Ukraine peace deal falters as rebels show no sign of surrender

Posted: 21 Apr 2014 04:57 PM PDT

Pro-Russia protesters sing and dance near a barricade outside a regional government building in DonetskBy Richard Balmforth and Aleksandar Vasovic KIEV/SLAVIANSK, Ukraine (Reuters) - An international agreement to avert wider conflict in Ukraine was faltering on Monday, with pro-Moscow separatist gunmen showing no sign of surrendering government buildings they have seized. U.S. and European officials say they will hold Moscow responsible and impose new economic sanctions if the separatists do not clear out of government buildings they have occupied across swathes of eastern Ukraine over the past two weeks. Washington, which signed last week's accord in Geneva along with Moscow, Kiev and the European Union, said it would decide "in days" on additional sanctions if Russia does not take steps to implement the agreement.

Exclusive: U.S. force in Afghanistan may be cut to less than 10,000 troops

U.S. Army soldiers prepare to board a CH-47at Forward Operating Base Muqar, AfghanistanBy Missy Ryan and Arshad Mohammed WASHINGTON (Reuters) - The number of U.S. troops in Afghanistan may drop well below 10,000 - the minimum demanded by the U.S. military to train Afghan forces - as the longest war in American history winds down, Obama administration officials briefed on the matter say. Since Afghanistan's general election on April 5, White House, State Department and Pentagon officials have resumed discussions on how many American troops should remain after the current U.S.-led coalition ends its mission this year. The decision to consider a small force, possibly less than 5,000 U.S. troops, reflects a belief among White House officials that Afghan security forces have evolved into a robust enough force to contain a still-potent Taliban-led insurgency. That belief, the officials say, is based partly on Afghanistan's surprisingly smooth election, which has won international praise for its high turnout, estimated at 60 percent of 12 million eligible votes, and the failure of Taliban militants to stage high-profile attacks that day.

"Obviously there needs to be an investigation of what's happened here." Syrian opposition activists reported that helicopters dropped chlorine gas on Kfar Zeita on April 11 and 12.

South Korea's Park says conduct of ferry crew tantamount to murder

Posted: 21 Apr 2014 03:59 AM PDT

By Ju-min Park JINDO, South Korea (Reuters) - South Korean President Park Geun-hye said on Monday the actions of some crew of a ferry that sank with hundreds feared dead were tantamount to murder, as a four-year-old video transcript showed the captain promoting the safety of the same route. Captain Lee Joon-seok, 69, and two other crew members were arrested last week on negligence charges, with prosecutors announcing four further arrests - two first mates, one second mate and a chief engineer - on Monday. Lee, the captain, said in a promotional video four years ago that the journey from the port city of Incheon to the holiday island of Jeju was safe - as long as passengers followed the instructions of the crew. He also told a newspaper that he had been involved in a sea accident off Japan years before.

Handout photo of staff checking Phoenix International Autonomous Underwater Vehicle Artemis before search for missing Malaysia Airlines Flight MH370The search for Malaysia Airlines Flight MH370, which vanished on March 8 with 239 people on board, has narrowed to a 10 sq km (6.2 sq mile) patch of sea floor about 2,000 km (1,200 miles) west of the Australian city of Perth. Search authorities and the Australian and Malaysian governments have said a series of sonar signals, or "pings", traced to the area may have emanated from the plane's "black box" and present the most credible lead as to its whereabouts. However no pings have been detected in almost two weeks and authorities now fear that, with the flight data recorder's battery several weeks past its expected expiry date, the black box may not emit further signals. "Bluefin-21 has searched approximately two-thirds of the focused underwater search area to date.

Syria calls presidential vote, defying Assad's opponents

Posted: 21 Apr 2014 01:34 PM PDT

By Alexander Dziadosz BEIRUT (Reuters) - Syria announced on Monday a presidential election for June 3, preparing the ground for Bashar al-Assad to defy widespread opposition and extend his grip on power, days after he said the civil war was turning in his favor. Western and Gulf Arab countries that back Assad's opponents have called plans for an election a "parody of democracy" and said it would wreck efforts to negotiate a peace settlement. U.N.-backed talks in Geneva collapsed in February with both sides far from agreement - not least over the question of whether Assad should go. Monzer Akbik, of the Western-backed National Coalition opposition group, told Reuters the election was a sign Assad was unwilling to seek a political solution to the conflict.
