump loses the election. Michael Caputo, the top spokesman for the Department of Health and Human Services, apologized to his staff for the Facebook video, said an administration official, who spoke on condition of anonymity to discuss internal matters. The department is standing by Caputo so far in the face of calls by congressional Democrats for his dismissal — and for the resignation of his boss, HHS Secretary Alex Azar. |

South Dakota AG was frequent traveler before fatal crash Posted: 15 Sep 2020 11:43 AM PDT For South Dakota Attorney General Jason Ravnsborg spending Saturday driving hundreds of miles on the state's roads was not unusual. Ravnsborg has said that he thought he had hit a large animal while driving home to Pierre from a Republican fundraiser some 110 miles (180 kilometers) away in Redfield. Until then, Ravnsborg had made few waves as the state's top law enforcement officer, garnering a reputation as a quiet prosecutor, but a relentless campaigner who developed personal connections in the state's Republican Party. |
$1M bail set for Lancaster police shooting demonstrators Posted: 15 Sep 2020 11:36 AM PDT Thirteen people who are accused of committing crimes while participating in a civil disturbance in Lancaster on Sunday night sat behind bars Tuesday, with bail for seven of them set at $1 million. The eight for whom charging documents have been made public are accused of being instigators during demonstrations over the fatal police shooting of an armed man. Authorities said the protests degenerated into rioting that damaged Lancaster's police headquarters and produced an arson fire that blocked a downtown intersection. |
UN welcomes Afghan talks with the Taliban, urges cease-fire Posted: 15 Sep 2020 11:30 AM PDT The U.N. Security Council unanimously adopted a resolution Tuesday welcoming the start of negotiations between Afghan representatives and the Taliban, encouraging the warring parties to engage in good faith and aim for a permanent cease-fire and political settlement to their 19-year conflict. The resolution, which also extended the U.N. political mission in Afghanistan into next September, also strongly encourages the parties "to continue pursuing confidence-building measures including additional reductions in violence." The Taliban were ousted from power in Afghanistan in 2001 by a U.S.-led coalition for harboring Osama bin Laden, the architect of the Sept. 11 terrorist attacks on America. |
Gaza militants fire rockets at Israel as pacts signed in US Posted: 15 Sep 2020 11:16 AM PDT Palestinian militants in the Gaza Strip fired two rockets into Israel on Tuesday, wounding two people in an attack that was apparently timed to coincide with the signing of normalization agreements between Israel and two Arab countries at the White House. The Palestinians are opposed to the agreements with the United Arab Emirates and Bahrain, viewing them as a betrayal of their cause by the Arab countries, which agreed to recognize Israel without securing territorial concessions. |
UN demands all countries enforce UN arms embargo on Libya Posted: 15 Sep 2020 10:49 AM PDT The U.N. Security Council adopted a resolution Tuesday demanding that all countries enforce the widely violated U.N. arms embargo on Libya, withdraw all mercenaries from the North African nation. In the years after the 2011 uprising that toppled longtime autocrat Moammar Gadhafi, Libya has sunk further into turmoil and is now divided between two rival administrations, based in the country's east and west, with an array of fighters and militias — backed by various foreign powers — allied with each side. The resolution's approval follows a recent report by U.N. experts monitoring sanctions on Libya that accused its warring parties and their international backers — the United Arab Emirates, Russia and Jordan on one side and Turkey and Qatar on the other — of violating the arms embargo, saying it remains "totally ineffective." |

Experts: Rainy season to further threaten Beirut heritage Posted: 15 Sep 2020 09:57 AM PDT Restoring Beirut's damaged architectural heritage following the devastating August explosion will take hundreds of millions of dollars and costs will quickly rise if no action is taken ahead of the onset of the rainy season in less than two months, international experts warned Tuesday. An international coalition of museums and heritage protection groups pledged millions of dollars of support to take care of the initial restoration and attempts to keep damaged buildings from crumbling in the coming weeks and months. "The directorate general of the antiquities has estimated that 300 million dollars would be necessary to for the restoration of heritage houses in Lebanon," said Sarkis Khouri, Director General of Antiquities of Lebanon. |

UN warns of Yemen famine, no aid from Saudis, UAE, Kuwait Posted: 15 Sep 2020 09:19 AM PDT The U.N. humanitarian chief warned Tuesday that "the specter of famine" has returned to conflict-torn Yemen and for the first time singled out Saudi Arabia, the United Arab Emirates and Kuwait for giving nothing to this year's $3.4 billion appeal. Mark Lowcock told the U.N. Security Council that famine in Yemen, the Arab world's poorest country, was averted two years ago because donors swiftly met 90% of the U.N.'s funding requirements, enabling humanitarian agencies to increase monthly aid from 8 million to 12 million people and save "millions of lives." Today, he said, the U.N. appeal has received only 30%, about $1 billion, leaving 9 million Yemenis to cope with deepening cuts to aid programs including food, water and health care. |

