Putin calls for talks on east Ukraine 'statehood'; rebels fire on ship Posted: 31 Aug 2014 01:12 PM PDT By Katya Golubkova and Aleksandar Vasovic MOSCOW/MARIUPOL Ukraine (Reuters) - Russian President Vladimir Putin called on Sunday for immediate talks on the "statehood" of southern and eastern Ukraine, although his spokesman said this did not mean Moscow now endorsed rebel calls for independence for territory they have seized. The Kremlin leader's remarks, two days after a public appearance in which he compared the Kiev government with Nazis and warned the West not to "mess with us", came as Europe and the United States prepared possible further sanctions to halt what they say is direct Russian military involvement in the war in Ukraine. Germany aired suspicions that Moscow might be trying to create a land corridor to supply Crimea, which it annexed from Ukraine in March, while the four-month conflict moved onto the sea for the first time on Sunday. |

The mayor of Amerli and army officers said troops backed by militias defeated fighters from the Islamic State (IS) to the east of the town. Fighting continued to the north of Amerli in several villages. "Security forces and militia fighters are inside Amerli now after breaking the siege and that will definitely relieve the suffering of residents," said Adel al-Bayati, mayor of Amerli. |

The U.N. peacekeepers from Fiji were seized by Islamist militants on Thursday, one of several groups attacked in the volatile frontier between Syria and Israel. U.N. officials told Reuters on condition of anonymity that they were now treating it as a case of kidnapping. |

"As a result, all members of the ex-Seleka coalition having participated in the present government are definitively excluded," he wrote. The former French colony has been gripped by violence since Michel Djotodia led Seleka, a coalition of mostly Muslim rebels and some fighters from neighboring Chad and Sudan, in an assault on the capital Bangui and seized power in March 2013. He named three Seleka members to his 30-member cabinet, but the armed group rejected the government's composition, claiming it had not been consulted. |

About 150 emergency workers worked throughout the day, some using sniffer dogs, to try to find four adults still unaccounted for, said the prefect of Saint-Seine-Denis, Philippe Galli. She died while being taken out, fire department spokesman Gabriel Plus said. Interior Minister Bernard Cazeneuve, speaking to reporters at the scene, said the explosion appeared to have been caused by a gas leak. |

Mario Alberto Arce Moreno, 31, was apprehended by federal and state police, who were able to make the arrest "without firing a single shot," according to a press release issued by law enforcement officials. Authorities said Arce is a top figure with the Zetas, one of Mexico's most feared cartels. "Chantal is free", a spokeswoman for the aid group, also known by its French name Medecins Sans Frontieres (MSF), said, referring to Congolese staff member Chantal Kaghoma. Radio Okapi, the UN station in DRC, said she and four other people were freed following clashes in DRC's restive east between their captors, the Ugandan rebel group Allied Democratic Forces (ADF), and the Congolese regular army. The ADF, which is active in the mineral-rich North Kivu province, has been beaten back by recent Congolese army offensives but is still thought to hold hundreds of hostages. |
