Iraqi army aims to reach site of Islamic State executions south of Mosul Posted: 27 Oct 2016 09:13 AM PDT By Stephen Kalin and Maher Chmaytelli SOUTH OF MOSUL, Iraq (Reuters) - The Iraqi army was trying on Thursday to reach a town south of Mosul where Islamic State has reportedly executed dozens to deter the population against any attempt to support the U.S.-led offensive on the jihadists' last major city stronghold in Iraq. Eleven days into what is expected to be the biggest ground offensive in Iraq since the U.S.-led invasion of 2003, army and federal police units were fighting off sniper fire and suicide car bombs south of Hammam al-Alil, the site of the reported executions, an Iraqi military spokesman said. The executions were meant "to terrorize the others, those who are in Mosul in particular", and also to get rid of the prisoners, said Abdul Rahman al-Waggaa, a member of the Nineveh provincial council. |
Yemen's Houthis launch missile toward Saudi holy city Posted: 27 Oct 2016 05:25 PM PDT Yemen's Houthi militia launched a ballistic missile toward Mecca on Thursday, the Saudi-led coalition intervening in Yemen's civil war said on Saudi state news agency SPA. Coalition forces destroyed the missile 65 km (40 miles) from the holy city without damage and retaliated against the launch site inside Yemen, the statement said. Mecca is home to the most sacred sites in Islam, including the Grand Mosque. |
NATO seeks to manage Russia's new military deployments Posted: 27 Oct 2016 01:46 PM PDT By Robin Emmott BRUSSELS (Reuters) - President Vladimir Putin's high-profile military deployments aim to showcase Russian power in any global confrontation with the West, NATO officials say, but the alliance will not seek to match Moscow's actions. Curtis Scaparrotti, the U.S.-led alliance's top commander, told allied defense ministers on Wednesday that more than 120,000 Russian troops took part in exercises in September which culminated with the firing of a missile capable of carrying a nuclear warhead, diplomats said. As Russia's sole aircraft carrier passed Europe's shores this week, reports of its warships equipped with nuclear-capable missiles in the Baltic alarmed allies. |
Venezuela crisis enters dangerous phase as Maduro foes go militant Posted: 27 Oct 2016 12:06 PM PDT By Andrew Cawthorne CARACAS (Reuters) - In a curious convergence of events on the same day last week, four Venezuelan provincial courts issued identical rulings, state governors quickly hit Twitter to celebrate, then the election board emailed a short but bombshell statement. Opposition hopes for a referendum to recall President Nicolas Maduro were dashed, on grounds of fraud in an initial signature drive. For many in the opposition, that settled a years-old debate about the nature of Venezuela's socialist government, uniting them in conviction they are now fighting a dictatorship. |
India, Pakistan to expel diplomats amid Kashmir tension Posted: 27 Oct 2016 11:50 AM PDT By Tommy Wilkes and Amjad Ali NEW DELHI/ISLAMABAD (Reuters) - India and Pakistan on Thursday announced they would each expel one of the other's diplomats amid growing tension between the nuclear-armed arch-foes over the disputed region of Kashmir. India said it would expel a Pakistani diplomat based in New Delhi who allegedly ran a spy ring that collected sensitive information about Indian security operations along its border. Late on Thursday night, Pakistan's foreign ministry said it had declared an Indian diplomat, Surjeet Singh, persona non grata and given him 48 hours to leave the country. |
Iraqi villagers celebrate freedom from Islamic State, but still haunted by terror Posted: 27 Oct 2016 11:25 AM PDT By Michael Georgy FADILIYA, Iraq (Reuters) - When Kurdish fighters cleared Islamic State from the northern Iraqi village of Fadiliya, some residents celebrated by passing around cigarettes - an act that would have earned them a public whipping under the group's reign of terror. Peshmerga forces took the village on Thursday as they advanced towards Mosul, Islamic State's last main stronghold in Iraq which lies about four km (2.5 miles) away. |
Posted: 27 Oct 2016 05:44 PM PDT WELLINGTON, New Zealand (AP) — The countries that decide the fate of Antarctica reached an historic agreement on Friday to create the world's largest marine protected area in the ocean next to the frozen continent. The agreement comes after years of diplomatic wrangling and high-level talks between the U.S. and Russia, which has rejected the idea in the past. Proponents of the reserve say it sets a precedent for multiple countries working together to protect a large swath of ocean, which falls outside any single nation's jurisdiction. The agreement covers an area about twice the size of Texas in the Ross Sea. |

A congressional commission this month said the funds had gone missing during Ramirez's time in charge, from 2004 to 2014, citing 11 cases of alleged corruption including overpricing of drilling rigs and a scandal over money laundering through an Andorra bank. |