Is Bill Gates Right About the FDA’s Vaccine Credibility? Posted: 15 Sep 2020 08:59 AM PDT (Bloomberg Opinion) -- Prior to the pandemic, the U.S. Food and Drug Administration was the gold standard for American food and pharmaceutical safety. That's no longer the case, according to Bill Gates. "Historically, just like the CDC was viewed as the best in the world, the FDA had that same reputation as a top-notch regulator," Gates said in an interview with Bloomberg Television. "But there's been some cracks with some of the things they've said at the commissioner level."With the election less than two months away, Americans view politics as the main culprit for a steady rise in vaccine hesitancy. In a recent poll by STAT and the Harris Poll, 78% of respondents said they worried the vaccine approval process was being driven more by politics than science. President Donald Trump has been clear about his desire to get a vaccine approved before Election Day, predicting the FDA "could even have it during the month of October."Bloomberg Opinion columnists around the globe have been covering the race for a vaccine, and the need to build trust in it, since the pandemic began:Rushing Vaccine Trials Is Unwise. We Must Be Patient: "The FDA and drugmakers have laid the groundwork for proper evaluation, with the agency requesting and pharma running 30,000 person trials to prove that the vaccine can prevent or cut the severity of disease by at least 50%. If everyone is patient, these studies will give reliable answers, which is what you want for shots that will eventually be used by millions. But the president's calls for speed and seemingly limited resistance from FDA commissioner Stephen Hahn have created concern that the agency might prematurely approve a vaccine and sow dangerous doubts." — Max Nisen How to Fight Back Against Coronavirus Vaccine Phobia: "In the U.S. and U.K., large numbers of people — at least 30% — have said in recent surveys that they would hesitate to take or refuse a vaccine that could protect them from the coronavirus and slow its spread. These numbers probably understate the problem. People might tell a researcher that they will get vaccinated even if they won't. And the problem might be even worse if a vaccine is made available under a speeded up 'emergency use' exception to the usually lengthy approval process, amplifying public concerns about rushing it out." — Cass Sunstein Operation Warp Speed Must Focus on Building Trust: "Political controversy has haunted every discussion of Warp Speed and its timeline for delivering a vaccine. And for good reason. Trump has frequently highlighted the possibility that a vaccine will arrive much sooner than experts and Warp Speed's own leaders predict, and he has forced agencies such as the CDC and the Food and Drug Administration — both part of the Warp Speed effort — to bend to his will or follow his lead on medically dubious initiatives." — Timothy L. O'Brien and Max Nisen The More Covid-19 Vaccines, the Merrier: "All the novel vaccines work through the same well-established scientific principles, and are very likely to be safe. Still, he says, it's well known that vaccines don't work as well in the elderly and immunocompromised. Imperfect vaccines could still eradicate the virus through herd immunity but only if the bulk of the population gets vaccinated. Once the technical hurdles are overcome, there will be social hurdles — already, there are movements among anti-vaxxers to resist — but it's not too soon to plan to surmount them." — Faye Flam It's Not Just Anti-Vaxxers Who Worry About Vaccines: "Countering the anti-vaxxers is important work, but it's only part of the picture. The bigger danger is a broader vaccine hesitancy: What if rational people who get their flu shots and vaccinate their children, and who are eager to be part of the solution to this pandemic, have worries that public health authorities and governments don't address?" — Therese Raphael More ReadingThe FDA Wants a Covid-19 Vaccine That Really Works: Max NisenA Cure For Covid-19 Could Be Right Under Our Noses: Lionel LaurentGive the Covid Vaccine to Healthy Young People First: Faye FlamThe Big Question: Can a Covid Vaccine Reach Enough People?: Max NisenWhy I Just Volunteered for a Covid-19 Vaccine Trial: Faye FlamOperation Warp Speed Needs to Waste Money on Vaccines: Max NisenRussia's Sputnik Vaccine Gamble Is All About Vladimir Putin: Clara Ferreira MarquesThe Pandemic Is Exposing the Limits of Science: Ferdinando GiuglianoThis column does not necessarily reflect the opinion of the editorial board or Bloomberg LP and its owners.Bloomberg Opinion provides commentary on business, economics, politics, technology and markets. For more articles like this, please visit us at bloomberg.com/opinionSubscribe now to stay ahead with the most trusted business news source.©2020 Bloomberg L.P. |
