Taliban attack airport after seizing northern Afghan city Posted: 29 Sep 2015 11:08 AM PDT By Mirwais Harooni and Jessica Donati KABUL (Reuters) - Taliban fighters clashed with Afghan government forces near Kunduz airport on Tuesday, a day after the militants seized control of the northern city in arguably the biggest victory of their 14-year insurgency. Heavy fighting just meters from the airport, where police and soldiers had retreated on Monday, suggested the Taliban were not going to be easily dislodged. "There are no reinforcements yet in Kunduz, as the Taliban have destroyed parts of the Baghlan-Kunduz highway," said Abdullah Danishy, a deputy governor of Kunduz. |
Powers struggle to agree on Syria; Russia urged to strike Islamic State Posted: 29 Sep 2015 01:39 PM PDT By John Irish and Denis Dyomkin UNITED NATIONS (Reuters) - France challenged Russia to back its words with deeds over fighting Islamic State militants in Syria as major powers on Tuesday struggled to resolve differences between Moscow and the West over ending the civil war in the Middle Eastern country. After Russian President Vladimir Putin, who has sent warplanes and tanks to support Syrian President Bashar al-Assad, called for a new anti-Islamic State coalition, diplomats pursued new ways to build a solid front against the militants. Ideas suggested on the sidelines of the annual United Nations General Assembly in New York included using the model of a small group of world powers that succeeded in negotiating the July 14 Iran nuclear deal, and breathing new life into a virtually moribund broader U.N. peace mechanism. |
Ukraine leader mocks Russia's call for anti-terrorism coalition Posted: 29 Sep 2015 02:30 PM PDT By Louis Charbonneau UNITED NATIONS (Reuters) - Ukrainian President Petro Poroshenko on Tuesday derided Russia's call for the creation of an international antiterrorism coalition, saying the Russians inspire terrorism on their own doorstep and back bellicose puppet governments. Russian President Putin on Monday called for the creation of a broad international coalition to fight Islamic State and other militant extremist groups. Poroshenko used his speech at the annual gathering of world leaders for the United Nations General Assembly to blast Russia and suggest its call for global action against terrorist threats was hypocritical. |
Burkina army enters presidential guard camp, coup leader gone Posted: 29 Sep 2015 01:27 PM PDT By Mathieu Bonkoungou and Nadoun Coulibaly OUAGADOUGOU (Reuters) - Burkina Faso soldiers met little resistance on Tuesday as they entered a presidential guard camp in the capital where members of the elite unit were holding out after a coup, an army officer said. Residents of the Ouaga 2000 district in the capital Ouagadougou said they heard bursts of gunfire in the late afternoon as troops, who had surrounded the base for most of the day, moved in. |
Obama, Castro meet as they work on thawing U.S.-Cuba ties Posted: 29 Sep 2015 01:42 PM PDT By Jeff Mason and Hugh Bronstein UNITED NATIONS (Reuters) - U.S. President Barack Obama shook hands with Cuban President Raul Castro at the United Nations on Tuesday in a rare one-on-one meeting between the former Cold War foes as they work toward improving relations after decades of animosity. Castro, in the first speech at the U.N. by a Cuban president since his older brother Fidel addressed the Millennium Summit in 2000, said on Monday the two countries can normalize ties only after Washington ends its trade embargo and returns the Guantanamo U.S. naval base to Cuban control. Cuban Foreign Minister Bruno Rodriguez said Castro emphasized both points in the meeting with Obama, which he called "respectful and constructive." The two presidents first shook hands at Nelson Mandela's funeral in December 2013. |
U.S. stops sending new Syria recruits to troubled rebel training program Posted: 29 Sep 2015 03:09 PM PDT The United States has stopped pulling new recruits from the battlefield in Syria for training outside the country as the U.S. military program to forge a force of moderate rebels undergoes review, a Pentagon spokesman said on Tuesday. "As we review the program, we have paused the actual movement of new recruits from Syria," said Peter Cook, the Pentagon spokesman. |

Burkina coup plotters abandon barracks after army assault Posted: 29 Sep 2015 04:33 PM PDT Soldiers who staged a short-lived coup in Burkina Faso abandoned their barracks in the capital late Tuesday after a tense standoff with loyalist troops, the military said, as authorities battled to regain control of the crisis-hit country. Coup leader General Gilbert Diendere told AFP he feared there had been many deaths from the assault on the sprawling military base, which is next to the presidential palace in Ouagadougou. The army launched an assault on the barracks of the elite presidential guard (RSP) after the putschists, who support deposed leader Blaise Compaore, refused to give up their weapons in line with a peace deal mediated by regional powers. |

The announcement comes as the four-year war in Syria takes centre-stage at the United Nations General Assembly in New York, where US President Barack Obama and his Russian counterpart Vladimir Putin have clashed over how to bring an end to the crisis. French President Francois Hollande has joined Obama in insisting Assad cannot play a role in the country's future, against opposition from Damascus's allies Russia and Iran. |