Police arrest 16 in crackdown on North Dakota pipeline protesters Posted: 27 Oct 2016 05:01 PM PDT Sixteen Native Americans and other protesters were arrested in North Dakota on Thursday in the latest clash between police and demonstrators seeking to halt construction of a disputed oil pipeline. The arrests came as police moved to clear a camp on private property in the path of the proposed $3.8 billion Dakota Access Pipeline, according to the Morton County Sheriff's Department. Native American protesters had occupied the site since Monday, saying they were the land's rightful owners under an 1851 treaty with the U.S. government. |
Deal struck for world's biggest marine reserve in Antarctica Posted: 27 Oct 2016 04:37 PM PDT The world's largest marine reserve aimed at protecting the pristine wilderness of Antarctica will be created after agreement was finally reached Friday with Russia dropping its long-held opposition. The deal, sealed by the Conservation of Antarctic Marine Living Resources (CCAMLR) at an annual meeting in Hobart after years of negotiations, will see a massive US and New Zealand-backed marine protected area established in the Ross Sea. It will cover more than 1.55 million square kilometres (600,000 square miles), of which 1.12 million square kilometres will be a no fishing zone, New Zealand Foreign Minister Murray McCully announced. |

Struggling Indian savers threaten Modi's growth ambition Posted: 27 Oct 2016 04:09 PM PDT By Rajesh Kumar Singh and Suvashree Choudhury NEW DELHI/MUMBAI (Reuters) - For India's dream of taking the baton of global growth from China, its savings rate is flashing a warning sign. Gross national savings as a percent of the South Asian nation's gross domestic product will slip this year to 30.2 percent, the lowest since 2003, and fall further over the next two years, the International Monetary Fund forecasts. Since companies use domestic savings to fund their capital spending, the fall would increase their vulnerability to external risks - such as uncertainty over the U.S. presidential election or the prospect of monetary tightening there - that could staunch the flow of cheap investment dollars to emerging markets such as India. |

A resolution presented by Austria, Ireland, Mexico, Nigeria, South Africa and Brazil was adopted by a vote of 123 to 38, with 16 abstentions, following weeks of lobbying by the nuclear powers for 'no' votes. Four of the five UN Security Council nuclear powers -- Britain, France, Russia and the United States -- voted against the resolution while China abstained, as did India and Pakistan. |

France's straggling 'Jungle' migrants await fate Posted: 27 Oct 2016 03:41 PM PDT Migrants left behind after the demolition of France's notorious "Jungle" faced a day of reckoning Friday after spending the night, with official blessing, in a disused part of the camp. Around 100 migrants, including minors, wound up being allowed under police escort to sleep in shelters that remained standing in the former southern section of the slum that was mostly razed in March, a prelude to this week's clearance operation. After thousands were bussed out over the past two days, the camp next to the northern port of Calais was virtually deserted on Thursday. |

Turkish citizen Memet Gezer, 49, and Syrian citizen Saber Karimch, 50, were arrested by Montenegrin authorities in April and were extradited to the United States on Thursday to face charges filed in federal court in Manhattan, prosecutors said. According to prosecutors, between September 2015 and March 2016, Gezer and Karimch during recorded conversations with undercover U.S. informants posing as Mexican drug traffickers agreed to supply them with machine guns, grenades and other weapons. |

The 15-member council met behind closed doors to discuss the findings of an inquiry by the United Nations and the Organization for the Prohibition of Chemical Weapons (OPCW), which blamed the Syrian government for three toxic gas attacks. |

Police were also removing roadblocks set up by the demonstrators, but Donnell Preskey, a spokeswoman for the sheriff's department, said protesters had lit some blockades on fire. |
Russia opposes Syria sanctions after UN gas attacks probe Posted: 27 Oct 2016 03:16 PM PDT Russia on Thursday dismissed as "unconvincing" the findings of a UN-led investigation showing that Syrian forces had carried out three chemical attacks, and said no sanctions should be imposed. It's simply not there," Russian Ambassador Vitaly Churkin told reporters following a closed-door Security Council meeting. A joint United Nations-Organization for the Prohibition of Chemical Weapons (OPCW) panel concluded that government forces carried out three chlorine gas attacks on villages in 2014 and 2015. |

Tsipras to push for new Greek TV reforms after court setback Posted: 27 Oct 2016 02:46 PM PDT The Greek government said Thursday it would make a fresh push to reform the private TV sector, after a top court blocked its previous attempt in a major blow to Prime Minister Alexis Tsipras. On Wednesday, 14 of the State Council's 24 judges said an October 2015 law limiting the number of private TV broadcasting licences to four -- half the current number operating -- was unconstitutional and should be overturned.