Germany to resettle 1,500 migrants from Greek camps in wake of fire Posted: 15 Sep 2020 08:55 AM PDT Germany is to take in more than 1,500 refugees from Greece following the fire that devastated Moria migrant camp on Lesbos, it emerged on Tuesday. But under the terms of an agreement with the Greek government, the deal will not be limited to those directly affected directly by the fire. Instead, some 400 families with children will be resettled in Germany from migrant camps on a number of Greek islands. Only those who have already been granted full asylum as refugees will be included. The new deal is in addition to an earlier commitment by Germany to take 100 to 150 unaccompanied minors left homeless by the fire in Moria. Although no official announcement has been made, government sources in Greece and Germany confirmed the arrangement. France is set to announce a similar deal in the coming days, according to sources in Athens. Germany has been locked in fevered political debate over whether to take in migrants affected by the fire in recent days. The Greek government has refused to countenance any resettlement plan limited to migrants on Lesbos, which it says would reward arson. It says at least one of the fires was started deliberately by migrants in order to get off the island. Angela Merkel initially pressed for a European Union scheme to resettle migrants affected by the fire, but that now appears unlikely after a number of member states said they would refuse to accept any. |
Trump Used Russian Fighter Jets In A “Support Our Troops” Ad Campaign. OK!! Posted: 15 Sep 2020 08:49 AM PDT There's no Russian interference in the 2020 election, President Donald Trump insists right before using stock imagery of Russian-made fighter jets and weapons in a reelection campaign ad. The fundraising ad, which was released ahead of September 11, called for the public to "support our troops" and depicts the silhouette of five soldiers standing beneath three jets flying overhead. But the image used shows an MiG-29 plane and at least one soldier holding an AK-74 assault rifle, Ruslan Pukhov from the Centre of Analysis of Strategies and Technologies in Moscow confirmed with Politico. The image has since been identified as a stock photo available on Shutterstock named "Military silhouettes of soldiers and airforce against the backdrop of sunset sky." The Trump Make America Great Again Committee and the Republican National Committee (RNC) ran the digital ad from September 8 through September 12 before it was removed, and the Trump campaign has yet to comment publicly on it. Despite the massively botched ad now being the subject of ridicule online, this isn't the first time that the Trump campaign has used inaccurate or misleading footage. During the protests following the killing of George Floyd, the Trump campaign used an image from protests in Ukraine in 2014 side by side with an image of Trump meeting law enforcement officials at the White House as an attempt to vilify protestors by comparison to their alleged "law and order" president. The caption beneath the photos read, "Public safety vs chaos & violence." Another ad released in July similarly mixed footage of chaotic destruction with quotes suggesting that Democratic lawmakers and Biden actively supported violence, attacks on police, and looting. It did so by deceptively editing images from protests and taking quotes heavily out of context. The ad opens with footage of violent protests with the text: "In Democrat-controlled cities across the USA violent mobs of liberals are rioting and looting. They are attacking police." The video then cuts to House Speaker Nancy Pelosi saying, "I just don't even know why there aren't uprisings all over the country. And maybe there will be." The placement is intentionally made to make viewers think Pelosi endorses violence. However, the Trump campaign's attempt to mislead voters may finally be catching up with them with real threats of Russian interference. The appearance of Russian military equipment in this most recent ad campaign comes following recent reports from intelligence officials suggesting that the Russian government is interfering in the upcoming election. The current tactic of choice is attempting to undermine Democratic candidate Joe Biden in order to increase Trump's chances of reelection. Earlier this month, Microsoft supported this allegation forewarning that Russian hackers were targeting U.S. political campaigns. Microsoft attributed more than 200 attacks targeting organizations linked to U.S. political parties to Russian organization, Strontium. The hacking group is also known as Fancy Bear, which is allegedly affiliated with Russia's GRU military intelligence service. A spokesperson for President Vladimir Putin denied the accusations saying that the Kremlin has never tried to interfere with other countries' elections.Despite this, the "support our troops" ad is probably not the work of Russian hackers, but rather just some faulty fact-checking from the Trump campaign. Although, neither result would really be surprising at this point.Like what you see? City to pay $12M to Breonna Taylor's family, reform police Posted: 15 Sep 2020 06:51 AM PDT The city of Louisville agreed to pay $12 million to the family of Breonna Taylor and reform police practices as part of a settlement announced Tuesday, months after Taylor's slaying by police thrust the Black woman's name to the forefront of a national reckoning on race. "Please continue to say her name," Taylor's mother, Tamika Palmer, declared at an emotional news conference, evoking the call that has become a national refrain for those outraged by the shooting and police violence. Taylor's death sparked months of protests in Louisville and calls nationwide for the officers to be criminally charged. |

