North, South Korea reach agreement to ease tensions

Under the accord reached after midnight on Tuesday morning after more than two days of talks, North Korea expressed regret over the recent wounding of South Korean soldiers in a landmine incident and Seoul agreed to halt anti-Pyongyang propaganda broadcasts, both sides said. North Korea also agreed to end the "semi" state of war it had declared.

The man was identified as an alleged spy for Libya Dawn, an armed group backing a non-recognised government in Tripoli, which has flown air strikes against Islamic State in Sirte. Sirte residents, asking not to be named, said Islamic State had executed a total of four people, which all had been wearing orange jumpsuits.

U.S. to deploy F-22 fighter jets to Europe

James did not give details about the specific number of planes, date or location of the deployment, but said it was in line with Defense Secretary Ash Carter's recent call for a strong and balanced approach to Russia. The first deployment of the Lockheed Martin Corp F-22 to Europe outside air shows is seen as a move to address growing concerns among NATO allies about Russian military aggression.