Germany beefs up asylum rules as half a million cross Med Posted: 29 Sep 2015 03:40 PM PDT Germany toughened rules Tuesday for asylum seekers from the Balkans as Europe struggled to cope with a record surge in migrants, with new figures showing more than half a million have crossed the Mediterranean so far this year. Berlin added Albania, Kosovo and Montenegro to a list of so-called safe countries, so people claiming asylum from those conflict-free states can be deported more swiftly to free up resources for refugees from war-torn countries like Syria. Germany's open-door policy to Syrians has sparked clashes with some eastern EU member states, in particular Hungary, which has adopted the opposite strategy, sealing its borders to migrants. |
U.N. rapporteur criticizes World Bank's rights record Posted: 29 Sep 2015 03:37 PM PDT A United Nations investigator urged the World Bank on Tuesday to pay heed to human rights in its development work, accusing the lender of hiding behind outdated statutes to skirt its responsibilities. "For most purposes, the World Bank is currently a human rights-free zone. In its operational policies, in particular, it treats human rights more like an infectious disease than universal values and obligations," said Philip Alston, the U.N. special rapporteur on extreme poverty and human rights. |
Illegal Volkswagen diesel emission systems may require two solutions Posted: 29 Sep 2015 03:32 PM PDT By Paul Lienert and Joseph White DETROIT (Reuters) - Volkswagen AG 's promise to fix pollution control systems on about 11 million diesel vehicles will involve changes to software, and possibly hardware, that could leave owners with cars that deliver diminished fuel economy and performance or require more maintenance, experts said Tuesday. The German automaker's new chief executive, Matthias Mueller, said Tuesday VW customers would need to have those diesel cars "refitted." The company did not specify what the refitting might entail. Some analysts have said the job could cost more than $6.5 billion. A former executive of Volkswagen's U.S. operation said Tuesday the company may be required to change only software, and not hardware, to bring older diesel models now deemed illegal into compliance with U.S. emissions standards. |

Saudi FM: Assad must go or face 'military option' Posted: 29 Sep 2015 03:04 PM PDT Syrian leader Bashar al-Assad must leave office or face being turfed out by force, Saudi Foreign Minister Adel Al-Jubeir said Tuesday, warning of stepped up support for Syrian rebel groups. Jubeir rejected Russian calls for an international coalition to help Assad fight the Islamic State group, and said the Syrian leader's best option would be to step down. "There is no future for Assad in Syria, with all due respect to the Russians or anyone else," Jubeir told reporters in New York after meetings with Saudi Arabia's allies. |
Chelsea beaten on Mourinho's return to Porto Posted: 29 Sep 2015 03:04 PM PDT Jose Mourinho endured a miserable return to face his old club FC Porto on Tuesday as Chelsea slumped to a 2-1 defeat at the hands of the Portuguese side in a rousing Champions League encounter. Andre Andre's opener for Porto late in the first half was quickly cancelled out by a superb Willian free-kick, but Maicon's 52nd-minute header proved to be the difference in this Group G clash played at a rip-roaring pace. Porto were worthy winners, and Mourinho has now failed to win in three trips back to the Estadio do Dragao as Chelsea manager, following another 2-1 loss in 2004 and a 1-1 draw in 2007. |

U.S. seeks to protect threatened bull trout Posted: 29 Sep 2015 03:01 PM PDT By Laura Zuckerman SALMON, Idaho (Reuters) - The U.S. Fish and Wildlife Service on Tuesday unveiled measures to help the threatened bull trout, a native fish whose cold-water streams in Western states could be warming due to climate change, but conservationists said the plan was too timid. Under the plan, due to take effect on Wednesday, bull trout populations will be divided into six recovery units across five states, and efforts will be made to reduce threats such as the invasion of non-native fish species and barriers like temporary dams that stop the trout from swimming upstream to spawn. The bull trout was believed to have vanished from about half its historic range when it was added to the U.S. endangered and threatened species list in 1998-99. |
Exclusive: Nigerian president to become oil minister in new cabinet Posted: 29 Sep 2015 02:57 PM PDT President Muhammadu Buhari will remain in charge of Nigeria's oil portfolio in his new Cabinet, rather than trust anyone else with the source of most of Nigeria's revenue, he told Reuters on Tuesday. It did not provide details on the several dozen who have sneaked back into the United States without being arrested or monitored. |
Hungary asks UN for global quotas on migrants Posted: 29 Sep 2015 02:50 PM PDT Hungary called Tuesday for the United Nations to set global quotas on accepting migrants, saying it was unfair for Europe to take so many refugees fleeing Syria. The remaining members of the editorial team have left their temporary home at the Paris offices of the French daily Liberation, which took in the survivors of the jihadi gun attack at Charlie Hebdo in January.