Russian President Vladimir Putin announced the loan when he hosted Belarusian leader Alexander Lukashenko for more than four hours of talks Monday in the Black Sea resort city of Sochi. Kremlin spokesman Dmitry Peskov said the loan wasn't contingent on any political moves. |

World isn't meeting biodiversity goals, UN report finds Posted: 15 Sep 2020 06:16 AM PDT A decade-long global effort to save Earth's disappearing species and declining ecosystems has mostly stumbled, with fragile habitats like coral reefs and tropical forests in more trouble than ever, researchers said in a report Tuesday. In 2010, more than 150 countries agreed to goals to protect nature, but the new United Nations scorecard found that the world has largely failed to meet 20 different targets to safeguard species and ecosystems. If this were a school and these were tests, the world has flunked, said Elizabeth Maruma Mrema, executive secretary of the U.N. Convention on Biological Diversity, which released the report. |

European Commission president expected to say Brexit trade deal can still be done in flagship speech Posted: 15 Sep 2020 06:01 AM PDT The president of the European Commission is expected to say that a UK-EU trade deal is still possible but not at any price in her annual flagship speech on Wednesday. Ursula von der Leyen is expected to use her State of the Union address in the European Parliament in Brussels to double down on her warning that Britain must drop plans to renege on the Withdrawal Agreement. Backsliding on the Brexit treaty would seriously damage the trust needed to finalise the agreement, she has previously warned. Brexit is expected to only take up a small part of the speech. It will largely focus on the European Commission's policy priorities for the future and in particular the bloc's relations with China, its response to the coronavirus pandemic and accelerating plans to reach net zero carbon emissions by 2050. The contents of the speech are a closely guarded secret but Mrs von der Leyen could repeat her warning that the Internal Markets Bill, if approved by Parliament, would jeopardise the negotiations on the future trading relationship. The EU has already given Britain a deadline of the end of the month to drop offending provisions in the Bill, which it says breaks international law and the Withdrawal Agreement. The Bill disapplies provisions on state aid and requirements on export declarations on goods from the UK to Northern Ireland. Brussels has warned that it reserves the right to take legal action against the UK in the European Court of Justice, could trigger dispute mechanisms in the Brexit treaty and ultimately freeze other agreements with the UK as punishment. EU diplomats had suggested that Mrs von der Leyen could use the speech to tee up political level talks between herself, Boris Johnson and Angela Merkel. Those talks would be designed to break the deadlock on divisive areas before handing back to the chief negotiators to smooth out the details and pave the way to a deal before the end of October. That is now seen as unlikely, given that relations between the two sides have plummeted to a new low. The commission is keen to keep the talks over the Withdrawal Agreement separate to the trade deal in order to minimise the increasing risk of no deal. Mrs von der Leyen will address MEPs in Brussels on Wednesday morning. On Tuesday leaders of the European Parliament groups, which will have an effective veto over any trade deal with Britain attacked Boris Johnson. Manfred Weber, leader of the centre-Right European People's Party, the largest group in the European Parliament, said, "The draft bill is unprecedented and shocking. This is what populism can do to a country, which was a global leader of international law and trade. "We need clarification within the next few days. Why negotiate an agreement about the future if we cannot count on our agreements of the past?" Philippe Lamberts, member of the Brexit coordination group and leader of the European Greens, said, "The United Kingdom has joined too long a list of countries who abandoned the idea of a rules-based international order in favour of a world where might is right or political expediency is right." |

UN experts decry continued abuse as Syria's war grinds on Posted: 15 Sep 2020 05:17 AM PDT U.N.-backed investigators pointed Tuesday to signs that Syria's government continues to perpetrate rape, torture and murder as the country's nine-year conflict grinds on, while citing possible war crimes by a Turkey-backed coalition of rebel groups and calling on Ankara to do more to help prevent them. The report from the Commission of Inquiry on Syria — its 21st — was based on some 538 interviews, as well as documents, satellite imagery and other evidence. It covers the first half of 2020 at a time when a cease-fire between rebels and the government and its allies has largely held in the rebel-held Idlib region since March — a relative bright spot in an otherwise dismal situation. |
Diplomats: Roadside bombing targets British convoy in Iraq Posted: 15 Sep 2020 05:06 AM PDT |
Posted: 15 Sep 2020 04:53 AM PDT Donald Trump, the US president, warned Tehran it would face severe military retaliation if reports that it is planning to assassinate a US diplomat prove to be true. "Any attack by Iran, in any form, against the United States will be met with an attack on Iran that will be 1,000 times greater in magnitude!" Mr Trump tweeted on Monday evening. The threat comes a day after Politico reported that Iran was weighing up an assassination attempt against Lana Marks, the US ambassador to South Africa and long-time friend of President Trump. The reported plan is said to be in response to the killing of top Iranian commander General Qassim Soleimani by US forces in January this year. The report was based on documents seen by an anonymous US intelligence official and another who was "familiar with the issue". Ms Marks had been made aware of credible threats to her life, they said. The reporting has not been confirmed by any other major US news organisations or the US government. Serious tensions have been rising between the two countries since the assassination of Gen Soleimani, the leader of Iran's elite Quds force, in January. |
